Trump Admin Threatens To Cut Off Ukraine Weapons, Intel To Force Peace Deal, Sources Say

KYIV/WASHINGTON (Reuters) -The United States has threatened to cut intelligence sharing and weapons supplies for Ukraine to press it into agreeing to the framework of a U.S.-brokered peace deal, two people familiar with the matter said. Washington has presented Ukraine with a 28-point plan, which endorses some of Russia’s principal demands in the war, including that Kyiv cede additional territory, curb the size of its military and be barred from joining NATO. RELATED: Trump Admin Crafts 28-Point Plan To End War In Ukraine The sources, speaking on condition of anonymity, said that Kyiv was under greater pressure from Washington than during any previous peace discussions, and that the United States wanted Ukraine to sign a framework of the deal by next Thursday. A delegation of senior U.S. military officials met with President Volodymyr Zelenskiy in Kyiv on Thursday. The U.S. ambassador in Ukraine and the army public affairs chief traveling with the delegation described the meeting as a success and said Washington sought an “aggressive timeline” for the signature of a document between the United States and Ukraine. Zelenskiy, who held a phone call on Friday with the leaders of allies Britain, Germany and France, appeared careful not to reject the U.S. plan or to offend the Americans. “We value the efforts of the United States, President Trump, and his team aimed at ending this war. We are working on the document prepared by the American side. This must be a plan that ensures a real and dignified peace,” he said. ‘A VERY DANGEROUS MOMENT’ European leaders, who were not consulted on the 28-point plan, expressed their strong support for Kyiv. “We all want this war to end, but how it ends matters. Russia has no legal right whatsoever to any concessions from the country it invaded, ultimately the terms of any agreement are for Ukraine to decide,” said the EU foreign policy chief, Kaja Kallas. “This is a very dangerous moment for all,” she said. U.S. officials, defending their plan, have said it was drafted after consultations with Rustem Umerov, secretary of Ukraine’s National Security and Defense Council, a close Zelenskiy ally who served as defense minister until July. “Umerov … agreed to the majority of the plan, after making several modifications, and presented it to President Zelenskiy,” a senior U.S. official said on Thursday. Umerov said on Friday he had not discussed the plan’s terms, much less approved them, as he was just organizing the talks. “I provided no assessments or, even more so, approvals of any points. This is not within my authority and does not correspond to the procedure,” he wrote on Telegram. After meeting a visiting U.S. delegation on Friday, Umerov said Kyiv would not accept a plan that violates its sovereignty. The Kremlin said Russia had not received any official communication from the United States regarding a 28-point peace plan for Ukraine. Kyiv should make a “responsible decision,” and do it now, Kremlin spokesman Dmitry Peskov said. RUSSIA’S DEMANDS SPELLED OUT, KYIV’S LEFT VAGUE The plan, a copy of which was reviewed by Reuters, includes terms that Ukrainian officials have previously dismissed as tantamount to surrender after their soldiers fended off a full-scale Russian invasion for nearly four years at huge cost. It would require Ukraine to withdraw from territory it still controls in eastern provinces that Russia claims to have annexed, while Russia would give up smaller amounts of land it has captured in other regions. Ukraine would be permanently barred from joining the NATO military alliance, and its armed forces would be capped at 600,000 troops. NATO would agree never to station troops there. Sanctions against Russia would be gradually lifted, Moscow would be invited back into the G8 group of industrialized countries, and frozen Russian assets would be pooled in an investment fund, with Washington given some of the profits. One of Ukraine’s main demands, for enforceable guarantees equivalent to the NATO alliance’s mutual defense clause to deter Russia from attacking again, is dealt with in a single line with no details: “Ukraine will receive robust security guarantees.” Trump, who returned to office this year vowing to quickly end the war, has accepted some of Russia’s justifications for its 2022 invasion of its neighbor while also expressing some impatience with Moscow. Last month, he cancelled a proposed summit with Russia’s Vladimir Putin and imposed sanctions on Russia’s two main oil companies, set to come into full effect on Friday, Washington’s deadline for foreign buyers to wind down Russian oil purchases. White House Press Secretary Karoline Leavitt told reporters that Secretary of State Marco Rubio and U.S. special envoy Steve Witkoff had quietly worked on the plan for about a month. “This plan was crafted to reflect the realities of the situation, after five years of a devastating war, to find the best win-win scenario, where both parties gain more than they must give,” she said. The acceleration in U.S. diplomacy comes at a time when Ukrainian troops are on the back foot on the battlefield and Zelenskiy’s government has been undermined by a corruption scandal. Parliament fired two cabinet ministers on Wednesday. With the war’s fourth winter approaching, Russian troops occupy almost one-fifth of Ukraine and have been grinding slowly forward along a 750-mile front line. Russia says it has