The Venezuela Template Against Democracy

When the Washington Times were considering an investigative piece I wrote from Venezuela in 2002 on the leftist power grab by president Hugo Chavez they were hesitant at first. There was going to be a coup and Chavez would soon be history‚ one of the editors thought‚ not sure if the story was worth column space until tanks rolled up to the presidential palace. Venezuela’s leftist regime now stands as a regional power broker; swaying other governments‚ dictating terms to oil companies and intimidating neighbors‚ in alliance with Iran and Russia which have supplied it with billions of dollars worth of weaponry‚ including S-300 missiles and Sukhoi jet fighters. America’s well-tested system of legal checks and balances is proving resilient … and there are hopeful signs that Latin America may be turning around as well. This week the regime is bill boarding a prisoner swap arranged with the Biden administration as part of negotiations to ease economic sanctions on its oil trade imposed by president Trump. Two American ex green berets caught in a half baked coup attempt bearing hallmarks of a false flag operation some years ago‚ are being exchanged for a drug trafficker connected to top members of the regime captured in an international manhunt by U.S. federal agents. (READ MORE from Martin Arostegui: Russia Mounts Its Comeback) It’s difficult for most Americans to conceive that a country with astronomic inflation‚ massive exodus of refugees‚ a paralyzed oil industry‚ and a government until recently besieged by street protests‚ could stay in power let alone rise as a global player. But reality has overtaken assumptions and the worry now is that Chavez’s heir‚ Nicolas Maduro‚ may annex neighboring Surinam’s oil rich western border region of Esequibo and fatten his already dominant share of South America’s energy reserves.  Washington’s complacency about Venezuela could be partly attributed to an institutional reluctance to accept that Cuba’s bankrupt communist tyranny could continue acting subversively following the fall of the Soviet Union. But Fidel Castro turned out to be the mentor of Chavez who brought in thousands of Cuban advisors to run Venezuela’s security services and enforce his political control through social programs designed in Havana. Venezuela has also become “Iran’s base of operations in Latin America‚” says Dr. Evan Ellis‚ Latin America specialist at the U.S. Army War College. IRGC Quds Force officers are stationed there according to Pentagon reports. An Argentine ex intelligence officer‚ who asked to remain anonymous‚ says that the Iranians are running clandestine operations from Caracas to support Hezbollah cells being formed among Muslim communities throughout the hemisphere‚ possibly supplying Mohajer strike drones that are now being assembled at the army complex of Maracay outside Caracas. Washington’s slumber while Venezuela was snatched from under its nose may have also been induced by Cuban moles occupying sensitive positions at the State Department and the Pentagon‚ such as ambassador Manuel Rocha‚ charged as a Cuban spy last month by the FBI. Little is yet known about specific tasks Rocha performed for Cuba while mascarading as a conservative hardline republican. Bolivian international lawyer Christian Barrientos observes that Rocha’s 2000—2002 term as ambassador to Bolivia was marked by “extensive Cuban penetration of key institutions‚ universities‚ unions‚ syndicates and social organizations supporting the radical MAS movement of Evo Morales” which organized violent protests that toppled a pro U.S. government in 2003. Rocha’s personal attacks on Morales‚ denouncing his leadership of rural coca growers who supply the base ingredient of cocaine‚ are widely believed to have helped propel the leftist leader in the polls. He was elected president in 2005‚ turning Bolivia into Venezuela’s closest ally. “Rocha never seemed to mention Cuba” comments Barrientos “which should have been of more concern than the cocaleros.” (READ MORE: Russia and Iran’s Deadly Terrorist Diplomacy) Rocha could have also kept U.S. policy makers in the dark about Havana’s intentions when he served as Latin America advisor on the NSC. Declassified state department cables show that no one seemed to know anything about Chavez when he first erupted on the political stage as a putchist colonel in the 1990s. Nor was there knowledge about the “Bolivarian” movement of rebel officers that became the inner core of his government‚ when he won 1999 elections paraded as a social democrat in the New York Times. Policy makers would have also listened to the Latin America analyst at the Defense Intelligence Agency‚ Ana Belen Montes‚ arrested by the FBI as she placed calls to her DGI handlers at the Cuban UN mission on Sept. 11‚ 2001. She and Rocha were not paid agents‚ driven solely by ideological loyalty to “the leadership of the revolution” according to recordings made by federal investigators in their sting operation on the ambassador. If Cuba could get such high quality spies for free‚ Venezuela may be able to get more with money that the regime may soon have flowing in to its coffers. The Biden administration is allowing Chevron to resume Venezuelan oil