Here’s the Infuriating Reason Why a Judge Allowed Deranged Career Criminal Decarlos Brown Jr. to Walk Free
The federal magistrate judge who released Decarlos Brown Jr. just months before he brutally murdered a Ukrainian woman on a train has been identified as Teresa Stokes.
As you probably know by now, Brown Jr. has a long criminal history.
He was prone to violence and diagnosed with schizophrenia.
Yet, after his fourteenth or-so arrest, this judge let him loose on the streets.

She is the judge who let career criminal DeCarlos Brown Jr. walk free and went on to slaughter Iryna Zarutska.
Judges like Stokes have inverted justice, treating dangerous criminals as victims while the innocent suffer.
Rogue judges who recklessly endanger lives by catering to criminals must face the harshest consequences.
Stokes didn’t just fail the system, she enabled a killer.
Let that sink in.
In spite of Decarlos Brown Jr.’s mental illness and criminal record going back to 2007, Judge Stokes released him.
Reportedly, Brown Jr. admitted that he would kill again if he were released.
Even he knew he was a crazy monster.
Yet, this judge overlooked that and set him free — free to kill Iryna Zarutska.
She has blood on her hands.
At least DeCarlos Brown Jr. was honest.

At least DeCarlos Brown Jr. was honest.
As a 14-time criminal, he openly admitted in his actions that if released, he would kill again. It’s in his nature.
The real dishonesty lies with judges like Teresa Stokes, who treated a career criminal as the victim and ignored the danger he posed to innocent people. They twisted justice, put ideology above safety, and left blood on their hands.
The system failed Iryna Zarutska. The criminals were honest about their threat. The judges pretended to protect society while enabling murder.
At least he was honest. The dishonest ones are on the bench.
So, you might be wondering: given his history and diagnosis with schizophrenia, why did Judge Stokes release him?
Was she just dumb? Was it racially-motivated?
Well, according to the judge, she released him on no-cash bail all because of a “promise” he made her.
Daily Mail reported:
The North Carolina judge who released a career criminal that went on to stab a Ukrainian refugee has been slammed for allowing him to be out on the streets.
Magistrate Judge Teresa Stokes freed Decarlos Brown Jr. in January – around seven months before police say he went on to slaughter Iryna Zarutska on August 22.
Stokes allowed Brown, 34, who is homeless and has a litany of previous arrests – including for armed robbery and assault – to walk free on a ‘written promise’ that he would return for his next court appearance.
Brown was arrested on January 19 for alleged ‘misuse of the 911 system’, after he dialed the emergency number while police were conducting a welfare check on him.
During the ordeal, Brown, who is schizophrenic, told police he thought that ‘man made’ materials were inside his body controlling his movements.
‘Brown wanted officers to investigate this “man-made” material that was inside of his body,’ the arrest affidavit reads.
‘Officers advised Brown that the issue was medical issue and that there was nothing further they could do.’
This response sent Brown into a rage, and he called 911. Officers arrested him and charged him with a misdemeanor.
Even Brown’s mother said the court system failed the community by allowing him to roam free despite his serious mental health issues, according to Newsweek.
She said he was placed under psychiatric monitoring for two weeks after she secured an involuntary commitment order when he was diagnosed with schizophrenia in 2014.
The desperate mother said that he became so aggressive that she had to kick him out of her home.
Brown’s lengthy history of run-ins with the law also includes assaulting his sister in 2021, leaving her with minor injuries, and armed robbery in 2014.
Despite these crimes, and Brown being a potential flight risk because he was not fixed to any set address, Stokes released him during his court hearing about the 911 call.
A document outlining the condition of his release seen by the Daily Mail shows that it was authorized with only a ‘written promise to appear’ at his next court hearing.
The court memo from Mecklenburg County includes Stokes’ signature, and one of Brown’s many mugshots showing him looking dazed with his eyebrows raised.
Okay, so she let him go because he promised to be a good boy and return for his next court date.
Utterly ridiculous.
Judge Teresa Stokes let career criminal DeCarlos Brown Jr out of jail on a written promise he would appear in court…
DeCarlos then murdered Iryna Zarutska.

“Yes, I promise.”
Stokes: “Well, that’s good enough for me.”
Completely moronic. These judges need to be thrown in prison, too.

This judge needs to be held accountable.
And, Congress is working on that:

But, here's where things get a little more interesting...
Teresa Stokes is also the director at a mental health treatment facility in Charlotte.
Take a look at this:
BREAKING - It’s been revealed that the same judge who last released DeCarlos Brown Jr., Magistrate Judge Teresa Stokes, is also the director of operations at a treatment facility in Charlotte.

Could it be the case that this judge is releasing criminals in order to send them to get taxpayer-funded treatment at her mental health facility?
Is this all part of some scam?
Total scam. People appear before her and she sends them to court mandated rehab/treatment.

I don't know, but I definitely wouldn't rule it out.
It certainly needs to be investigated.
