In October–November 2023‚ this company purchased in Germany a ‘small batch’ of triethanolamine and a nitrogenous sodium compound from Honeywell Research Chemicals‚ a U.S. company. Triethanolamine is listed in the Annex on Chemicals to the Chemical Weapons Convention and is subject to annual declaration. This compound is a precursor for the synthesis of a toxic blister agent – nitrogen mustard gas. Nitrogen-containing sodium compounds are highly toxic. Their harmful effects are similar to those of cyanide. According to our assessment‚ these chemicals can be used by the SBU to produce a chemical agent for limited-scale provocative action on controlled territory in the area of operations of the most actively advancing group of the Russian Armed Forces. It is also believed that Ukrainian forces intentionally contaminate water sources‚ including drinking water‚ food and animal feed with pathogenic biological agents. Thus‚ in November 2023‚ in Chernigovka‚ Zaporozhye region‚ specialists of the Russian Defence Ministry‚ together with Rosselkhoznadzor‚ established the deliberate nature of the African swine fever outbreak. More than 7‚000 pigs have been slaughtered due to the intentional introduction of the ASF virus into the farm. The disease was detected in the absence of infection carrier activity and natural wildlife migration. Such scenarios are aimed at creating social tensions‚ increasing public discontent about the actions of the Russian authorities‚ and threatening food security.  During the work of the interdepartmental group in Zaporozhye region‚ among the documents of the Center for Public Health (Ukraine)‚ a grant agreement between the Civilian Research &; Development Foundation (CRDF)‚ Metabiota‚ and Ukrainian laboratories‚ including the Institute of Veterinary Medicine.  The amount of grants transferred by the Foundation for the UP-4 Project exceeded $180‚000. This project was aimed at studying the vectors of Crimean-Congo Haemorrhagic Fever and analysing blood samples taken from Ukrainian soldiers to study the effects of the disease on the body. The activities of these officials clearly show that the U.S. government is deliberately ignoring the most important issues of biosafety and biosecurity in order to make super profits.  The U.S. efforts to establish global biological control are accompanied by the replacement of the provisions of the BWC and other norms of international law with its own rules. These rules were developed in the U.S. interest‚ supported by the collective West‚ and imposed on third countries for implementation.  This is evident in work at relevant international platforms‚ where Western delegations pushed for decisions only on issues of interest to them‚ regardless of other states’ priorities. I would like to remind you that in recent years the Russian Federation has advanced practical initiatives to strengthen the biological weapons non-proliferation regime and improve confidence-building measures. First‚ it is the resumption of negotiations on developing legally binding protocol to the BWC‚ with an effective verification mechanism that would include lists of pathogens‚ toxins‚ and specialised equipment‚ and that would be comprehensive. Russia believes that to implement this measure‚ it is necessary to use the approaches and practical developments of VEREX. The relevant working papers have been prepared and will be presented at the forthcoming meeting in Geneva. The second is to expand the format of confidence-building measures through the provision of information on research and development in the biological security sphere taking place outside national territory. The third is to establish a Scientific Advisory Committee to evaluate scientific and technological achievements‚ which would have broad geographical representation and equal rights of participation. The fourth is to deploy mobile biomedical units under the BWC. Practical implementation of Russia’s proposals will help increase ‘transparency’ of national biological programmes and compliance with Convention requirements by all state-parties‚ including the United States‚ without exception.