shipments to US refineries‚ opening the way for Maduro to negotiate a similar deals with other oil companies such as Royal Dutch Shell‚ which he is also pressuring to freeze exploration in Surinam until Venezuela resolves the dispute over Esequibo. “He may be planning a gray zone operation along Surinam’s border region modeled on the Russian strategy in Donbass‚” says Dr Ellis. Venezuela appears to have become something of a template for ongoing leftist takeover attempts in Europe and even closer to home. Spain’s socialist president Pedro Sanchez‚ who just assumed the rotating presidency of the European Union‚ has taken a page from Chavez’s playbook by skirting his country’s constitution to cement alliances with extreme leftists and regional separatist groups to marginalize conservative opposition parties which won the largest share of votes in the last elections. The socialists joined a small party established by ex members of the Basque terrorist ETA‚ HB Bildu‚ which has known links to the Venezuelan regime which some of its members served in security roles‚ to dislodge the conservative mayor of Pamplona‚ placing the historic Basque city which inspired Hemingway’s classic novel The Sun Also Rises under separatist control. Sanchez has called for the EU to lift all sanctions on Venezuela and there are signs that Spain’s historically close relations with the U.S. military may be coming into question. Two Spanish army officers have recently been arrested for informing U.S. agencies about communist members of parliament who are supporters of Iran and Hamas. One lawmaker from the party Podemos recently circulated pictures of himself mingling with Palestinian gunmen in Gaza. The U.S. has maintained military bases in Spain for over a half a century which serve as key logistical waypoints for deployments to the Mideast. (READ MORE: Poland’s Liberal-Democracy Has Adopted Martial Law) Canada’s Justin Trudeau‚ a declared admirer of Fidel Castro‚ has been moving his country ever closer to a leftist dictatorship‚ using climate change and transgender legislation to muzzle the media while relentless political warfare waged by leftist democrats to block Donald Trump’s 2024 presidential bid is starting to resemble Venezuela’s systematic methods of criminalizing opponents. Exiles in the U.S. were quick to draw parallels between the FBI’s shock raid on Trump’s Mar-a-Lago estate last year and repression they have experienced. Trump’s subsequent series of arraignments also bear an eerie resemblance to the inquisitorial practices imposed on opposition leaders that I observed when there. The Venezuelan opposition candidate for president in elections scheduled for next year‚ Maria Corina Machado‚ has just been “disqualified” for hate speech. America’s well-tested system of legal checks and balances is proving resilient against bureaucratic abuses and there are hopeful signs that Latin America may be turning around as well. The newly elected president of Argentina‚ Javier Milei‚ vowed to “break ties with terrorist and communist states‚” singling out Venezuela‚ in his inaugural speech. He will have a tough job clearing up decades of leftist misrule by Peronistas and his success may depend on whether Washington can get clearheaded about supporting friends in Latin America‚ instead of aping its enemies. The New York Times on Those Repressive Latvians

“In a Baltic Nation‚ Fear and Suspicion Stalk Russian Speakers‚” announced The New York Times on December 18th: “In response to the war in Ukraine‚ Latvia has targeted residents with Russian passports as part of efforts to combat Moscow’s influence.”  The Times tells of two Russian-speaking residents who were told they must leave the country. The first was born in Latvia 63 years ago. The second arrived to work in a Soviet factory in 1980‚ and took Russian citizenship to get early retirement benefits. When Latvia regained independence in the 1991 “Singing Revolution‚”it “denied full citizenship to some Russian speakers because they could not pass a Latvian language test. They were issued ‘noncitizen’ passports‚ a status that allowed them to travel and guaranteed residency and full access to health care and social benefits. But it shut them out from many government jobs and national politics.” (READ MORE from Richard Langworth: Harvard Must Learn From Churchill and Conant) The article does include arguments favoring Latvia’s policies. Jānis Dombrava‚ a member of the Saeima (Parliament) says: “We can keep those who want to integrate but not those who are waiting for the return of the Soviet Union. They should leave.” We never read any articles about Latvians scattered across Russia‚ who never got home because of “a maze of bureaucracy‚” or other reasons. They don’t fit the Times’s narrative. The Times also provides comments by the kind and understanding Russian state media: Latvia is a “fascist-led country of Russophobes intent on creating a mono-ethnic state.” Vladimir Putin said Russian speakers are treated “like pigs.” Latvia‚ he adds‚ is preparing to dump them on Russia’s border “in wheelchairs.” This‚ he warned‚ would only lead “to clashes within their own country.” All the News That’s Fit To Tint The Times story was misleading in that it cited two examples out of thousands. It found both in Daugavpils‚ the closest Latvian city to Russia‚ where 80 percent of the populace is Russian-speaking. But after the article’s early scare paragraphs‚ we learn that one woman passed the language test and had her residency restored. The other woman‚ who didn’t pass‚ has not been expelled. Nor‚ despite “a maze of bureaucracy‚” have any others. “We are not rushing to expel anyone‚” says Ilze Briede‚ the head of Latvia’s migration department. Nobody‚ she adds‚ has been deported or is likely to be anytime soon. The deadline for compliance has been extended until 2025.”  