US Enemies See ‘Invitation to Aggression’ After Biden’s Debate Performance, Foreign Policy Expert Says

In the wake of President Joe Biden’s widely criticized performance on the debate stage Thursday, serious questions are being asked about the president’s ability to lead on the world stage.  How did our allies view Biden’s performance? And more importantly, what message was sent to our enemies and adversaries during Thursday night’s debate with former President Donald Trump?  Victoria Coates, vice president of the Davis Institute for National Security and Foreign Policy at The Heritage Foundation, who also formerly served as deputy national security adviser to Trump, joins “The Daily Signal Podcast” to discuss how Biden’s debate performance could affect U.S. national security. Listen to the podcast below or read the lightly edited transcript: Virginia Allen: Victoria Coates, thanks for being back with us today. Victoria Coates: Thank you, Virginia. Allen: Victoria, as an expert in national security, I want to get your thoughts on what we saw during the debate on Thursday night, one week ago. What were you hoping to see from each candidate on Thursday night? Coates: I was just hoping to see a lively exchange of views. I think our perspective is, from the Davis Institute, that there is now a very clear record of what President [Donald] Trump did in his four years in office and what President [Joe] Biden has done in his now almost four years in office. And from a policy perspective, that’s a very bright distinction. You look at everything from Israel to Iran, to Russia, to China, the border, all of these issues were under control under President Trump. And he’d made some unorthodox decisions, but that was a good thing. And I’ve seen what I thought was terrible decision-making out of President Biden, but we didn’t see that policy debate. Instead, we saw President Trump much as he has always been. I really didn’t see a big difference between four years ago and now and from President Biden, a really devastating performance or lack thereof, just looking incredibly weak and just unmoored, untethered. So, I think for all Americans, regardless of political persuasion, this has to be a gigantic concern. Allen: Well, it is and it’s been fascinating to watch that fallout, that it’s not just the political Right or the political Left that are raising concerns over Joe Biden’s cognitive state right now, but across the board, Americans are concerned about this. Following the debate, what we saw from President Joe Biden, his gaffes, his stumbles, is America safe? Are Americans safe on the world stage right now under a Biden administration? Coates: Just, again, I would be deeply concerned. And there’ve been efforts to say, “Well, there are professionals that work for him that can more or less keep the ship on course, and we have these wonderful people in the White House who are doing the Lord’s work,” but that doesn’t really matter on the world stage. [Chinese Communist Party] Chairman Xi [Jinping] and [Russian President] Vladimir Putin don’t care about appointed political [National Security Council] members working away in the [Eisenhower Executive Office Building]. They look at the head, they look at what they see in the Oval Office and what they saw Thursday night was an invitation to aggression. And I think what we’ve also seen over the last three and a half years are some pretty terrible decisions being made: Afghanistan, Ukraine, all sorts of things. And you have to wonder, is this because the commander in chief is increasingly asleep at the switch and you can’t govern a country by bureaucracy? I mean, you need a strong leader at the top. Allen: On Monday, just days after that debate, we then learned that in Europe, our military bases are on high alert because of credible intel that indicates threat of a terrorist attack. What does that tell you? Do you think there’s a linkage between that threat level and what we saw Thursday night? Coates: Oh, absolutely. I would assume this threat was gathering before Thursday night, but I would say planning by bad actors is now accelerated, because they only have a couple of months potentially left, and the president has been so exposed and the insistence that he’s going to fight on, and he’s somehow vigorous, he’s starting to sound increasingly shrill. He just gave remarks at the weather center here in Washington in which he called everyone who doesn’t agree with his extreme climate agenda either dumb or stupid were the two words he used. And so, he’s getting more aggressive. He’s lashing out. This doesn’t make him look presidential. It doesn’t make him look strong and the country just, I think, feels like it’s in such a state of flux. Allen: How are our partners overseas? You just described how our enemies are probably viewing the situation right now. What about our partners? How do