A republic’s shield or tyranny’s sword?

In the modern world‚ it is difficult to imagine a nation without a professional standing military force‚ but throughout history such a force has been considered at odds with the liberty of the people. The debate was far from settled when the United States was founded. While many consider it an absolute necessity today‚ the standing army has been recognized by many thinkers as the natural precursor to empire‚ a force that compels the host nation to constantly expand. As conservatives slowly begin to question the forever wars that our ruling elite have used to waste the blood and treasure of this nation‚ it is worth stopping to evaluate the role that the maintenance of a large professional fighting force has played in compelling our leaders to seek constant conflict. It may be that the best the citizens of America can do is stay vigilant and guard against the temptations of empire that a standing army presents. The reflexive conservative support of American soldiers is the correct instinct. Volunteering to put oneself in harm’s way to protect the people of your nation is a noble act. The American military has become an almost hereditary warrior caste drawing heavily from red-state populations to man its most effective combat units. It is entirely proper for conservatives to venerate the honorable service of their brothers‚ neighbors‚ and children. One of the main reasons the U.S. armed forces are facing a recruiting crisis is the way that they have demonized and purged the conservative soldiers who traditionally filled the ranks. So as we look at the virtues and dangers of a standing military‚ let us remember that we are not questioning the honor of those who have so diligently served this nation. In defense of liberty Niccolo Machiavelli is best known for “The Prince‚” but most people do not realize that the political theorist was not a monarchist. He was‚ in fact‚ a staunch supporter of the republican form of government. For Machiavelli‚ the nature of a state’s military defense was the most important factor in its ability to secure liberty‚ and he wrote about the subject at length. Renaissance Italy was plagued by constant warfare between competing city-states‚ and the regular use of mercenaries created serious problems for Florence‚ Machiavelli’s home. Repeated betrayal by troops who had no personal ties to the city-state that they served led Machiavelli to conclude that no matter how rich a nation became‚ it must have a fighting force loyal to the people it protected. While Machiavelli understood the critical need for armed forces that were personally connected to the state‚ he warned against the dangers of keeping a professional army in times of peace in his book “The Art of War.” He believed that the ruling class must always fear professional soldiers because those military men have no other means of making money. Large standing armies are extremely expensive‚ and if they are not constantly deployed abroad to gather spoils or secure trade‚ the cost of those forces adds up quickly. If a state does not keep its professional troops deployed abroad and has no consistent way to afford to pay them‚ then idle armed men with no other form of employment will quickly become a threat to the ruling class. War can also be an excellent way for the ruling class to make money by funneling tax dollars extracted from the populace through defense contractors who are often owned by or are kicking money back to politicians. This means that those in charge of a country with a large professional fighting force always have an incentive to find a new war that makes them money and keeps the bulk of the military occupied in foreign lands. Empire becomes the natural solution to many problems imposed on a ruling class by a standing military. As an alternative‚ Machiavelli encourages republics to adopt the citizen militia as the solution to the problem of standing armies. By making every capable citizen a soldier‚ the republic ensures that its military will be personally loyal to the state‚ but it also avoids the temptation of constant deployment and conquest. Militia members are drilled as soldiers‚ but they maintain civilian occupations that allow them to feed their families and pay their mortgages. When a threat to the nation arises‚ the militia defends its homeland. But when the danger has passed‚ militiamen return to their normal lives. There is no need to constantly find money to pay the troops‚ no reason to regularly keep forces deployed‚ and no incentive for a lucrative defense industry to grow around the military. Machiavelli noted that when ancient Rome was a republic‚ its military was a citizen militia where each citizen provided his own weapons and armor. But as the army became professionalized and men made soldiering their career‚ the nation inevitably transitioned into an empire. What the founders thought America’s founders were also big admirers of the ancient Roman republic and recognized many of the concerns Machiavelli expressed in his writings. Thomas Jefferson spoke regularly about the threat that standing armies pose to the liberty of a free people‚ while James Madison and Alexander Hamilton acknowledged these dangers when writing “The Federalist.” While defending the legislative branch’s ability to maintain a standing army in Federalist 24‚ Hamilton noted that two state constitutions‚ those of Pennsylvania and North Carolina‚ had clauses that explicitly warned that standing armies in a time of peace were a danger to liberty. In Federalist 29‚ Hamilton explained that a well-regulated citizen militia can make a standing army unnecessary‚ which in his mind was a much better way to avoid the perils of a standing army than outright banning the creation of one. If a well-regulated militia be the most natural defense of a free country‚ it ought certainly to be under the regulation and at the disposal of that body which is constituted the guardian of the national security. If standing armies are dangerous to liberty‚ an efficacious power over the militia‚ in the body