According to the Electoral Authority's fixed electoral dates, there are a good 600,000 people without Swedish citizenship who are entitled to vote in the election to the municipal council.

Citizens of one of the EU's member states or citizens of Iceland or Norway who are registered in the municipality and region have the right to vote in the regional and municipal councils.

For anyone who is a citizen of a country other than those listed above, or is stateless, it applies that you must have been registered in Sweden for three consecutive years before election day and be registered in the municipality or region.