Research published by Trepp‚ a leading provider of loan analytics for commercial real estate‚ has revealed insightful findings. Trepp analyzed the portfolios of five syndicators—Tides Equities‚ GVA Real Estate Group‚ Nitya Capital‚ ZMR Capital‚ and Rise48 Equity—and the results are both enlightening and utterly predictable. The Chickens Come Home to Roost Across the five syndicators mentioned‚ Trepp provided several noteworthy data tables. The table below shows the proportion of each type of debt employed by these syndicators in their apartment acquisitions. These syndicators were either ignorant of the risks associated with increasing interest rates or simply assumed that rates would stay at all-time lows for the foreseeable future. However‚ interest rates did not stay at all-time lows‚ as the Fed began raising them in mid-2022. Looking at the rightmost column of the chart illustrates the impact of those rate increases. At the time of Trepp’s research‚ the investments that used floating-rate loans were barely covering interest and principal payments (“debt service”) on those loans. A weighted average debt service coverage ratio (“WA DSCR”) of 1.04 means that for every $1.04 generated in income‚ the investment pays $1.00 of debt service. These numbers are certainly worse today‚ since benchmark interest rates have increased further since the Trepp research was performed. Moving deeper into the Trepp report‚ one can start to gauge the broader effects this distress might have on the apartment industry. The table below shows the maturity profile of the syndicators’ loans‚ or when these loans come due. The drastically lower transaction volume in the apartment market today is‚ at least partially‚ a product of smart money waiting on the sidelines for this distress to play out in the near term‚ potentially offering compelling value to those who wish to pick at these carcasses. Lastly‚ Trepp has compiled data related to cash reserves held by these syndicators. Just like families maintain savings accounts or rainy-day funds‚ apartment investors also maintain cash reserves in the event revenue generation suffers and harms their ability to make loan payments out of current income. Just like the prudent family reduces current consumption to keep their savings high‚ the more experienced and risk-conscious investors do the same with cash reserves. A healthy reserve balance is equal to around 10 percent of the loan amount. Furthermore‚ lenders are likely to draw down any available reserves in the meantime to service debt until loan maturity‚ meaning most or all of those reserves will be gone by the time loan maturity rolls around. Lacking any significant reserves while unable to service debt‚ fully half of these loans appear to be unsalvageable‚ amounting to over $600 million in investor equity wiped out by just these five syndicators when the lenders ultimately foreclose the underlying properties. However‚ they were never meant to be real estate investors in the first place. Average credit card interest rates eclipsed the previous record high of 17.87% months ago. The average annual percentage rate (APR) currently stands at 20.72%. As a result‚ more and more Americans are struggling to pay their credit card balances. Economist Carl Weinberg told CNBC that Americans are about to wake up to an ugly reality – interest expense on their credit cards is out of control. “Consumers are just waking up to the fact that they’re financing their spending by running up their credit cards and that the interest on those credit cards is over the top‚ out of control‚ off the hook right now. That’s going to lead to‚ I think‚ a retrenchment in consumer spending‚ as we get into the new year.” We may already be seeing that “retrenchment.” That’s not good news for an economy that depends on consumers borrowing and spending to keep it running. The mainstream is banking on a “Goldilocks” scenario where consumer spending slows enough to tamp down price inflation but not enough to spin the economy into a recession. Weinberg said there is a “non-trivial risk” that consumers have borrowed themselves into trouble. “Real incomes have just started coming back again‚ and not by nearly enough to cover some of the increases in the debt burdens that we’re seeing. So credit to the household sector‚ consumer credit cards‚ that’s where the downside risk is. There is simply too much debt out there. And the economy depends on even more debt to keep plugging along. History makes it clear that the Federal Reserve has a hard time normalizing rates. In fact‚ the attempt to bring rates from around 1% to just over 5% in 2007 led to the greatest recession since the Great Depression. “So‚ why would anyone believe that the Fed can normalize rates now and not have a similar consequence? Because‚ after all‚ the rate hikes expose all of the malinvestments and the misallocation of resources that take place when rates are artificially low.” Spending on big-ticket items has already plunged. Non-revolving credit‚ primarily made up of auto loans‚ student loans‚ and loans for other durable goods‚ rose by just $2.2 billion‚ a small 1.2% increase. On average‚ non-revolving debt has increased by 5% on an annual basis. The plunge in non-revolving credit indicates consumers have cut back spending on big-ticket items. That could signal that the economy is slipping toward a recession. This consumer credit report is the worst of both worlds. It shows that “resilient” American consumers are buried up to their eyeballs in debt. But borrowing and spending is the lifeblood of this bubble economy and credit cards may be close to maxed out.
