The ‘Californication’ of Virginia’s Power Grid Brings Increased Costs, Less Reliability

There are things that strike our equilibrium when they fail us even if we intellectually know that they shouldn’t. The lights going on when we flip a switch is one of those things, and in Virginia, the governor and General Assembly are trying to address a dire report on the fragility of the commonwealth’s electricity infrastructure as demand continues to grow dramatically. But they will need to get around 2020’s Virginia Clean Economy Act to do it. As Orwellian as its name entails, the act is the signature legislative “triumph” of the Northam administration. It is the act that ties Virginia’s energy policy to California’s. The act that mandates that Dominion Energy of Virginia and Appalachian Electric Power produce 100% renewable electricity by the years 2045 and 2050, respectively. It also sets energy efficiency standards and restricts the development of “legacy” energy generation facilities (coal-fired and natural gas-fired power plants). Since 2020, coal-fired plants in Chesterfield and King George counties have closed. Passed along party lines during the COVID-19 lockdowns while one chamber of the General Assembly was meeting remotely and the other was meeting in plexiglass cubicles, the legislation has hit the poorest parts of Virginia the hardest, where each 5% increase in electricity rates that the State Corporation Commission approves takes out an even bigger percentage of a family’s income. Thus, the political reason even the top Democrat in the state, House of Delegates Speaker Don Scott, has signaled that he would be open to revisiting the law. That won’t happen until next January, yet the large energy load for the summer is looming ahead. Energy reporter Steve Haner reports in a recent Jefferson Journal piece that a vice president at PJM Interconnection (the mid-Atlantic region’s electric grid overseer) told the May 22 meeting of the Virginia Commission on Electric Utility Regulation about the perilous state of the grid caused by the retirement of coal and natural gas plants at the same time demand is exploding due to the growth of the electricity-intensive data center industry in Virginia. >>> Sign up for our Virginia email newsletter: https://mail.dailysignal.com/virginia Haner went on to report that most of those retirements are being made not because the generators are too old or not economical, but because of policy mandates such as Virginia’s Clean Economy Act. Simply put, Virginia needs to generate more power—and quickly. Gov. Glenn Youngkin’s “All of the Above” energy plan set into motion the development of new, modular, nuclear generation facilities, but they are at least 10 years away from completion, and Virginians are still turning those light switches on. The worry for the grid is that it’s not only Virginia we need to worry about. PJM Interconnection includes the electric generation for much of the east and Midwest—12 states and the District of Columbia, most of which are not in any rush to build more electric generation facilities. You probably know the metaphor about a chain and its weakest link. The secondary issue is going to be, who pays the bill? Should electric ratepayers be charged more because politicians passed bad laws that they knew were “virtue-signaling” at best, and at worst … well, at worst is very close to what we are being warned about by PJM? The argument is, of course, “Virginians elected them, they deserve what they get.” However, a scan of then-gubernatorial candidate Ralph Northam’s 2017 campaign positions shows that they only spoke to stopping offshore drilling. There was nothing that signaled his “Californication” of the state’s economy. The Daily Signal reached out to Youngkin’s office, and Virginia Department of Energy Director Glenn Davis pointed out something that is not being reported in the stories blaming data centers for the possibility of higher electric costs: “VCEA [Virginia Clean Economy Act] is going to cost Virginians $5.5 billion on their monthly bills just for penalties and subsidies.”   That fact was also not mentioned when Northam was running for election. Would knowing that have affected people’s votes? Davis, who was in the minority party in the House at the time, also pointed out that “the ill-conceived bill banned the [electricity] generation we need to create reliable and affordable power and forced Virginians to subsidize the unreliable renewables that just cannot get the job done.” What if, because of the closure of two coal-fired electric facilities in the commonwealth since 2020, Virginia needs more power plants? Can these be plants refired the way Microsoft “recommissioned” a nuclear reactor at Three Mile Island in Pennsylvania for its data center needs? We asked Haner of the Jefferson Journal how long it would take to bring a coal-fired plant back to life. “Perhaps some of those that stopped