His key message: “You guys don’t control Disclosure, they do. They can show up tomorrow.” His work focused on analyzing radar signals from missile systems to understand their capabilities, much like figuring out how a car’s engine works by listening to its sound. Ramirez in an interview on Area 52 revealed, that the radar systems he monitored detected unusual signals during Soviet ballistic missile tests. “The systems that I was assigned did detect anomalous signatures when they were tracking ballistic missiles of their own manufacture. They were accompanied by strange lights, strange objects,” he said. These were called “domes of light” by the Foreign Technology Division (FTD), appearing as orange orbs at a 600-nanometer wavelength. For example, imagine seeing mysterious glowing orbs following a rocket launch, visible only through specialized equipment. He described a Soviet radar, Neman-P, designed for atmospheric anomalous research. Before missile launches, this radar would activate, and sometimes it tracked objects that couldn’t be identified. “Occasionally, the radar would pick up something else and it would start tracking nothing that we could determine, that there was something up there that was of interest to the Soviets up in their space,” Ramirez noted. These objects, unlike typical aircraft, performed maneuvers that would destroy conventional planes, ruling out human-made technology. “The systems that I was assigned did detect anomalous signatures when they were tracking ballistic missiles of their own manufacture. And so when the Soviet Union would launch a ballistic missile test, these domes of light would accompany the missile.” The CIA maintained an ongoing UFO investigation program, Ramirez confirmed. “The CIA never stopped its own project to investigate UFOs,” he stated. Around 2003–2004, an orb working group was formed, led by the National Geospatial-Intelligence Agency (NGA), involving the CIA, DIA, NSA, and contractors. This group studied orbs detected in NGA data, indicating a coordinated effort across intelligence agencies. “So if you have a UFO propulsion system manual of operations, that tells me that somebody reverse engineered some craft,” he said. This thick manual suggested decades-old research into non-human technology, hinting at reverse-engineering efforts. On the topic of alien DNA, Ramirez shared that the CIA collected and sequenced extraterrestrial DNA, finding human-like markers. “Oh, there are markers in there that look very human. Human hybrids. That what looks like an alien has for some reason has human genetic markers in their DNA and the genome,” he said. Gerald Haynes, a colleague, noted, “since World War II, after World War II, we were interested in alien DNA, particularly found in humans.” The CIA reportedly traced this DNA in certain U.S. families, particularly in the Northeast, likely before congressional oversight began in the mid-1970s. “CIA had a program to trace this alien DNA in certain families in the United States,“ he stated. Ramirez also mentioned undersea operations to retrieve objects, though he was not fully briefed due to the program’s high secrecy. “This top secret information exceeds that of Manhattan Project,” he was told, indicating its sensitivity. His colleague’s branch conducted these underwater retrievals, but specifics remained classified. He discussed a unique spacecraft, egg-shaped and not designed to land, equipped with a radar warning system to detect signals like the Neman-P’s three-gigahertz frequency. This frequency seemed significant, as Ramirez noted, “Three gigahertz for some reason seems to be the magic wavelength.” Russian efforts, led by a retired major general, reportedly used this frequency to lure UAPs, interacting with them through electromagnetic signals and even body movements. Ramirez emphasized that UAPs control their own visibility. “I told them, you guys don’t control disclosure. They do. They can show up tomorrow,” he said.