they think we’re viewed following that debate? Coates: Our partners are also concerned, and I’ve been hearing this really for the last year or so, when he goes on state visits, his activities are severely curtailed that he sometimes has trouble following meetings. This has been kind of burbling up, but there is a situation that we have brewing over the Independence Day holiday, which we’re going to have a massive election in the United Kingdom on Thursday, probably a landslide victory for the Labour Party. So, a huge political change in one of America’s closest allies. We’ll have the second round of the French elections. And we will look forward to updating all of your listeners on those events next week. But what looks like is going to happen in France is that [President] Emmanuel Macron will have a divided government for the first time. He will not have his free hand with his legislature, leading to a kind of paralysis. So, you have, on the one hand, big change in the U.K., paralysis in France, and exposure of weakness in the United States. That’s bad situations. So, I think our partners and allies are concerned, but I think they’re also in somewhat disarray themselves. Allen: What a wild time on the world stage. I’m curious to get your perspective. Since you did work in the Trump administration as deputy national security adviser, just explain a little bit about the kind of briefings that a president gets, not only on a weekly and daily basis. What are the national security threats that a president is made aware of, but also, what are the regular decisions that he has to make on those kinds of national security threats? Coates: Monitoring intelligence flows is really the role of the National Security Council staff. When you’re in those positions, you have extraordinary access to information and support from all of our intelligence community. So it’s your job, when I was senior director for the Middle East, for example, to stay up almost minute by minute with what was coming in and when things rose to the level of the national security adviser of the president, figuring out what needed to be flagged, what could wait for the presidential daily briefing the next day, what you might want a longer form analysis piece on. So that’s what the NSC does with a lot of their time, is make sure they can make the best possible recommendations to the president because you might have a crisis. The president is at a campaign event, you don’t have the luxury of an extended briefing. You need to just simply say to him, “This is what has happened. We have convened these people. These are the recommendations.” Sometimes you have more of a process, but what you can’t do is say, “We are just going to do this work between 10:00 and 4:00 every day,” because the bad guys generally don’t respect holidays, certainly don’t respect weekends. We’ve noticed this from both the Iranians and from Putin. At this point, I think they would be incentivized to actually look at the clock and act up at 3:00 in the morning knowing that the president of the United States is probably out of commission. Allen: So, then, who is making those calls? If you’re saying at those late hours or if you’re saying the president really isn’t up to that task, who’s driving Biden’s foreign policy? Coates: Well, you assume first the vice president, which I don’t think gives many Americans confidence in the decisions that would be made. And then you go down to the Cabinet officials, to the secretary of defense, the secretary of state, the director of the CIA. They can make some recommendations, but ultimately, especially if you’re going to use force, that has to come from the president, so you have to wait until he is ready. So, we could be waiting hours in some cases for a decision that needs to be made right away. Allen: Let’s take just the last few minutes here and talk about Trump’s performance on Thursday night. Of course, lots of conversations were had during that debate, including about Ukraine and Israel and the ongoing wars there. What did you make of Trump’s position and his strength on foreign policy issues? Coates: No, I think he had his typical clarity. I thought particularly on Israel saying that when he referred to the president as the Palestinian, a bad Palestinian at that, that I think he summed it up correctly that the current president is leaning way too far toward the Palestinians, but obviously not to the satisfaction of the Palestinians—so succeeding in making nobody happy. And President Trump said that we should not be holding Israel back. In fact, we should be giving them as much lead as they need to get this job done. He understands it’s a threat against the United States as well as against Israel. And I think on Ukraine, it’s kind of amazing to me, for all the folks who are calling for cease-fire in Israel, nobody is calling for a cease-fire in