Beyond the Shutdown, Federal Appropriations Challenges Loom

In a press call hosted by House Majority Whip Tom Emmer, R-Minn., and the House Freedom Caucus, Republican members of Congress weighed in on the future of federal appropriations whether or not the stopgap spending continuing resolution languishing in the Senate is passed.  “Republicans have been moving their committee stuff forward as best they can, but … you can’t do everything during a government shutdown. You can’t talk about what the next one is going to be until you open it up in the first place,” Emmer told The Daily Signal in the press call.  The federal government shutdown is now nearly a month old. Republicans have pointed out the harms caused by the obstruction from all but two or three Senate Democrats, who continue to prevent the continuing resolution from receiving the 60-vote threshold it needs to reach to pass. This week, for example, Kelly Loeffler, the administrator of the Small Business Administration, held a news conference with House Speaker Mike Johnson, R-La., about the adverse effects currently facing small businesses as a result of the shutdown.  “The SBA’s loan-guarantee programs have been halted, and Main Street’s capital has been choked off, because Senate Democrats are playing politics with lives and livelihoods. They’re demanding $1.5 trillion in taxpayer money to fund health care for illegal aliens and other liberal causes,” Loeffler told reporters on Monday. Emmer emphasized to The Daily Signal on Wednesday that House members continue to prioritize the normal appropriations process even as the continuing resolution languishes in the Senate. The latter would only fund the government until Nov. 21. “Just keep in mind, [continuing resolutions] are not the easiest things to pass on the Republican side of the aisle. Our members do not like continuing resolutions. They want regular order appropriations. They’re willing to do a CR in order to get back to regular order,” Emmer told The Daily Signal.  Rep. Andy Harris, R-Md., chairman of the House Freedom Caucus, said, “The bottom line is that we were in the middle of negotiating the first three appropriations bills with the Senate.” Senate Democrats have repeatedly blocked the continuing resolution from reaching the 60-vote threshold needed to become law, even though it obtained majorities in both Republican-controlled chambers of Congress. Senate Democrats have also prevented individual bills to pay essential federal workers, including members of the military, and to fund the Department of War.  “I think we could probably come to agreement within days on that, maybe even open up negotiations for a couple of more before the [Nov.] 21st deadline, but then obviously, we’d have to operate on a continuing resolution again. I just want to remind everyone that the SNAP benefits, which were paid in October were paid with leftover funds, which, of course, are not there anymore. F-Droid Accuses Google of Restricting Sideloading with New Verification Rules

F-Droid has renewed its public fight with Google, accusing the tech giant of misleading Android users over upcoming developer verification rules that could severely restrict sideloading, the practice of installing apps from outside the Play Store. In a sharply worded statement titled “What We Talk About When We Talk About Sideloading,” the alternative app repository disputed Google’s repeated assurance that “sideloading isn’t going anywhere,” calling that claim “clear, concise, and false.” F-Droid argues that while Google insists the ability to install third-party apps will remain, the company’s new verification policy will strip that freedom of any real value. The new requirements will oblige every app maker to submit government-issued identification and connect their work to a verified account. According to F-Droid, this amounts to Google taking control of independent app distribution. If an app fails to meet Google’s approval, the organization says, it will no longer be installable on Android devices even when sideloaded. “You, the consumer, purchased your Android device believing in Google’s promise that it was an open computing platform and that you could run whatever software you choose on it. Instead, starting next year, they will be non-consensually pushing an update to your operating system that irrevocably blocks this right and leaves you at the mercy of their judgment over what software you are permitted to trust.” More: Top 10 Must-Have F-Droid Apps for Privacy, Security, and Productivity F-Droid emphasized that this change would apply to every certified Android device worldwide, not just those running the Play Store. The post also criticized the very term “sideloading,” saying Google treats it as something suspicious or unsafe rather than what it actually is, simply another way to install apps. “Google is defining sideloading as if it were a problem they graciously allow,” the group said. This latest confrontation follows earlier warnings from F-Droid in September, when it claimed the verification system could wipe out independent app stores altogether. Google responded at the time by defending its plan, insisting the changes were about improving user safety and maintaining that sideloading was still a “core” part of Android’s openness. Google’s assurances are deceptive. While sideloading may technically continue, the organization believes the new framework will give Google unprecedented authority over which apps users can trust or access. The group has urged regulators around the world to take notice, warning that the company’s growing control could erode both consumer choice and national digital autonomy. “You, the state, are ceding the rights of your citizens and your own digital sovereignty to a company with a track record of complying with the extrajudicial demands of authoritarian regimes to remove perfectly legal apps that they happen to dislike,” the post stated. Google’s phased rollout of the developer verification system is scheduled to begin next year. Aztec Palace And Home For Hernán Cortés Unearthed Beneath A Historic Pawn Shop In Mexico City

INAHArchaeologists believe they found the floor of the palace’s main courtyard. The historic Nacional Monte de Piedad building in Mexico City appears to cover much more than low-interest pawn loans to those in need. As it turns out, the building actually stands on the remains of an Aztec palace. According to USA Today, the discovery occurred during an inspection by Mexico’s National Institute of Anthropology and History (INAH). Experts found basalt slabs on the property that they now believe to be part of the palace’s main courtyard, which later became home to Spanish conquistador Hernán Cortés. In addition to the sheer architectural wonder of the find, the discovery provides a historic glimpse into a world long gone and insight into how the empire changed as the Spanish infiltrated it. “They [the Spaniards] remodeled a room to celebrate mass, and right there, they also held various rulers captive,” said INAH in a statement. “Starting with their distinguished host: Moctezuma Xocoyotzin.” The palace was constructed for the Aztec ruler Axayáctl, who oversaw the capital city of Tenochtitlan from 1469 to 1481. Axayáctl’s son was Moctezuma II, one of the empire’s last rulers who was killed in 1520. Though archaeologists had previously identified parts of the palace over the last two decades, the recent discovery of the building’s foundation was a milestone. “Given its characteristics, the specialists deduced that it was part of an open space in the former Palace of Axayáctl, probably a courtyard,” the INAH statement continued. “While in that palace, numerous events took place,” including perhaps the death of Moctezuma himself. The basalt slabs were first found in September 2017 as officials were making preliminary efforts to refurbish the Nacional Monte de Piedad. The entire following year was essentially spent on unearthing the rest of the foundation to assess and authenticate these remnants. In addition to the palace, experts found the remains of a house built by Cortés after the fall of Tenochtitlan in 1521. The Spanish ruthlessly ordered the Aztecs to destroy their temples and palaces upon taking control, while using the same materials to build entirely new structures — like this house. Footage of the dig site within the Nacional Monte de Piedad, showing part of the former palace’s hidden courtyard. “These premises, like so many other structures of the Sacred Precinct of Tenochtitlan, were destroyed by the Spanish and their indigenous allies, almost to their foundations,” INAH explained. The institute added that the conquistador and his troops inhabited the new home for numerous years. It even became the first seat of their new government in 1525. Now, nearly 500 years later, that same site serves as a national charity, pawn shop, and loan provider. Excavations in Mexico continue to astound experts in the region.