producing in the last couple of years are still viable,” he told The Daily Signal. “Dominion has also had and shut down some oil[-based] generators. They might be easier to restart.” Would those Democrat leaders like state Sen. Scott Surovell, who convened the May 22 commission meeting about the perilous state of the grid, and the state House speaker be able to help move the ball? Virginia Public Radio reported that they both made comments about revisiting the Virginia Clean Economy Act. Bottom line, the situation we are in was made by elected representatives creating regulations and restrictions that they never telegraphed to voters, and now they are asking for those voters to pick up the tab for the mess they left. Walz Set for Capitol Hill Grilling on Sanctuary City Policies

Minnesota Gov. Tim Walz is set to testify before the House Oversight Committee on Thursday, and he’s sure to be grilled on “sanctuary city” policies in the Land of 10,000 Lakes.  The Daily Signal spoke with Walz’s fellow Minnesotan, House Majority Whip Tom Emmer, R-Minn., who spared few words in criticizing a governor he views as a “jet puff,” a “liar,” and a “challenged human being.” Walz, who was the Democrats’ vice presidential candidate last year on the presidential ticket of former Vice President Kamala Harris, will testify alongside Democrat Govs. JB Pritzker of Illinois and Kathy Hochul of New York. Emmer says that Walz’s administration has heavily discouraged detaining illegal immigrants. Walz “and his henchman, the attorney general, have literally threatened every law enforcement agency in the state, that if they try to do their jobs when they pick up an illegal alien—these criminals, the murderers, the terrorists, which we have in Minneapolis—that if you detain them, you’re going to get sued,” said Emmer. Minnesota state Attorney General Keith Ellison issued an opinion in February stating that holding people in custody on Immigration and Customs Enforcement (ICE) detainers is “unconstitutional.” “Minnesota law prohibits state and local law enforcement agencies from holding someonebased on an immigration detainer if the person would otherwise be released from custody,” Ellison’s opinion states. House Majority Whip Tom Emmer, R-Minn. (Nathan Posner/Anadolu via Getty Images) Emmer says that that policy has placed a heavy burden on local law enforcement. “They’ve really made it difficult for these guys to keep their communities safe and keep these bad guys out. Because Tim Walz actually thinks … he represents the murderers, rapists, terrorists, the illegals, at the expense of the citizens who are paying his salary.” Walz will be in difficult position on Thursday. On the one hand, he likely will want to project toughness, as he has recently called on Democrats to “bully the s–t out of” President Donald Trump.  On the other hand, he must be careful not to pick a fight that would lead to Minnesota losing federal funding—something the White House has threatened against sanctuary states. This guy is challenged to say the least,” the Minnesota Republican congressman said.  “He is a challenged human being who has just completely gone off the rails … and, clearly, he continues to show us through the sanctuary state policy that he’s concerned more about illegals … than he is about Minnesota citizens.” Emmer expects Walz to do his best to deflect throughout the hearing. “I think he’s going to do the same thing he always does. He always tries to deflect. He tries to talk about hate and racism and ‘everyone’s welcome here.’ There is absolutely no substance to this jet puff,” said Emmer. But hopefully, members of the committee will try to hold him to account for what he has caused and what he has done.” The committee’s discussion of the sanctuary state issue likely will be further electrified by Trump’s deployment of the California National Guard and U.S. Marines to Los Angeles to help control the rioting there against immigration-enforcement raids. Emmer thinks that’s a winning issue for Republicans. “I think Tim Walz and the guy from Illinois and the ‘excuse’ from New York are probably going to come in and try to suggest that Trump caused that. It’s not going to play with the American people. The American people are smarter than that. They showed you that last November,” he said. Emmer clearly has a low opinion of his fellow Minnesotan.  Asked whether he thought Walz might try to project an image of caring about border security as the Harris campaign did in 2024, Emmer spoke about what he views as a history of dishonesty from Walz. “He’s pathological with his lying. You saw it on full display on national TV when he lied about something as dumb as when he was at Tiananmen Square,” said Emmer, referring to Walz’s past erroneous claims to have been in Hong Kong at the time of the 1989 Tiananmen Square massacre in China. Biden Dismantled Basic Immigration Law. Now, Americans Are Suffering.

