EXCLUSIVE: Biden’s Peace Corps Pushes Multilingual Voter Registration

FIRST ON THE DAILY SIGNAL—To comply with an executive order from President Joe Biden‚ the Peace Corps pushed to make its headquarters a voter registration center‚ upped efforts to register U.S. citizens abroad‚ and moved to supply multilingual voter registration forms.  The Peace Corps‚ a federal agency‚ assigns volunteers to provide services and meet needs in over 60 countries.  The agency released its plan to implement Biden’s order late last week in response to a request by The Heritage Foundation’s Oversight Project under the Freedom of Information Act. (The Daily Signal is the news and commentary outlet of The Heritage Foundation.) The Peace Corps completed a Sept. 23‚ 2021‚ draft of “the compliance plan that Peace Corps is prepared to execute” to implement Biden’s Executive Order 14019‚ which requires federal agencies to help boost voting.  “Overseas citizens are protected by federal law that does not require an ID to vote‚” the Peace Corps plan says‚ a reference to voter ID requirements in many states. “Only requirement is SS# [Social Security number] and overseas address. For domestic citizens‚ Peace Corps will include usa.gov/voter-id hyperlink on the landing page‚ which provides information on voter ID requirements.” The Peace Corps’ strategic plan says the agency will connect more citizens in the U.S. as well as citizens living abroad to the Federal Voting Assistance Program‚ known as FVAP‚ for information about registering and voting.  “For overseas citizens‚ registration forms are only in English; however‚ Peace Corps can highlight that FVAP has registration instructions in French‚ Spanish‚ Portuguese and Arabic. Provide translated instructions to post via Diplomatic Pouch. For domestic citizens‚ we can provide those same instructions either in hard copy format or pdf‚” the plan says.   Biden’s order‚ issued in March 2021‚ required most federal agencies to submit a strategic plan for getting out the vote.  House Republicans advanced legislation to rescind the Biden executive order on elections‚ asserting that it could put the federal government’s thumb on the scale in elections.  Meanwhile‚ GOP state legislators in Pennsylvania have sued to challenge the constitutionality of Biden’s order. The Peace Corps is at least the third agency to make a plan public even as the Justice Department invokes presidential privilege to block release of its own strategic plan to implement Biden’s order.  “If requested by the District of Columbia‚ Peace Corps HQ agrees to be designated as a voter registration agency‚” the strategic plan says.  Neither the Peace Corps nor the D.C. city government responded to inquiries from The Daily Signal for this report.  The Daily Signal previously reported‚ based on documents made available through the Freedom of Information Act‚ that taxpayer-backed federal agencies were partnering with transparently left-leaning organizations—among them Demos‚ the Brennan Center for Justice‚ and the American Civil Liberties Union—to implement Biden’s executive order.  The Peace Corps plan mentions working with nongovernmental organizations‚ or NGOs‚ but doesn’t specify which groups.  “For domestic citizens‚ invite NGOs to Peace Corps HQ to provide informational seminars to staff‚ unless COVID keeps Peace Corps HQ at Phase I. If so‚ invite NGOs to conduct virtual informational seminars‚” the plan says.   The agency’s plan uses 12 steps to explain how the agency will expand its website to promote greater voter participation.  “Peace Corps will build out an information/landing page on peacecorps.gov (a public website)‚ PC Live and Intranet (for both staff and Volunteers) that covers both domestic and overseas access to voting‚” the plan says‚ adding:  For overseas citizens‚ have FAQ [frequently asked questions]  and video to show How to Register. Provide the hyperlink to the Federal Voting Assistance Program (FVAP) which provides registration services/information to overseas citizens. Additionally‚ Peace Corps will use State Department’s Diplomatic Pouch to distribute voter registration forms to each post. For domestic citizens‚ include vote.gov hyperlink on the landing page‚ which provides access to on-line registration forms. ‘Unfit to Fight’: DEI Called Detrimental to Armed Forces‚ but ‘Prevalent Throughout Military Culture’