So‚ before we fix the charge of ethnic cleansing and a new form of Aryan supremacy reminiscent of the Third Reich‚ perhaps we should consider reality. With Latvian forebears and having spent time there‚ this writer may have some to offer. (I visited just after independence‚ and bicycled the 400-mile coast from Lithuania to Estonia a few years later.) The Other Side of the Story 1) Latvia is a country where‚ as Churchill said‚ the people own the government‚ not the government the people; where they elect representatives to govern them; where they may say what they like and worship as they please. That makes them “people like us.” (Ukraine‚ by the way is none of those things — if banning opposition parties‚ shutting Orthodox churches‚ and muzzling the press are any indicators.) Latvia is also a NATO member. Judge that based on where it takes you. (READ MORE: The Great Oval Office Churchill Bust Swap) 2) Latvia is a welcoming country‚ and not just to tourists. Proportionately‚ it has admitted more Ukrainian refugees than the United States: 32‚000 to our 220‚000. Their number is proportional to 560‚000 in America. Ukrainians are now the fourth largest ethnic group after Latvians‚ Russians and Belarusians. 3) Latvia’s problem is not just 50‚000 Russian speakers in Daugavpils. It’s broader than that. When they regained independence‚ 40 percent of the population was ethnic Russian — the product of 50 years of Communist oppressors shuffling Russians in and Latvians out. It’s now down to 24 percent (450‚000) — not through pogroms or deportations but because many Russians went home when Communism ended‚ and Latvia reestablished its native language. (Yes‚ there is a language test for full citizenship‚ but only in basic conversational Latvian.) War and Remembrance The Times is right about one thing: Latvians have long memories. On my first visit‚ I asked a veteran of the Latvian Legion (organized by the Germans to fight the Russians‚ which they did‚ to a standstill in May 1945). He showed me flat farmland where they dug in against oncoming Soviet tanks — Shermans acquired by Lend-Lease‚ their white stars hastily repainted red. “But why did you fight with the Nazis?” I asked. “You have to remember‚” he said sadly: “We had to choose between barbarians.” On my second visit‚ we talked history with Mayor Teodors Eniņš of the coastal city of Liepāja (pronounced “Lee’-a-pie”). When I said “Churchill” he said “Yalta” — the fateful summit conference that had confirmed Soviet rule of the Baltic States and Eastern Europe. (Nick N.A./Shutterstock) “You should have nuked them in 1945‚” the mayor said quietly. Taken aback‚ I remonstrated. “We left Yalta with promises of free elections. It was all we could hope for. The Red Army held half the continent. The only alternative was war. No one would have that.  “Moreover” (warming to my subject)‚ “things could have been worse. Greece — thanks to Churchill’s “percentages agreement” with Stalin in 1944 — was liberated. So was Austria. Stalin agreed to fight Japan. All these promises he kept.” Mayor Eniņš was undeterred. “You should have fought them anyway. Think of all the trouble you would have saved yourselves — not to mention us.”  As we stood to leave‚ he pulled up his shirt‚ showing scars across his stomach. As a boy‚ he and his mates would visit the barb-wired beaches after curfew‚ walking backwards into the water to make it seem like invaders had landed. He’d been strafed by Soviet guards. “They had rifles and dogs.” How you think about these things often depends on how you grew up. Peace and Tolerance Given such attitudes‚ you might think Latvians would violently hate Russophones‚ but you’d be wrong. The historian Owen Rutter wrote of the republic in 1925: “To anyone who had seen the Latvian people at war‚ their gentle tolerance in peace was perplexing. By the brutally intolerant standards so common in the world now‚ one would expect the Latvians to have deported all the Baltic Germans‚ levied discriminatory taxes on the Jews…. Instead they pronounced amnesty for those who had fought against them [and offered] minorities full citizenship and free education.”  There were remarkable reforms: by allowing women to vote during the momentary Russian elections in 1905‚ Latvia became the first district in Europe with female suffrage; this continued during Latvia’s independence. The recent comments by Jānis Dombrava and Ilze Briede show this attitude is remains. (READ MORE: Old Victory’s Pride: Randolph Churchill’s Life With Father) It’s odd‚ don’t you think? We never read any articles about Latvians scattered across Russia‚ who never got home because of “a maze of bureaucracy‚” or other reasons. They don’t fit the Times‘s narrative — which seems always that civilized democracies are as bad as all those other countries. The Times even declares that according to German pollsters‚ 53 percent of Russian speakers in Latvia view Putin negatively. You could probably better that number if you asked Russian speakers in Russia — provided they dared give an honest answer. Richard M. 25 holiday Power Facts about energy and climate

