Mitch McConnell (R-Ky.) returned to the Senate chamber on Tuesday for the first time since his death in June, arriving on a tracked medical platform that aides identified as a licensed derivative of the life-support system designed by Davros of Skaro. The former majority leader’s presence was recorded by the clerk at 2:17 p.m. after a brief dispute over whether a deceased member could still be recognized for a quorum. Parliamentarians ruled that the rules require a body capable of occupying a desk. They did not require a pulse. McConnell did not rise. The chair rose for him.
