Washington State Democrat Senator Files Legislation to Hide Possible Daycare Fraud

Washington State Democrat Senator Lisa Wellman prefiled a bill to keep the names and owners of daycares away from public scrutiny.

Washington State Democrat Senator Lisa Wellman filed legislation designed to hide the possibility of fraud at daycares. She has a huge Somali constituency. She’s also under scrutiny for other legislation which protects sex offenders. Independent journalists smell a rat and are having to navigate convoluted state regulations just to file FOIA requests.

I decided to look at other bills Washington state Senator Lisa Wellman has sponsored. Wellman is the primary sponsor of SB 5926 which excludes certain info on childcare providers from public disclosure.

Guess what?

She also sponsored SB 5920, which would allow schools to charge for filling “burdensome” public records requests. (There are exceptions, including for requests from parents, but I’m still concerned.)

It appears Wellman doesn’t like government transparency and accountability to the people.

Furthermore, Wellman is the primary sponsor of SB 5312, which appears to be limiting how long sex offenders caught in sting operations have to register for.

The following link is Senator Wellman’s financial statement. She appears to have assets of around $2 Million, primarily from real estate but nothing like that of people like Ilhan Omar in Minnesota. Others have taken the “torch” to find out what’s really going on in the State of Washington after this plan to cover rather than expose possible fraud.

I left this letter, what I did in the late 90s and my expectation that they do unannounced monitor visits right now and I want copies of their case narratives after the visits. Dear Maggie and Emilie,

As a former child care licensor/investigator in the Vancouver office this, in part, is a public records request for a list of Somali child care centers in the southwest region covered by you. With the uncovering of fraud in Minnesota and with the close ties both Washington State and Oregon have with Minnesota, it’s proper and germane for your office to do unannounced monitor visits on this population.

In the late 1990s a similar circumstance occurred in the Russian speaking refugee population in Clark County. I had the most on my caseload. I became curious as it did not appear that there was a need in that community for daycare services. Many of them had so many children already they could sometimes have only one or two day care children. Trying to understand why that group kept growing, and asking our translator to help me understand, she told me a story that didn’t really make sense. Then I figured it out. If they only had one daycare child they could feed all their children on the Food Program. Thus, I made massive monitoring visits on that population, and found no daycare children. The plot discovered, all the ones doing that, they gave up their licenses (we didn’t have to revoke) except for one, we then did revoked.

I’ve attached my resume, for you to read my history. Ross Hunter knows me well. I’ve been an expert witness in civil lawsuits and administrative hearings since 2007. I also, write a blog, Truth in the Pacific Northwest, and intend to write about this matter.

I imagine the Somali community doing daycare is not huge, similar to the Russian speaking community back in the late 1990s. I had the most on my caseload so probably 10-to 15, so was easy to make those unannounced monitor visits as there were no children, and many not even home. Thus, please have those monitor visits completed by January 5, 2026 and make copies of your FamLink narratives as part of my public records request. I’m very close, thus, I can easily swing by and pick those up.

Also, please enclose a child care licensor application. If you’re in need of professional experience, I might be able to help the State of Washington with that duty.

The repercussions of the Somali fraud case are being felt across the nation, particularly in blue states like Washington. But if we learned anything from Nick Shirley’s investigation, it’s that people are becoming aware of their tax dollars being stolen, whether by Somali fraudsters or Democrats. And independent journalists are working hard to expose the fraud.

Washington State Democrat Senator Lisa Wellman pre-filed her legislation right after the Somali Fraud case was revealed. The optics is bad and makes her seem complicit with fraudsters. Apparently, Democrats are good at trying to hide things from the public.
