Snorkelers enjoy swimming amidst an aggregation (group) of friendly critters. Several laws protect manatees, so divers and snorkelers need to study up a bit before interacting with these lovable animals. State and federal laws protect manatees, including the Marine Mammal Protection Act of 1972, the Endangered Species Act of 1973, and the Florida Manatee Sanctuary Act of 1978. The Florida Fish and Wildlife Conservation Commission is very helpful in explaining the protections for manatees. They have guidelines on viewing manatees, including what people should and shouldn’t do. The biggest rule to follow is not to touch the animals. If you are swimming and they touch you, it is fine, but do not be the first to initiate contact. Manatees are curious and very docile by nature.
