FOREIGN. According to Helsingin Sanomat, the US and Finland are negotiating a bilateral military agreement. The agreement would allow the US to use Finnish land and bases "without hindrance".

Negotiations have already taken place and the agreement is said to complement Finland's membership in NATO.

President Sauli Niinistö defends the agreement by saying it will maximize Finland's security.

The broad agreement would enable the US to station troops in Finland, stockpile materiel and invest in the country's infrastructure.

Russia's Foreign Ministry warns of taking "military-technical and other retaliatory measures" if NATO uses Finnish territory.

Russia says this will lead to increased military and political tensions in northern Europe.
