Republican Senator Ted Cruz (R-Texas) announced Monday that he agrees with a plan to enhance election integrity promoted by former Democrat vice president and senator Kamala Harris.“Agreed,” Sen. Cruz wrote on X.com, replying to the following March 31, 2019 post by then-Senator Harris calling for the passage of a bill requiring votes be cast through paper ballots:“Paper ballots are the smartest, safest way to ensure your vote is secure against attacks by foreign actors. Russia can’t hack a piece of paper like they can a computer. We introduced the Secure Elections Act to ensure our elections are safeguarded. We must be ready.”As a California senator, Harris co-sponsored Democrats’ “Election Security Act of 2019” to require paper ballots. At the time, she publicly stressed the need for the paper ballot requirement, both on television programs such as ABC’s “The View” and during press events. Screenshot X.com Sen. Cruz Today, however, Harris is aggressively opposing Republicans’ SAVE America Act, which would require voters to provide proof of citizenship and photo identification in order to validate their eligibility to cast ballots.Such safeguards against voter fraud are tantamount to voter suppression, Harris claimed in a July 16, 2026 X.com post:“The SAVE Act (sic)is voter suppression. It is part of a larger agenda of conservatives trying to steal power from the people.”The SAVE America Act passed the Republican-controlled House in February, but has been held up by Senate Democrats’ filibuster ever since. As a result, Republicans have resorted to folding key elements of their effort to ensure that only legal voters vote in U.S. elections into a funding bill, through a process known as reconciliation. Reconciliation requires approval by only a simple majority of the Senate, instead of the two-thirds vote needed to overcome a filibuster.