to whose care the protection of the State is committed‚ ought‚ as far as possible‚ to take away the inducement and the pretext to such unfriendly institutions. If the federal government can command the aid of the militia in those emergencies which call for the military arm in support of the civil magistrate‚ it can the better dispense with the employment of a different kind of force. If it cannot avail itself of the former‚ it will be obliged to recur to the latter. To render an army unnecessary‚ will be a more certain method of preventing its existence than a thousand prohibitions upon paper. This is why we see so much confusion over the language of the Second Amendment. The citizen militia was assumed to be the default mode of armed defense for a free republic. Of course every individual had a right to bear arms. How else would the United States protect itself? To be clear‚ none of this validates the leftist claim that the Second Amendment is outdated. The right to self-defense does not cease to exist just because the Unites States has a professional military. But it is important to understand the context in which these critical documents were written. Our founding fathers were aware of the temptations that a standing army presented and agreed with both the ancient Romans and Machiavelli that the citizen militia was the natural defensive force of the republican form of government.Warfare has changed quite a bit from the days of Machiavelli. Intercontinental ballistic missiles and aircraft mean that military threats can appear at moments' notice. Highly complicated weapon systems require intense training and specialization to use and maintain. The idea of having time to raise a citizen militia to effectively repel a threat from a major power‚ even if those militia members trained regularly‚ seems tenuous at best. Even if the United States wanted to scale down its military to a temporary force‚ other global players are unlikely to follow suite. Also‚ to be frank‚ Americans have gotten used to the notion that someone else will fight their battles. The idea that every individual citizen would take up the defense of their nation seems like a quaint notion from a bygone era. If a citizen militia is the price of liberty‚ it is likely that for the average American‚ the price is too high. As John Adams said‚ the Constitution is made to govern virtuous people‚ and in that respect‚ we exist well beyond its reach. It may be that the best the citizens of America can do is stay vigilant and guard against the temptations of empire that a standing army presents. Conservatives have already begun to lose their taste for forever wars‚ tired of sending their sons to serve an empire that no longer cares about them. Let us hope that this eventually forces America’s ruling class to focus on the common good of the people once again.

We question what the [school resource officer] is there for. City council members in Lancaster‚ Pennsylvania‚ voted unanimously in late February to adopt a new ordinance that would effectively establish the city as a "sanctuary" for illegal migrants.WGAL reported that the Lancaster Trust Act prohibits the city from cooperating with United States Immigration and Customs Enforcement agents in most circumstances.The measure requires Lancaster to "maintain a welcoming city rating of no less than three stars from Welcoming America‚" the ordinance read.Welcoming America is a nonprofit organization that helps "communities develop the roadmap they need to create welcoming policies and share new approaches to inclusion to create an environment where everyone can truly thrive."In 2019‚ Lancaster was certified as a "Welcoming City" by the organization. Other certified cities include Baltimore‚ Maryland; Boise‚ Idaho; Charlotte‚ North Carolina; Dallas‚ Texas; Detroit‚ Michigan; Philadelphia‚ Pennsylvania; and New Orleans‚ Louisiana. "[T]he City of Lancaster has welcomed immigrants since its founding in 1742‚" the ordinance continued. "[T]he City acknowledges that enforcement of civil federal immigration laws falls exclusively with the authority of the federal government."Lancaster "encourages crime reporting and cooperation in the investigation of criminal activity‚ by working to assure that all persons‚ regardless of their actual or perceived citizenship or immigration status‚ feel secure that contacting or being addressed by members of the Lancaster City Police Bureau will not lead to an immigration inquiry‚" it added.The measure noted that the city aims to provide a "culture of inclusion which values diversity" and "promotes equity."City officials and employees are prohibited from inquiring about or disclosing an individual's citizenship status."[U]nder no circumstance unless required by state law‚ federal law‚ regulation‚ warrant‚ court order or subpoena‚ shall the City provide information to ICE regarding physical location‚ address or other information that would assist in locating a person for the purposes of civil immigration enforcement‚" the ordinance read.Vice President of City Council Jaime Arroyo told WGAL‚ "The residents that contribute in our community‚ whether they're starting businesses‚ they're fulfilling jobs‚ and they're helping build our community‚ so we want to ensure that we are creating a safe environment‚ a welcoming environment."County Commissioner Josh Parson stated that the ordinance effectively designated Lancaster as a "sanctuary city.""Last night the Lancaster City Council apparently decided to bend a knee to the most radical‚ lawless portion of their constituency and officially become a sanctuary city‚" he remarked.In a joint statement‚ Republican state Senators Ryan Aument‚ Scott Martin‚ and Chris Gebhard wrote‚ "We are extremely alarmed at the Lancaster City Council's decision to not cooperate with a federal law enforcement agency. Make no mistake‚ they are breaking the law and compromising the safety of Lancaster County residents."The city council's unanimous vote was made just five days after a 22-year-old student‚ Laken Riley‚ was murdered in Georgia by an illegal