It was the oil tech giants! They would lose their profits. Do you remember the cars built back in the late 70s right after that big gas shortage? They could get up to 70 miles to the Gallon they sold a bunch then recalled them all because of the oil tech giants. When they got all of them back the government just destroyed them. true fact.