taken control of the city of Kupiansk in northeastern Ukraine and most of Pokrovsk in the east, its first big prizes in nearly two years. Kyiv denies losing control of those cities but has acknowledged that Russia is advancing. You know the one. If you love it, more power to you! I will be at the bar, not doing holiday things, because that’s how I roll. But I will also be reading a lot of books. In fact that is my primary non-work plan for the rest of this year: reading books. It’s glum outside, I’m tired, my apartment is full of books. There are worse ways to spend a month. (I will also be watching Pluribus, which I finally started.) That said, it is still—and always—the season to call your reps. And to kick some leaves if they’re falling where you live. And maybe to stomp in a puddle or four. You know. Fall! Fall, slinking into winter. Long scarves and warm beverages are coming, but they’re not here just yet. Anyway, let’s watch some stuff, yeah? Yes, Dev Patel Played David Copperfield in a Movie Directed by Armando Iannucci, and That Rules Do you have a little mental list of movies that you always mean to watch, but whenever you sit down to watch something, the entire list deletes itself from your brain, only to return at some inopportune moment? I feel like I actually have a lot of these lists, and The Personal History of David Copperfield is on all of them. The thing is, this isn’t just Dev Patel as David Copperfield. It’s Dev Patel as David Copperfield, directed by Armando Iannucci. Iannucci isn’t exactly a household name, but should be; for one thing, he created Veep. But in my heart he’s primarily the writer and director of In the Loop, a political satire film spinoff of his series The Thick of It. I’ve still never seen The Thick of It, and I adore In the Loop, which features, among other delights, Twelfth Doctor Peter Capaldi saying “Fuckety-bye” with a truly biting depth of scorn. My point is, Iannucci is enjoyable, even without all the available context. The New York Times says he “exhibits a light touch” in his take on David Copperfield, which stars, along with Patel, the power trio of Tilda Swinton, Hugh Laurie, and Capaldi. And it’s got Ben Whishaw and Morfydd Clark! I have got to get to this before it leaves Hulu (where you can watch it now). You Don’t Need an Excuse To Watch Mr. Robot, But We Have One In any given year there are more TV, book, and movie anniversaries than a single human can possibly keep track of. But one particular anniversary this year didn’t get quite the attention I wish it had: the 10th anniversary of Mr. Robot. Yes, there was a panel at NYCC, and now that I’m actively searching for them, I’ve found a few articles. But, like, come on. The time was more than ripe for a lot of rich revisiting of this still-underrated show. Sam Esmail’s series was brilliant, prescient, incredibly acted—it’s one of those shows where you wonder why every single performer isn’t now the lead in seventeen new projects—brazen, daring, clever, human, biting … I could go on. The only reason I haven’t yet made it through a rewatch is because this show is dense, and smart, and requires attention and patience. The second season threw viewers into the deep end and expected you to tread water until the reality of what was happening to protagonist Eliot Alderson (Rami Malek) became clear. The constant machinations and complications are rich and elaborate—and so is the character work. (B.D. Wong is amazing in this.) If you never watched it, it’s on Netflix now. Plan your weekend(s) accordingly. Yes, I Talked About Wicked Last Week, But This Is Different In all the fuss over Wicked: For Good, it’s easy for one individual interview—especially one that’s not with one of the movie’s stars—to get overlooked. But Soraya Nadia McDonald’s interview with costume designer Paul Tazewell is simply the best thing I’ve read in connection with these big witchy spectacles. For all that John M. Chu’s Oz looks like cake overall, the details are fascinating (I’m still thinking about those damn tulips! And the water tank for Shiz!). Tazewell’s costumes are fantastic and lush across the board; he won an Oscar earlier this year for his work on the first film. McDonald’s interview isn’t only about Wicked, but about Tazewell’s career, and about fashion and justice and expression and texture and beauty—and his history with Wicked’s Cynthia Erivo, who Tazewell also costumed for Harriet. It’s just fantastic. I haven’t even seen the movie yet and I want Tazewell to win every Oscar.  It’s List-Making Season and the Books Are Looking at Me Funny The end-of-year lists are beginning to roll in, despite the fact that it’s November. I’m not looking, honestly; I haven’t read enough new books this year to have strong opinions about what’s the year’s best (yet). I have a little running list of “things that people I trust have said are very good,” and it includes Notes from a Regicide, Audition (this one and this one, though the latter isn’t SFF), Luminous, and The Everlasting, among others. (The very short list of 2025 books that I’ve already read and loved is topped by The Raven Scholar.) Am I going to get to all of these before the year ends? No, and it doesn’t matter! Reading doesn’t have to happen on a schedule. I’m just taking this little moment to remind you of that: for readers, “best of” lists are subjective tools for future shopping. Not lists of things you should have already read or ever have to read. That said, what’s good? What did you love?