Ukraine except for President Trump who wants to see an end of hostilities. It’s hard for me to see what we would define in 2022 terms as a successful conclusion of this war, but we’ve got to get to the best result we can. And I would trust President Trump, who is of course a dealmaker and who understands that we can’t hand Putin a victory. He was pretty clear about that. At the same time, figuring out a way to get to a negotiated solution if there isn’t an option for all outright victory. Allen: How do our enemies and our allies view Trump across the globe? Coates: It’s mixed. I think we have a lot of European allies who are in therapy over the possible return of Donald Trump, but they melted down when he came in 2017, and as I keep telling them, the sky did not fall. We all lived through those four years. As a matter of fact, you could say we prospered despite COVID-19, and I’m hearing from a lot more of what you might call newer allies, new Europe, Asia, that they really anticipate the return, Middle East certainly, return of a Trump administration that really listens to them and has our mutual security and prosperity at heart. Allen: We have about four months before the election. There have been calls for the 25th Amendment to be invoked by individuals like Sen. Mike Lee and Rep. Chip Roy. But if President Joe Biden remains in office. What do likely the next several months mean for America and mean for our position on the world stage and for our national security? Coates: It’ll be wild. I think every day is bringing a new cycle. We’ve just had Rep. Lloyd Doggett, who represents a piece of Texas around Austin, Democrat, come out and say he has deep concerns and thinks the president needs to consider not accepting the nomination for reelection. If that grows, it’s hard to see him staying. But now, if he does, unfortunately, I would see this as the time of maximum opportunity for bad actors, be they terrorist groups like al-Qaeda, ISIS, Boko Haram, al-Shabaab. There are a lot of them. They are on the march, particularly in Africa, which means they’re getting to Europe. They could be coming to the United States across our southern border. We know this is going on, so I worry this is their opportunity. And then you think about bad actors on the nation-state level—particularly China and Iran, Russia already is lashing out—but that they might take this as, again, an opportunity to do something that four years ago they would not have calculated would be in their best interests. Allen: Well, Victoria, we thank you for following these issues so closely, and thank you for your time today. Coates: Of course. Happy Independence Day. Allen: Happy Independence Day. Joe Biden Just Destroyed Himself and the Media

Last week, President Joe Biden gave the worst debate performance on the presidential stage in history. Looking ancient, gazing glassy-eyed and slack-jawed out of frame, jabbering nonsensically—Donald Trump clocked him with the signally true observation, “I really don’t know what he said at the end of that sentence, and I don’t think he knows what he said either”—Biden not only exposed himself, he exposed his administration and his media lackeys as liars. For years, the American public has believed, correctly, that Joe Biden is not up to the job. The White House lied. They said that he wasn’t just up for the job—he was the most coherent and incisive president in modern history. The media lied, too. They said that behind closed doors, Biden was doing handsprings and reciting the poetry of Virgil backward in the original Latin. Then Joe Biden went out and demonstrated that he belongs in an old age home. He confirmed what we all knew, live. For 90 minutes. In doing so, he put everyone around him in a terrible bind. The media were forced to dissociate from Biden, declaring themselves shocked—shocked!—that Biden was sundowning. Biden’s aides, preparing for the inevitable attempt to shift blame from Biden himself to them, began leaking about Biden’s mental incompetence: A report from Axios suggested that Biden’s mental fitness begins around 10 a.m. and ends around 4 p.m. Meanwhile, Biden’s family—the only group of people who can’t, with any credibility, claim to have been ignorant of his condition—continue to insist that the dementia-ridden president is just fine. That isn’t a shock: The moment Joe isn’t president, the Biden family gravy train, which has been running lucratively for half a century, will come to a grinding halt. Jill Biden—sorry, Doctor Jill Biden—who now resembles a cross between Lady Macbeth and Edith Wilson, would have to get herself elected to play at the presidency; Hunter Biden would have to find a career other than picking up sacks of cash and finger painting; Frank and James might have to find clients who aren’t ready to pony up cash for the privilege of hobnobbing with a Biden. And the Democratic