Hello, this is Victor Davis Hanson for The Daily Signal. Immigration is not just back in the news, it’s in the news every single day. Almost every single day we see someone here illegally like Mohamed Soliman committing an act of terror when he tried to burn Jewish activists. Burn them. Burn Jews. We saw Kilmar Armando Abrego Garcia, who was an MS-13 member and became a cause celebre when he was deported. He was a spousal abuser. He was a gang member. He was a human trafficker. I don’t even want to get into the sad, tragic tale of all of these young, beautiful, vibrant women who have been killed by illegal aliens. I don’t want to get into the issue that here in Fresno County about a half of the traffic accidents, the people involved that were culpable have left the scene of the accident. So, it’s a real problem. And let’s put in some historical perspective. Former President Joe Biden’s legacy will be very—he has a legacy and it’s gonna be very hard to deal with. For the next 20 years, we’re gonna be dealing with the fact that he and former Homeland Security Secretary Alejandro Mayorkas deliberately, deliberately, intentionally destroyed immigration law as we know it. They opened the border and they let in 12 million people. Keep in mind some data. The administration—the Trump administration is doing a heroic job to close the border, but that’s not the problem now. They solved that existential problem. The problem is that you have 12 million people here that are completely unaudited. And this is in addition to somewhere between 10 and 20 million that were here already, prior to Biden. And on a good day, acting Immigration and Customs Enforcement Director Tom Homan and ICE and the Border Patrol can maybe deport, they find, 800. But Joe Biden let in 10 times that number per day. So, they would have to step up their efforts by a magnitude just to get back to where Joe Biden started. If you let in 12 million people in the space of four years, you’re talking about 3 million a year. You’re talking 250,000 per month. So, you can see it’s 8,000 a day and there’s no way that that seems even feasible, even when the Left tries to obstruct that effort with sanctuary cities and district judges who entertain these lawsuits to stop it. The other thing to remember is what was really tragic about what Joe Biden did is he privileged illegal aliens over U.S. citizens. Now, what do I mean by that? His Defense Department—it started under other Trump-era defense secretaries—but they drummed out 8,500 of some of our best soldiers because they did not trust the experimental mRNA vaccine. Many of them have had COVID-19 and had natural immunity. Think about that. At the same time they did that, they were letting about 7,000 to 10,000 people a day come through with no worry about whether they were vaccinated or not. So, they were telling some of our bravest soldiers: “We’re going to go after you and drum you out of the military if you don’t get this vaccine. But over here, we’re gonna let in 10,000 people, 8,000 people. We don’t know who they are. But they don’t have to have a vaccine.” Take another example. We were supposed to all get something called the Real ID in 2020. It was delayed because of COVID-19. And it was enacted, I think, on May 7, 2025. But here’s the point. For the last two years, people have had to get ready to get that ID or they can’t fly. They have to have a passport or a birth certificate. They have to have proof of residency in their state, you know, bills or a lease or something. It’s a difficult process. You’ve got to go in person to the DMV. So, what’s my point? We were flying people in from Southern Mexico—to take one example—into particular airports in the United States, mostly in the Southwest but not exclusively. And we were doing it in the dead of night. And sometimes when you went to an airport, it would say “immigrants” but they were not checking anybody’s ID. In other words, a person in Chiapas or Yucatan or Oaxaca or Michoacan could say that they were a refugee, get on an app—you know, hit the app—get on a plane, and fly to an airport at 2 in the morning without passport control. Think of that. That happened while most Americans, as I speak, cannot get on a flight unless they have a real super ID that has been certified and adjudicated by forms of ID, in addition to your driver’s license. Again, we are treating people who are breaking the law by coming here and residing here better than we are U.S. citizens. And the wall is a wonderful thing that’s continuing. President Donald Trump’s efforts to secure the border have been widely successful but the problem right now is an existential one. What do you do with 12 million people when you can only deport 800 or a thousand a day? And you need to deport, if you want to solve the problem and get back to square one on Jan. 20, 2021, you’ve got to increase that by 10. Final query: Why did Joe Biden do this? Or the people around him? What was the purpose? Was it to expand the DEI agenda? Was it to bring poor people that didn’t speak English, without skills or high school diplomas, so they would grow the entitlement industry? Have to raise taxes? Redistribution? Was it nihilism? He just got angry at Trump people and he thought, “This is one thing they won’t like, we’re just gonna open the borders”? Was it to change the demography so with mail-in and early voting these people could be instant constituents? Or was it just that he was mean? Mean. He was ?nihilist. He just said, “I’m going to blank blank this up.” Or was he incompetent? Good old Joe from Scranton. I don’t know the answer to that. But I do know that we’re gonna have to find it in the next 20 years because this is the most grievous thing of all the terrible things that happened under the Biden administration. Former Top White House Aides to Field Questions on Biden’s Congnitive Decline

