Including poverty and misery. It needs to be made clear is that China, since the death of Mao has not been Communist country in the purest sense but neither is it a Democratic Republic. Presently, China is more like a fascist state which is still an authoritarian system but, unlike full blown Communism, still retains some degree of capitalism.

Waltz clearly has not visited nations like Cuba, North Korea, Eritrea, and more recently, Venezuela, in which the harsher forms of Communism are implemented.
