Federal lawmakers have until midnight Friday to pass a budget, or else the government will shut down, impacting millions of employees and consumers ahead of the holiday. Without a funding plan, the shutdown would begin at 12:01 a.m. Dec. 21 and last until Congress passes a spending bill.
