The order makes clear that the decision to remove the encampments remains in local hands. The order comes after a decision by the U.S. Supreme Court earlier this summer allowing cities to enforce bans on sleeping outside in public spaces. The case was the most significant on the issue to come before the high court in decades and comes as cities across the country have wrestled with the politically complicated issue of how to deal with a rising number of people without a permanent place to live and public frustration over related health and safety issues. “There are simply no more excuses. It’s time for everyone to do their part,” Newsom said in a statement. While Newsom cannot order local authorities to act, his administration can apply pressure by withholding money for counties and cities. The Affordable Housing, Homelessness Solutions & Prevention Now initiative proposes a tax hike to fund a “comprehensive homelessness response program” and invest in new strategies to address encampments and create affordable housing. California was home to the highest number of homeless people, with an estimated 180,000 last year, the New York Times reported. The order also comes as Republicans have stepped up their criticisms of California and its homelessness crisis as Vice President Kamala Harris — a former California district attorney, attorney general and senator — launches her presidential campaign. Harris entered the race over the weekend after President Joe Biden announced that he would not seek reelection. WATCH:

The House of Representatives passed a resolution condemning Kamala Harris as ‘border czar’ as she ramps up her presidential bid. The resolution, introduced by Rep. Elise Stefanik (R-NY), passed in a 220-196 vote. Six Democrats voted ‘yes’ to condemn Harris for her failures on the border. According to the New York Post, the Democrats who voted yes included “Reps. Yadira Caraveo of Colorado, Henry Cuellar of Texas, Don Davis of North Carolina, Jared Golden of Maine, Marie Gluesenkamp Perez of Washington and Mary Peltola of Alaska.” “My resolution condemning Kamala Harris’ failure as Joe Biden’s open border czar passed overwhelmingly in the House and garnered support from SIX Democrats. Carlos A. Gimenez (@RepCarlos) July 25, 2024 POLITICO reports: Stefanik announced the measure almost immediately after Biden endorsed Harris to take his spot on the November ticket Sunday. It’s one of the few proposals to go after Harris that has received wide backing in the House GOP. Conservatives have floated several other ideas, including trying to impeach Harris or launching a new sweeping investigation, but those would likely derail given centrist pushback. Some Republicans also still want Harris to invoke the 25th Amendment against Biden, but a measure calling on her to do so has been met with intraparty skepticism. The resolution on Harris’ border role is purely symbolic and has no shot at getting taken up by the Democratic-controlled Senate. Meanwhile, House Democrats accused Republicans of trying to “slander” Harris and criticized that GOP lawmakers changed some text of the original bill. Part of it initially said Harris was tapped “to serve as the administration’s border czar.” Republicans changed it to instead say that Harris “came to be known colloquially as the Biden administration’s ‘border czar.’”
