The matter is being specifically handled by MPD’s “Internal Affairs Division’s Force Investigations Team,” which investigates law enforcement officer involved shootings in Washington, D.C.

No, this isn’t a deep dive into conspiracy theories or a recap of Erich von Däniken’s speculative writings. This idea comes from entirely serious scientists at METI (Messaging Extraterrestrial Intelligence), a nonprofit organization of academics dedicated to the search for intelligent life beyond Earth. For decades, researchers have been grappling with a question: Why haven’t we encountered aliens yet? The universe is vast, filled with countless stars, planets, and solar systems. Our technology has advanced to the point where we can send probes into space and peer deep into the cosmos with powerful telescopes. So, where is everyone? This same question was famously posed by physicist and Nobel Prize winner Enrico Fermi in 1950. The apparent contradiction between the high probability of extraterrestrial life and the lack of evidence for it has since been dubbed the Fermi Paradox. There are countless theories attempting to explain this mystery. Perhaps civilizations have risn and fallen before crossing paths with us. Maybe they’re in a state of hibernation, or they exist in dimensions beyond our perception (a concept explored in Star Trek, where beings inhabit two-dimensional space). Or, could it be that our own space probes and debris scattered across the cosmos have inadvertently driven them away? The truth remains elusive. At a METI conference in Paris, another possibility was discussed: What if extraterrestrials are intentionally avoiding contact with us? Could Earth be under some form of quarantine, like a planet-sized exhibit in a cosmic zoo? “The question of why we haven’t detected extraterrestrial life is a recurring topic of debate,” says Florence Raulin Cerceau of METI. This idea isn’t new. First proposed in the 1970s, it’s known as the Zoo Hypothesis. John Ball of MIT formally described it in 1973, and it has since been referenced in various forms of pop culture—movies, books, video games, and comics. However, METI scientists approach the concept with genuine seriousness. “It’s possible that extraterrestrials are observing humans on Earth, much like we observe animals in zoos,” adds Douglas Vakoch, chairman of METI. He poses a provocative question: “How can we convince these galactic guardians to reveal themselves?” For METI, this isn’t just a rhetorical exercise. In 2016, Josh Hrala suggested in ScienceAlert that aliens might be deliberately avoiding contact to prevent interfering with our development and societal evolution. In this scenario, they could be watching us from the shadows, choosing to remain hidden. While the Zoo Hypothesis doesn’t provide definitive answers, it offers a glimmer of hope to many—proof that we might not be alone in the vast, inky expanse of space. “It’s plausible that extraterrestrials have imposed a ‘galactic quarantine,’ aware that revealing themselves could disrupt our culture and progress,” says Jean-Pierre Rospars of the French National Institute for Agricultural Research. He adds, “There’s no reason to assume that humans have reached the pinnacle of knowledge.