Party, which nominated Joe Biden because he represents a papering-over of the vast chasms emerging between the pro-Hamas, pro-socialism wing of their party and the more sane, tax-and-regulate left, is stuck in-between. It can’t dump Biden and substitute someone else—to do so would be to admit its complicity in this debacle. And it can’t keep him—to do so would be to doom the Democratic Party to a likely Trump victory, and in the aftermath, the victory of a rebellious hard left demanding more power. Which is why desperation is now setting in. This week, the Supreme Court issued a relatively noncontroversial decision explaining that the president has criminal immunity for core official acts, presumptive immunity but not absolute immunity for other official conduct, and no immunity for unofficial conduct. There is nothing particularly shocking here. But the entire Left exploded with the extraordinary lie that the president had been given the power to drone his political opponents. Nobody in the media or on the Left truly believes this—but Joe Biden immediately rushed to the microphones to speak for four minutes, blasting the Supreme Court and declaring that if he is not elected, the country will fall into Hitlerism. It was a divisive, nonsensical, utterly dishonest speech. But this is the situation in which Democrats find themselves: running a mentally incompetent 81-year-old for another four-year term, staring down the barrel of a Donald Trump presidency. UNDER THE BUS: Regime Media Begin Slow Turn As Dems Ditch Biden

Today marked a pivotal moment in the documented history of the Biden presidency. This is the day that the Regime Media began their collective pivot off of President Joe Biden, creating and amplifying a permission structure for Democrats to embrace the as-of-yet indeterminate alternative. Watch as ABC World News Tonight opens their report by amplifying that Democrats are openly turning against Biden: WHIT JOHNSON: We move on now to President Biden, defiantly pushing back against growing pressure to step aside in his re-election bid. The president appearing at the Emergency Operations Center in Washington, D.C. today, talking about Hurricane Beryl, the extreme heat, and climate change. The Biden campaign trying to ease fears following last week's debate debacle. And the first Democrat in Congress is now calling on President Biden to withdraw from the race.  Across the dial, network newscasts made similar observations and advanced similar narratives in order to achieve a single objective: Joe Biden’s eventual withdrawal of his candidacy (and likely subsequent resignation from the presidency). But the networks can’t just immediately go there in the wake of last week’s debate debacle- not after hiding Biden’s cognitive decline or otherwise not reporting on it.  So there has to be a slow build. Eventually, we’ll get there. In just a matter of days we’ve gone from “support Biden”, to Democrats beginning to openly turn on Biden and speak out about Biden’s cognitive abilities. ABC went the path of promoting former Clinton operative George Stephanopoulos’ interview with President Biden, which will air over the course of Independence Day weekend, in addition to multiple interviews of Members of Congr CBS highlighted White House correspondent Weijia Jiang’s back-and-forth with White House Press Secretary Karine Jean-Pierre. NBC broke the news that Hunter Biden is now attending briefings in the West Wing in addition to advising his father on strategy, and echoed The New York Times’ reporting about additional episodes of the president being lost or unsteady. In the days (not weeks) ahead, expect additional stories of people with access coming forward and talking about Biden’s cognitive decline. These stories are essential to the cinematic buildup to Biden’s exit, both from the campaign and (in all likelihood) the presidency. Because you can’t reasonably argue that unfitness to campaign due to physical and mental decline isn’t also proof evident of unfitness to execute the office of the presidency. But it takes time to get there after 5 years of gaslighting the American public. The Regime Media has begun the task of shifting away from this regime and to the next. RACHEL SCOTT: Tonight, mounting pressure on President Biden from Democrats demanding answers about the president's mental fitness, and raising questions about whether Biden should go on with his campaign. Today, the first Democratic member of Congress coming forward to say the president should drop out. Congressman Lloyd Doggett of Texas saying, "President Biden's first commitment has always been to our country, not himself. I am hopeful that he will make the painful and difficult decision to withdraw." Rhode Island senator Sheldon Whitehouse said he was horrified by Biden's performance in that debate. SHELDON WHITEHOUSE: I think people want to make sure that