Four former staffers in the Joe Biden White House will voluntarily take questions from congressional investigators regarding the apparent cognitive decline of the 46th president.  The two most prominent White House staffers will be former deputy chief of staff Annie Tomasini, and Neera Tanden, the former director of the Domestic Policy Council under Biden. Tanden will meet with the House Oversight and Government Reform Committee for a transcribed interview on June 24, according to a committee aide. Tomasini will take questions from the committee on July 18. On June 26, the committee will hear from Anthony Bernal, former assistant to the president and senior adviser to first lady Jill Biden. Ashley Williams, the former special assistant to the president and deputy director of Oval Office Operations, will meet with committee members and staff on July 11.  House Oversight and Government Reform Committee Chairman James Comer, R-Ky., has subpoenaed Biden’s White House physician, Dr. Kevin O’Connor, to appear for a deposition on June 27.  The Daily Signal previously reported the committee had requested testimony from the five individuals.  Though Biden is out of office, questions have emerged about his cognitive state while in office, who might have covered it up, and who made decisions if Biden did not.  Specifically, questions have emerged about the White House’s use of the autopen to sign official proclamations and presidential pardons.  The former president and first lady and several Biden aides have continuously insisted that the 46th president was entirely alert during his four-year term. Biden has noted in interviews that his administration achieved historic change. The Oversight Project, a now-independent watchdog group originally created by The Heritage Foundation and not affiliated with the House Oversight Committee, first analyzed the autopen signatures. President Donald Trump has directed the Justice Department to investigate the autopen matter. ‘Law Enforcement Needs All the Support’ We Can Give Them, Thune Says of Troops Sent to LA

Senate Republicans weighed Tuesday in on the riots that have been occurring in Los Angeles, stressing support for law enforcement. The protests in L.A. quickly morphed into outbreaks of violence against law enforcement, prompting President Donald Trump to send in the California National Guard and U.S. Marines. A majority of registered voters support Trump’s deployment of the National Guard to quell the disturbance, according to a new poll conducted by RMG Research.  “I think when it comes to the issue of safety and security, all you have to do is look at what’s happening and has been happening in Los Angeles to realize that our law enforcement needs all the support that we could possibly give to them,” Senate Majority Leader John Thune, R-S.D., said at a Tuesday press conference. “I was heartened to hear the mayor of Los Angeles say yesterday that her interaction with the American military, particularly the National Guard, has been one of collaboration, and to me, that’s how it ought to be,” Sen. Roger Wicker, R-Miss., chairman of the Senate Armed Services Committee, said in response to a reporter’s question about sending troops to L.A.  “It seems to most Americans that this is a very dangerous situation, and I really think the governor may be making a mistake there, politically, when the situation is fraught with the possibility of extreme violence,” Wicker continued.  In response to a reporter’s question regarding California Gov. Gavin Newsom’s contention that Trump’s federal deployment of troops was not needed in L.A., Wicker, a retired Air Force lieutenant colonel, contended that the governor of his state, Mississippi, would have been happy to have additional law enforcement personnel in his state. “In similar situations, I would say the governor of Mississippi would be happy to have all the help he could get,” Wicker noted.  Thune said he thinks that the issue of the violence in Los Angeles comes down to the basic role of government. “And I think that, as Sen. Wicker pointed out, it’s kind of a political imperative, honestly, because one of the most fundamental questions most people and most lawyers ask is: Is my family safe? Is my neighborhood safe? Is my community safe? Is my country safe?” the Senate majority leader explained.  “And [when] you can’t answer that in the affirmative, then you got a problem. UPDATE: Terry Moran was fired from ABC News on June 10. ABC News’ suspension of Terry Moran comes too late. Moran has been a powder-keg of bias that was due to blow up at any moment. On Sunday, his hatred exploded with this attack on Donald Trump’s domestic policy adviser Stephen Miller:  “The thing about Stephen Miller is not that he is the brains behind Trumpism. Yes, he is one of the people who conceptualizes the impulses of the Trumpist movement and translates them into policy. But that’s not what’s interesting about Miller. It’s not brains. It’s bile. Miller is a man who is richly endowed with the capacity for hatred. He’s a world-class hater. You can see this just by looking at him because you can see that his hatreds are his spiritual nourishment. He eats his hate.” Prior to the X.com post that got him suspended, a combative Moran fought with Trump in his April sit-down interview.  Moran tussled with Trump over trade policy: “Now we have this trade war with China….Moody’s and other analysts say is gonna cost American families thousands of more dollars per year. And there is a lot of concern out there. People are worried, even some people who voted for you, sayin’, ‘I didn’t sign up for this.’” Then there was his back and forth over the (recently returned) Kilmar-Abrego Garcia. In 2009, Moran gushed: “Barack Obama is the first president since George Washington to be taking a step down into the Oval Office.” In 2019, he hyped Bernie Sanders’ presidential campaign: “Will America feel the Bern?” adding that the Vermont Senator has “made democratic socialism cool for millions of voters.”   The following are just a few of the most obnoxious takes from the recently-suspended Moran (via the MRC’s archives):     TRASHING CONSERVATIVES   Trump’s Hold Over GOP Is Like the “Fuhrer”  “He [Donald Trump] has the Republican party as a personalized power like we haven’t seen. BREAKING: ABC FIRES Terry Moran After Nasty Tweet About Stephen Miller