Policies pushing diversity‚ equity‚ and inclusion are pervasive throughout the U.S. armed forces‚ say experts‚ with one going so far as to warn that those policies are “destroying our military.”  The Heritage Foundation recently hosted a series of panel discussions‚ “Seizing the Moment to Defeat DEI‚” that brought together top conservative minds to discuss how to combat what they regard as those divisive leftist policies. (The Daily Signal is the news outlet of The Heritage Foundation.)  One of the panels focused its attention on DEI in the U.S. military.   The panel of military experts was asked by moderator J.V. Venable‚ a senior research fellow in defense policy with the Allison Center for National Security at Heritage‚ where DEI got its first foothold. The director of the American Military Project at the Claremont Institute‚ Will Thibeau‚ said‚ “It started in the military.” Thibeau‚ a former Army infantry officer‚ said the military became a testing ground for non-merit-based hiring programs‚ mainly through affirmative action and later DEI-based hiring practices‚ emphasizing race and sexual orientation.   Thibeau said there already existed various affirmative action mandates in the Air Force and at the U.S. Military Academy at West Point‚ New York. Those mandates required “proportional representation” in every military unit‚ thus recruiting people “based on not your ZIP code‚ or your income level growing up‚ but your race or sex‚” he said.  Another panelist at the March 13 event said the very culture of the military has been overtaken by DEI. Amber Smith‚ author of the forthcoming book “Unfit to Fight: How Woke Policies Are Destroying Our Military‚” said‚ “DEI is extremely prevalent throughout military culture.”   Smith‚ a former deputy assistant to the secretary of defense for outreach in public affairs and a former Army helicopter pilot‚ said it’s especially pervasive now because high-ranking military officials are openly embracing DEI initiatives.  One such official‚ Smith noted‚ was the now-former chairman of the Joint Chiefs of Staff‚ retired Gen. Mark Milley. Milley infamously said at a congressional hearing in June 2021 that he wanted to better understand what he called “white rage.”  Smith also cited various West Point classes on leftist critical race theory and “whiteness.”   A class slide obtained by the nonprofit Judicial Watch said‚ “In order to understand racial inequality and slavery‚ it is first necessary to address whiteness.” The slide also said whiteness “is a location of structural advantage‚ of race privilege … is “a standpoint or place from which white people look at themselves and the rest of society” and “refers to a set of cultural practices that are usually unmarked and unnamed.”  Smith said such classes are creating “weak leaders” and “a divisiveness that is absolutely damaging to the military as a whole.”  Earl Matthews‚ a judge advocate for the Army Reserve and a former acting general counsel to the Army in the Trump administration‚ noted that “the military has been diverse for decades‚” referring to President Harry Truman’s desegregating of the military in 1948. That‚ Matthews said‚ shows that DEI policies were never necessary in the first place.  Answering a question on military race quotas‚ Thibeau said there are rules requiring that “blacks and Hispanics must promote at this rate; women must promote at this rate.”   He added‚ “When these kinds of quotas exist‚ when the kind of preferencing for women in certain positions exists‚ the doubt of whether or not they earned that promotion or that selection fairly exists.”   Thibeau said that’s problematic because it casts unwarranted doubts on those minority and female military members who genuinely earned and deserved their career advancements.  Affirmative action and DEI‚ Matthews said‚ has the military focusing on differences‚ rather than “what makes us a cohesive force.”   He said that “equity”—not to be confused with equality—is not a desirable practice in the military‚ adding that “equality of opportunity‚ not equality of outcome” is most important.   Matthews said it should not “matter if you’re a black kid from the ghettos of Philadelphia or from Detroit‚ or a white kid from rural Alabama.” Despite being from different backgrounds‚ the troops can “become friends and comrades and go to war together‚” he said.  The post ‘Unfit to Fight’: DEI Called Detrimental to Armed Forces‚ but ‘Prevalent Throughout Military Culture’ appeared first on The Daily Signal.