this is a campaign that's ready to go and win. That the president and his team are being candid with us about his condition, that this was a real anomaly, and not just the way he is these days. SCOTT: The Biden campaign has called concerned Democrats "bedwetters." Today, Senator Peter Welch of Vermont said it was, quote, “inappropriate” to dismiss these concerns. PETER WELCH: I think we have to have an honest assessment of where we are, with the objective being keeping Donald Trump out of office. We've got to serve the country, not the party. SCOTT: And today, former House Speaker Nancy Pelosi called the questions about the president's fitness “legitimate”. NANCY PELOSI: I think it's a legitimate question to say, "Is this an episode, or is this a condition?" SCOTT: So we asked The White House.  Pelosi said it's a legitimate question to ask if this is an episode or is this is a condition. Which one is it? KARINE JEAN-PIERRE: Well, what I can tell you is that he had a cold and a bad night. I would not see this as an episode. I would see this as what it was and what we believe it to be, which is, it was a bad night. And he did -- on top of that, he had a cold. And that is the reality of the situation. That is the reality of what happened that night. SCOTT: For many top Democrats, that's not enough. Sources tell ABC News a group of Democratic governors held a phone call expressing concern over the debate and the path forward. TIM WALZ: Look, I don't think anybody sugarcoats this. I think the question is, how does that impact how the country runs? How does it impact what an election looks like? SCOTT: ABC News has learned Biden has yet to speak to top Democrats in Congress, including Senate Majority Leader Chuck Schumer, Nancy Pelosi, and Democratic Leader Hakeem Jeffries. Today, one of his closest allies, Congressman Jim Clyburn, said Biden should stay in the race. But if he drops out, Democrats should rally around Vice President Kamala Harris. JIM CLYBURN: I will support her if he were to step aside. SCOTT: It comes as a new CNN poll shows that Harris performs better against Trump than Joe Biden does. CLYBURN: This party should not in any way do anything to work around Ms. Harris. We should do everything we can to bolster her, whether it's at second place or at the top of the ticket. SCOTT: The president has had a limited number of events since that debate, at most of them, he is reading off of a teleprompter. But The White House says we will be seeing a lot more of him next week, including during a press conference that he is expected to give during the NATO summit right here in Washington, D.C. And then, on Friday, our very own George Stephanopoulos will sit down with President Biden for an exclusive interview, the first since that debate. Many Democrats will be watching that carefully, Whit. JOHNSON: They will, Rachel Scott, thank you. Again, that ABC News exclusive interview with President Biden on Friday, his first since that debate. George Stephanopoulos one-on-one with the president, that's Friday on World News Tonight, the entire interview airs Sunday on This Week. CBS EVENING NEWS CBS EVENING NEWS 7/2/24 6:34 PM MAJOR GARRETT: Tonight, The White House is under growing pressure about the future of President Biden's reelection campaign and his health. WEIJIA JIANG: After the debate, did the president get an exam by a doctor or did he get a neurological scan? KARINE JEAN-PIERRE: A neurological scan? GARRETT: Even Democrats are now airing their concerns. One Democratic House lawmaker reached out to CBS News to say, "a large group with a broad swath of the caucus are deeply concerned about the president's ability to win this race." That, in addition to a Texas congressman now calling for the president to get out of the race. CBS News spoke exclusively to Vice President Kamala Harris about those calls as she was leaving a fund-raiser. She did not answer directly, but said this instead. KAMALA HARRIS: Joe Biden is our nominee, we beat Trump once and we’re gonna beat him again. GARRETT: The vice president went on to say she is proud to be President Biden’s running mate. Meanwhile, the Biden-Harris team is also trying to play a bit of offense, saying former President Trump presents a threat to democracy and they say that threat is even more profound after the Supreme Court's presidential immunity decision. KAMALA HARRIS: We have to take seriously the stakes of this election in terms of the thought that we could have a president in The White House who thinks he is immune and able then to make decisions with that office that include weaponizing the Department of Justice against the political enemies or being a dictator on day one. GARRETT: CBS News’s Weijia Jiang joins us from The White House and Weijia, I understand the president just spoke off-camera about the debate. What did he say? JIANG: Major, that's right. At a