Attacks on journalists and practitioners of certain other socially useful functions are a serious problem. In order to strengthen the criminal law protection for journalists, the government proposes to introduce a special basis for increasing the penalty for crimes committed against a person because he or she or someone close to them professionally engaged in news reporting or other journalism.

In order to strengthen the criminal law protection for practitioners of certain socially useful functions, the government proposes that the criminal provisions on violence or threats against civil servants and assault against civil servants should also apply if someone assaults a practitioner of certain socially useful functions in the performance of his or her duties. Practitioners of a certain socially useful function refer to health and medical personnel, social service personnel, emergency service personnel and educational personnel within the school system and the university.

Breach of confidentiality can have serious consequences for both individuals and the activities of authorities. There is a need to toughen the punishment for serious breaches of confidentiality. The government therefore proposes that the maximum penalty for breach of confidentiality be increased and that a serious breach of confidentiality be introduced.

The changes to the law are proposed to enter into force on 1 August 2023.