Florida Gov. Ron DeSantis‚ a Republican‚ signed a bill Monday banning minors under the age of 14 from getting on social media. The legislation‚ which will go into effect on Jan. 1‚ 2025‚ requires social media companies to prohibit minors from creating accounts without parental consent and also delete existing accounts for children under the age of 14‚ according to the text. Florida Republican lawmakers introduced the bill in January and DeSantis said the purpose was to help parents protect their young children from the harms of social media‚ according to a press release. “Social media harms children in a variety of ways‚” DeSantis said in a statement. “HB 3 gives parents a greater ability to protect their children.” The new law will also require social media companies‚ who are not named in the bill‚ to delete all “personal information” regarding the minor who created the account. DeSantis also praised Republican state House Speaker Paul Renner for “delivering” the legislation to his desk‚ according to the press release. “The internet has become a dark alley for our children where predators target them and dangerous social media leads to higher rates of depression‚ self-harm‚ and even suicide‚” Renner said in a statement. “I am proud of the work of all our bill sponsors‚ Representatives Tyler Sirois‚ Fiona McFarland‚ Michele Rayner‚ Chase Tramont‚ and Toby Overdorf for delivering a legislative framework that prioritizes keeping our children safe. Thanks to Governor DeSantis’ signature‚ Florida leads the way in protecting children online as states across the country fight to address these dangers.” DeSantis vetoed a similar bill on March 1 that would have barred social media companies from allowing minors under 16 from having a social media account. The Florida governor said that while he supported the content of the bill‚ lawmakers were working on a “different‚ superior bill.” Parental advocates and lawmakers have voiced concerns about young children’s access to social media and exposure to pornographic websites. Several other states have also implemented age verification requirements for minors on social media‚ including Utah and Virginia. Married People More Likely to Be ‘Thriving’: Gallup Survey

A new Gallup survey has found that‚ over more than a decade‚ one variable has consistently predicted whether people described themselves as “thriving”: marriage. Married couples are more likely to be happy today‚ anticipate future happiness‚ and have a “strong and loving” relationship with their children than cohabiting partners. Gallup classified respondents into one of three groups—“thriving‚” “struggling‚” or “suffering”—based on how they rated their home lives. Surveying data over 14 years‚ Gallup found that married couples consistently rated their current lives‚ and their likelihood of future happiness‚ better than those who lived together outside marriage or had a committed relationship without living together. The happiness differential ran into double digits. “Within the U.S.‚ it is clear that married adults rate their lives more highly than others and have done so for the past 15 years‚” the survey‚ released last Friday‚ concluded. “From 2009 to 2023‚ married adults aged 25 to 50 were more likely to be thriving—by double-digit margins—than adults who have never married. The 16-percentage-point gap between married adults (61%) and those who have never married (45%) in 2023 is within the range of 10 to 24 points recorded since 2009.” Marriage’s emotional bonus held true “for men and women across all major racial/ethnic groups” and “is not explained by other demographic characteristics—such as age‚ race/ethnicity or education.” Gallup researchers found wedded couples less prone to communication breakdowns in their relationships. Married couples were half as likely (26%) to say they experienced two or more days in the last month where they or their partner felt so angry they could not speak to each other than those living together (46%) or dating exclusive (41%). Interestingly‚ living together outside marriage made people 12% more likely to argue than dating exclusively while living separately. Lawfully wedded husbands and wives also experienced greater closeness with their children: 83% of married couples with children between the ages of three and 19 say they have a “strong and loving” relationship with their kids‚ compared with 69% in a domestic partnership‚ and 61% in a “non-domestic exclusive relationship.” Marriage is also linked to another predictor of happiness: having children. “Marriage also increases the likelihood of having children and is associated with better relationships with those children‚” write Gallup researchers‚ pointing to the group’s 2023 Familial and Adolescent Health Survey. Married parents‚ and even divorced parents‚ say they have more affectionate relationships with their own children than those who were never married‚ the report discovered‚ in addition to finding that “married parents are significantly less likely than divorced or never-married parents to report that their child is frequently out of control.” “Finally‚ ideologically conservative parents report higher-quality and more harmonious relationships with their children compared with liberal or moderate parents‚” Gallup’s team noted. The new Gallup research report speculates the likelihood of entering a permanent‚ lifelong‚ and (in Christianity) unbreakable