fund-raiser tonight president Biden apologized to his supporters for his debate performance and said it wasn’t very smart to make back-to-back trips to Europe right before hand. He said, quote, “I didn’t listen to my Staff and then I almost fell asleep on stage." A performance that has now Democrats questioning his political future. Tonight, as President Biden takes aim at Donald Trump over climate change... JOE BIDEN: My predecessor and the MAGA Republicans in Congress are trying to undo all this progress. JIANG: Members of his own party are targeting his reelection campaign. Texas representative Lloyd Doggett is the first Democratic member of Congress to publicly call for Joe Biden to step down following his debate performance. LLOYD DOGGETT: We must have the strongest possible candidate and I don't believe that's Joe Biden. We can provide a candidate who is a genuine new alternative to the criminality of Donald Trump. JIANG: The Biden campaign says it raised $127 million in June and insists Biden support among voters has not changed. But Congresswoman Angie Craig is not convinced. ANGIE CRAIG: I’m talking to a number of my colleagues in the Congress right now and I think we need to let the president think about whether he wants to continue moving forward. JIANG: Another House Democrat tells CBS News “a large group of lawmakers are hoping he will make the right decision to transition out and find a candidate to do this”,  As constituents blast them with questions about Joe Biden. BIDEN: And, you know… JIANG: Former House Speaker Nancy Pelosi said this about Biden’s health. NANCY PELOSI: He has a bad night. Now again, I think it's a legitimate question to say, is this an episode or is this a condition. SCOTT: In response, The White House said the president had a cold and a bad night. JIANG: Was he taking any medication that would have interfered? JEAN-PIERRE: He was not taking any cold medication. JIANG: After the debate, did the president get examined by a doctor or did he get a neurological scan? JEAN-PIERRE: Just to take a step back, it was a bad night, we understand that it was a bad night. JIANG: Tonight a top aide says he has not received any scan or exam, and the white house is stressing that Joe Biden can handle the job. announcing a flurry of events, traveling to Wisconsin and Pennsylvania in the coming days, holding a press conference next week and speaking to Democratic governors today. The White House firing back today saying the president is staying in. Here is Kelly O'donnell. KELLY O’DONNELL:: Tonight, President Biden's political future at the center of a storm. JOE BIDEN: We're going face this tough summer. O'DONNELL: As his only public event today focused on extreme weather and emergency management. For five days, the president has not answered reporters' questions. Mr. President, will you drop out of the race? O’DONNELL: He has relied on scripted remarks using a teleprompter. BIIDEN: We've invested a record more than $50 billion. O’DONNELL: The White House said today it wants to turn the page after a debate performance crisis that some Democrats say has raised questions. NANCY PELOSI: I think it's a legitimate question to say is this an episode or this a condition. O’DONNELL: Today the first public call to exit the race from a house Democrat. LLOYD DOGGETT: We must call on him to give the ultimate sacrifice of saying that he will step aside because that's the best way to save our country. O’DONNELL: Another Democrat with a warning. MIKE QUIGLEY: I just want him to appreciate at this time just how much it impacts not just his race, but all the other races coming in November. O’DONNELL: At The White House briefing today… KARINE JEAN-PIERRE: He had a cold and a bad night. I would not see this as an episode. O’DONNELL: Under repeated questioning, Karine Jean-Pierre defended the president as physically and mentally fit. Is anyone in The White House hiding information about the president's health or his ability to do the job day to day? JEAN-PIERRE: Absolutely not. O’DONNELL: The New York Times reports that in closed door meetings, several current and former officials noticed the president increasingly appeared confused or listless, or would lose the thread of conversations. New tonight, NBC News reports that first son Hunter Biden joined meetings with the president and senior staff this week in the West Wing. Reaction from senior staff described as, “what the hell is happening?” The White House had this explanation. JEAN-Pierre:He came back with his dad from camp David. He walked him into the speech prep, and he was in the room. O’DONNELL:: The White House says the president will do an on-camera interview Friday and a press conference next week. Tomorrow he is set to hold a video call with Democratic governors and talk with top congressional leaders for the first time since last week’s debate. Tom.
