A newly surfaced surveillance video from downtown Tucson shows how fast a crowded night out turned into a mass shooting. It also shows how fast one police officer moved to stop it. Police say 21-year-old David Leroy French opened fire near East Congress Street and North Sixth Avenue shortly after 2 a.m. on July 19, striking nine people. The video appears to show a man firing toward a crowd before running across the street. Within seconds, an officer confronts him and the man falls to the pavement. French survived and is now facing 19 felony charges. The nine people struck by the gunfire were all initially listed in critical condition. The footage is disturbing, but it makes the speed of the officer’s response impossible to miss:   The full encounter unfolds in roughly 10 seconds. The Arizona Daily Star and KOLD reconstructed the shooting through police statements, surveillance footage and the interim complaint filed against French. The reports say a verbal argument preceded the gunfire near East Congress and North Sixth shortly after 2 a.m. Officers assigned nearby heard shots, saw a man running and issued commands. One officer then fired, striking French and ending a sequence in which nine other people had already been wounded. Investigators said the surveillance footage confirmed French as the shooter. He is charged with nine counts of aggravated assault with a deadly weapon, nine counts of aggravated assault causing serious physical injury and one count of discharging a firearm at a structure. French appeared before a judge from his hospital bed on July 23 and was ordered held without bond. His next court date was tentatively set for August 3, and authorities have said more charges remain possible as the investigation continues. French’s history makes the case even harder to stomach. Reports from KGUN 9 and The Arizona Daily Star, together with two statements from the Pima County Attorney’s Office and Pima County Attorney’s Office, establish that French was already serving probation for a felony gun crime. That conviction barred him from legally possessing a firearm. The earlier case began with a 2024 confrontation at a Tucson car wash, where an employee asked French and others to leave. French pulled out a rifle, and surveillance footage showed him firing in the employee’s direction. French pleaded guilty to aggravated assault with a deadly weapon and received four years of probation plus 100 hours of community restitution. The original charge carried a possible sentence ranging from two years to nearly nine years. A dangerous-offense allegation that could have triggered mandatory prison time was dropped as part of the plea. Former Pima County prosecutor David Berkman said French would still have been in prison on July 19 if that allegation had remained and led to a conviction. The probation department evaluated French for intensive probation, but the judge imposed standard probation instead. County Attorney Laura Conover defended the plea as a way to secure a felony conviction without accepting the risks of trial. Her office said French had no documented probation violations before the downtown shooting. It also disclosed on July 24 that neither prosecutors nor victim-services staff had succeeded in reaching the employee from the 2024 case. The office said that loss of contact made a trial difficult, though not impossible. That history does not decide the current case, and French is presumed innocent of the new charges unless proven guilty in court. It does, however, raise an unavoidable question about how a convicted felon who had already fired a rifle toward another person ended up back on the street, allegedly carrying another gun. The nine people wounded downtown are now living with the consequences. KTAR reported that several victims had been released from the hospital by July 20 while others remained under medical care. Police had initially described all nine as critically injured, underscoring how easily the attack could have produced an even more devastating outcome. The victims’ names have not been publicly released, and neither has the officer’s name. The anonymity should not make what happened feel abstract: nine people went downtown and left with gunshot wounds because of an eruption of violence that lasted only seconds. The surveillance video shows people running for safety as the threat moves through the street. It also shows an officer moving toward that threat when instinct would tell almost anyone else to get away. That response may have prevented nine wounded victims from becoming an even larger toll. It is the decisive moment in the footage, and it deserves to be remembered alongside every question now being asked about the accused man’s probation. The officer deserves gratitude.