In a statement by ABC News’s public relations department and shared with CNN’s Brian Stelter, the Disney-owned liberal network revealed Tuesday they fired longtime correspondent Terry Moran, less than a week after having been suspended for a late-night tweet smearing longtime Donald Trump aide Stephen Miller as “a world-class hater” whose “hatreds are his spiritual nourishment.” Stelter broke the news right at 5:00 p.m. Eastern: Stelter added in a follow-up tweet that ABC also told him “we hold all of our reporters to the highest standards of objectivity, fairness and professionalism, and we remain committed to delivering straightforward, trusted journalism.” Cue the laugh tracks for the absurdity of that statement. While Moran’s axing is something few could have expected if this had occurred, say, eight years ago, it does nothing to change their reputation of weapons-grade liberal bias. In the time since Moran’s suspension Sunday morning, ABC’s liberal bias hasn’t relented one bit, most notably blaming President Trump for the Los Angeles riots. Maybe now that Moran is gone he can have time to look back fondly on his 27-year career at ABC News, which included nearly every possible title: ABC News Live anchor, chief foreign correspondent, Nightline co-anchor, senior national correspondent, World News Tonight Sunday anchor, White House correspondent. And, at one point or another since 1998, Moran has helped lead ABC’s coverage of the Supreme Court, often their voice weighing in with joy (such as after the Obergefell decision or ObamaCare case) or rage at rulings. That also extended into actively working to sink a few of their nominations. Whether it was calling Donald Trump a “führer” or declaring “women will die” after the Court overturned Roe v. Wade or fawning over Barack Obama as someone who’d have to “step down into the Oval Office,” or declaring the 2024 Democratic National Convention “the best party I’ve been to in awhile,” Moran’s decades of bias have long been evident. Originally published ahead of his trainwreck April 29 interview with President Trump, our Geoffrey Dickens compiled a few examples of Moran’s worst moments here. Our Brent Baker went back and found what will go down as Moran’s final on-air moment with the network. Ever a committed liberal journalist, Moran’s last segment was an interview on ABC News Live with far-left New York Times columnist Charles Blow about Pride Month: Someone should check on Mediaite’s Colby Hall, who kvetched about Moran’s tweet “having landed squarely in the middle of the culture war mosh pit, where such commentary is chum for partisan sharks desperate for engagement.” Hall further complained ABC’s move to suspend him was a sign they’re “still clinging to the tattered flag of objectivity, trying to draw lines in an industry where the chalk keeps getting washed away” and “violating journalistic standards of objectivity” while those most outraged “have zero standards” and are “not journalists.” Thus, in his world and those of media elites, only those whom are defined as card-carrying journalists or members of this or that club determine what is and is not a faux pas. School police in Los Angeles announced new measures to prevent federal agents from enforcing immigration law near public schools in California, according to a report in the Los Angeles Times.Critics of the Trump administration have pointed to some incidents where agents of Immigration and Customs Enforcement sought to gain entry to schools in order to detain illegal aliens in deportation proceedings.'Our families are now forced to live in fear, looking over their shoulders on the way to school or their child’s graduation. This is just simply wrong.'Los Angeles Unified School District Superintendent Alberto Carvalho said the school police would be deployed to ensure that the families of students were safe from federal enforcement at graduation ceremonies.“We stand strongly on the right side of law,” said the superintendent. “Every student in our community, every student across the country, has a constitutional right to a free public education of high quality, without threat. Every one of our students, independently of their immigration status, has a right to a free meal in our schools. Every one of our children, no questions asked, has a right to counseling, social-emotional support, mental support.”Los Angeles has seen violent rioting over the weekend from protesters opposed to increased deportation operations ordered by President Donald Trump. Dozens have been arrested by police, and National Guard troops have been deployed to the area as well as some U.S. Marines. Carvalho said school officials were prepared to oppose federal troops if they attempted to gain entry to schools with a judicial warrant. “I think that would be a preposterous condition,” he said. “But then again, we have seen preposterous actions taken recently by this administration. We are prepared for everything." The report noted that if federal officials obtained a judicial warrant, school officials have no legal recourse to oppose their entry into schools. Carvalho cited one example where a family was scared to see their daughter graduate because of the possibility of immigration officials catching them.“I’ve spoken with parents who’ve told me that their daughter would be the first in their family to graduate high school, and they’re not going to be there to witness it because they have a fear of the place of graduation being targeted.