union must “encourage greater partner selection‚ as well as greater investments and effort to develop and maintain a high-quality relationship.” Although married people report higher levels of happiness regardless of their religious status‚ “[m]arried people are also more likely to practice a religion‚ and religious practice is also positively correlated with subjective wellbeing.” Gallup’s research reinforces numerous other studies showing married people‚ parents‚ and Christians who actively practice their faith enjoy greater happiness‚ contentment‚ and quality of life than unmarried couples‚ agnostics‚ atheists‚ and “Nones”: “Americans who have never married‚ are not religious‚ and have lower levels of formal education feel their lives have meaning less often than other Americans do‚” according to the November 2023 American Enterprise Institute’s Survey Center on American Life. “Overall‚ religious Americans tend to believe their life is meaningful more often than do those who are not religious.” Americans who believe in God and value marriage are more likely to be “very happy” than non-believers and single people‚ according to a Wall Street Journal-NORC poll taken last March. Parents “with two children had a risk of suicide 70% less than their childless peers‚” wrote Brad Wilcox‚ director of the National Marriage Project at the University of Virginia and a fellow at the Institute of Family Studies‚ summarizing a Scandinavian study. Americans who attended religious services regularly were 44% more likely to say they were “very happy” than those who never or rarely attended‚ found a 2019 Pew Research Center study. Christians who read the Bible regularly rated a higher score on the Human Flourishing Index than non-practicing Christians or the religiously unaffiliated‚ found a American Bible Society report last June. Active Christians and non-Christians diverged the most when it came to whether they felt their lives had “meaning &; purpose.” A Harvard study found childhood religious activities‚ such as prayer‚ paid great dividends later in life‚ even if the children subsequently left the faith. “[P]eople who attended weekly religious services or practiced daily prayer or meditation in their youth reported greater life satisfaction and positivity in their 20s—and were less likely to subsequently have depressive symptoms‚ smoke‚ use illicit drugs‚ or have a sexually transmitted infection—than people raised with less regular spiritual habits‚” according to a summary of a 2018 study conducted by researchers from Harvard University’s T.H. Chan School of Public Health. The “Handbook of Religion and Health” has “reviewed 326 articles on the relationship between health and measures of “religiosity and subjective well-being‚ happiness‚ or life satisfaction‚” finding that 79% of those studies reported that religious people were happier‚ while only 1% reported that they were less happy (the rest found no or mixed findings)‚” reported Stephen Cranney‚ a nonresident fellow at Baylor University’s Institute for the Studies of Religion who teaches at The Catholic University of America.  Despite these robust findings‚ Americans are less likely to believe marriage and an active Christian life make people happy. “The General Social Survey documented a decline between 1988 and 2012 in the percentage of U.S. adults who agreed that married people are generally happier than unmarried people‚” Gallup notes in Friday’s survey. Similarly‚ a Pew Research Center poll last September found 71% of Americans say a fulfilling job makes for a good life‚ while only 23% say being married (and 26% say having children) are “extremely important in order for people to live a fulfilling life.” Instead‚ culture celebrates the LGBTQ movement‚ despite the well-attested links between transgenderism/same-sex sexual behavior and poor mental health outcomes: “Female students‚ LGBQ+ students‚ and students who had any same-sex partners were more likely than their peers to experience poor mental health and suicidal thoughts and behaviors‚” said a February 2023 report from the Biden administration’s Centers for Disease Control and Prevention. Teenagers who identified as LGBTQ were twice as likely to report “poor mental health” as those who identified as heterosexual‚ three times as likely to have “seriously considered attempting suicide” or “made a suicide plan‚” and 366.6% more likely to have attempted suicide‚ the CDC found. “A higher prevalence of substance use and mental health issues has been well-documented among people who identify as lesbian‚ gay‚ or bisexual (also referred to as sexual minorities) than among those who identify as heterosexual or straight‚” noted a 2023 report from the Biden administration’s U.S. Substance Abuse and Mental Health Services Administration. Women who have sex with members of both sexes (bisexuals) were six times as likely to have attempted suicide within the last year as women who identify as straight‚ and three times as likely to abuse opioid drugs. Bisexual men were three times as likely to have had a serious mental illness in the last year‚ SAMHSA found. Two-thirds (67%) of Americans who identify as bisexual‚ and half (48%) of self-identified gays‚ said they felt “uncertain about who they were supposed to be” in the last year‚ as compared to about 1 out of 4 (29%) of those who identify as straight‚ the American Enterprise Institute’s survey found.