immigrant."It is worth noting that the murderer had previously been arrested for another crime and subsequently released by authorities in New York prior to killing his victim‚" the Republican state senators stated. "While the historic crisis at the border is largely due to President Biden's failed immigration policies‚ this decision by the council only exacerbates the issue locally. It is tone deaf‚ dangerous‚ and worsens an already severe emergency."A city spokesperson‚ Amber Strazzo Righter‚ told Lancaster Online that the ordinance does not designate Lancaster as a sanctuary city."While it is true that this ordinance aims to create a welcoming environment for immigrants and refugees in Lancaster city‚ it is important to clarify that this does not designate Lancaster as a 'sanctuary city‚'" she said.An ICE spokesperson told WGAL‚ "ICE's interior enforcement operations focus primarily on public safety threats and are most effective when there is a strong communication and cooperation with local law enforcement partners. An El Salvadoran national in the country illegally allegedly molested young children at a church in Maryland several years ago.From 2014 to 2018‚ Ervin Jeovany Alfaro Lopez allegedly assaulted at least four girls between the ages of 6 and 12 while teaching at Elim Gaithersburg church‚ which appears to be located in a townhouse-like structure in Derwood‚ Maryland‚ about 15 miles north of Bethesda. The alleged attacks occurred while the kids watched a movie or had their eyes closed for prayer‚ WUSA9 reported.The first victim came forward to report the alleged abuse last May. Three others have come forward since then‚ and police suspect that other victims may still be out there.Charging documents indicate that Lopez reported to his pastor at least one incident of abuse which was then "dealt with internally." Pastor Bernal Osorio claimed that his church has cooperated with the investigation."We don't know people's hearts. At first we were shocked. How could this be possible? But as details came to light‚ we were outraged. I pity the people that make these decisions‚" he said.It is unclear whether Osorio is the pastor to whom Lopez reported.Lopez‚ now 33‚ is originally from El Salvador. When he first came to the United States is unclear. However‚ he was arrested in Louisiana in 2015 for unlawful entry. He was released a short time later on $7‚500 bond but‚ for reasons unknown‚ was not ordered to be deported until 2018. Despite that deportation order‚ he remained in the U.S.Then‚ in January 2019‚ Lopez was arrested by ERO Baltimore‚ a local ICE subgroup. A few months later‚ a Baltimore judge granted Lopez his request to self-deport within 60 days‚ and it appears he left as promised.He did not remain outside the country for long. In March 2020‚ he was arrested again for unlawful entry‚ this time in Rio Grande Valley‚ Texas. Officials immediately put him on track for an expedited removal‚ and he was deported weeks later.He must have then re-entered the U.S. a third time because he was apparently arrested in Maryland last August and booked into Montgomery County Detention Center‚ where he remains without bond. He now faces more than a dozen counts of sexual assault‚ five of which relate to sexual abuse of a minor.In a statement‚ ICE told WUSA9 that the agency had "tried to lodge an immigration detainer" on Lopez last year after the allegations against him were first reported‚ but the detention center did not cooperate with the agency's request. City councilman gets into physical altercation with gay bar manager after urinating on door in downtown Los Angeles

A city councilman in California is getting called out by a gay bar manager for urinating on the door and then getting into a physical altercation with the manager. The bizarre episode from early Saturday morning was caught on surveillance video in downtown Los Angeles just after the bar closed. Jeremy Lucido‚ manager of Precinct on Broadway‚ told KABC-TV that he accosted the pair of men because they had walked outside of the bar with alcoholic drinks and gone to the bar's employee entrance. "I was walking to my car on the sidewalk‚ noticed two guys‚ drunk with their full cocktails‚" Lucido said. "I recognized the glasses from our bar so I knew they (had been) inside. I told them‚ 'Whatsup! You can't have your drinks out here‚' and I went to grab one of the cups and the tall dude pushed just me and I flew back." Lucido said he checked the surveillance videos and saw that the two men had been urinating on the door before he confronted them. He posted video of their actions to the official Instagram account of the bar and garnered more than a 1‚000 comments. Some commenters identified one of the men as Chris Kilpatrick‚ who held an elected office on the Crescenta Valley Town Council. "The comments just grew very fast with different stories‚ other parties and party hosts‚ and bar managers‚ like 'oh yeah‚ we know them'‚" Lucido added. John Duran‚ an attorney for Kilpatrick‚ defended his actions by claiming that Lucido neglected to identify himself as an employee of the bar. He added that the councilman believed he was about to be assaulted because of his sexual identity and acted in self-defense. The attorney also pointed out that public urination is not a criminal offense in Los Angeles. "It is an infraction under the Los Angeles Municipal Code and one can be cited to pay a fine for this violation‚" the attorney added. "Battery is a misdemeanor offense including an unlawful touching as exhibited by individual one‚ who grabbed my client first. Pushing back is an affirmative defense if done to defend oneself or others‚" Duran concluded.Lucido said he didn't know the man was an elected official when he posted the video and only wanted to call out bad behavior. The city council of La Crescenta released a statement about the incident. "The Crescenta Valley Town Council is aware of the social media posts concerning allegations about the conduct of a member and is actively gathering the facts surrounding the incidents‚" the statement read.
