I would suggest that at 13, he had no ID. So, it could easily take 5 days to make the identification. But what the hell...you haven't seen him in 5 days and she wasn't calling the police daily???? And I'm sorry for her losses. But if he crashed into a patrol car...then the police used acceptable force...imo.