If this year’s holiday discussions veer toward energy and climate issues‚ I’ve got you covered. Here are 25 facts that will make any honest person think twice about today’s anti-fossil-fuel narrative. As you sit down at the dinner table this holiday season‚ I expect many of you will find yourselves in conversations about energy and climate with friends and family who may have come to inaccurate conclusions‚ in part because they are missing a lot of the relevant facts. So‚ I’ve compiled 25 true‚ succinct‚ powerful facts about energy and and climate. Each “Power Fact” has significant implications and should make any honest person think twice about the anti-fossil-fuel narrative. Together these facts show that the world needs more‚ not less‚ fossil fuels for as many people as possible to be productive‚ prosperous‚ and safe from climate—a job that cannot be done by unreliable solar and wind. The 25 Power Facts are organized into 4 categories: · Fossil fuels make us far safer from climate. (4 facts) · Global fossil fuel use is increasing‚ and the energy-poor world needs even more to power life-saving machines. (5 facts) · The “green” movement catastrophizes the future climate side-effects of fossil fuels‚ which are completely masterable. (8 facts) · Unreliable solar and wind are not anywhere near able to replace fossil fuels. (8 facts) Fossil fuels make us far safer from climate. 1. Annual deaths from climate-related causes (extreme temperature‚ drought‚ flood‚ storms‚ wildfires) have declined 98% over the last 100 years‚ even as CO2 levels have risen.¹ 2. Even though Earth has gotten 1°C warmer in the last century‚ deaths from cold outnumber deaths from heat by 5-15x. Cold is more dangerous than heat on every continent. Even in especially hot countries such as India‚ cold-related deaths significantly exceed heat-related deaths.² 3. Near-term global warming is expected to decrease temperature-related mortality‚ avoiding more cold-related deaths than it will cause heat-related deaths—as it has over the past two decades.³ 4. Despite many incentives for global climate-related damages to go up—preferences for riskier areas‚ government bailouts—GDP-adjusted climate-related damages are flat.⁴ Global fossil fuel use is increasing‚ and the energy-poor world needs even more to power life-saving machines. 5. Fossil fuel use is 80% of the world’s energy and still growing despite 100+ years of aggressive competition and 20+ years of political hostility and massive solar and wind favoritism.⁵ 6. There is a desperate need for far more of the global-scale cost-effective energy that only fossil fuels can provide near-term: â…“ of the world uses wood and animal dung for heating and cooking‚ and 3 billion use less electricity than a typical American refrigerator.⁶ 7. Since 1980‚ India’s fossil fuel use has increased by >;700% and China’s by >;600%. In the same time frame‚ India’s life expectancy increased by 17 years and China’s by 14. ⁷ 8. China‚ which uses mostly coal to produce “green” tech‚ has over 300 planned new coal plants designed to last over 40 years.⁸ 9. Even nations with little or no fossil fuel resources have used fossil fuels to develop and prosper. E.g.‚ South Korea (83% fossil fuels)‚ Japan (85% fossil fuels)‚ Singapore (99% fossil fuels).⁹ The “green” movement catastrophizes the future climate side-effects of fossil fuels‚ which are completely masterable. 10. Climate warming is concentrated in colder areas of the world (such as the Arctic)‚ during colder times of day‚ and during colder seasons. (This means that future warming will occur more in cold situations where it saves lives than in hot situations where it causes problems.)¹⁰ 11. The most extreme UN sea level rise projections are just 3 feet in 100 years. (This is a completely masterable level.) There are already 100 million people on Earth living below high-tide sea level.¹¹ 12. Mainstream estimates say hurricanes will be less frequent and between 1-10% more intense at 2° C warming. (This is not at all catastrophic if we continue our fossil-fueled climate mastery.)¹² 13. The latest data on global hurricane frequency and intensity (Klotzbach et al 2022) shows no significant alarming upward trend.¹³ 14. It is common for leading media outlets to deliberately misrepresent the flat long-term hurricane trend. E.g.‚ the New York Times cherry-picked a starting point—the low point of 1980—to make a flat trend seem upward.¹⁴ 15. The National Oceanographic and Atmospheric Administration and the Intergovernmental Panel on Climate Change have made the point that any increases in hurricane frequency in records are likely due to increasing reporting‚ not actual frequency.¹⁵ 16. The US Annual Heat Wave Index from the EPA has said‚ “Longer-term records show that heat waves in the 1930s remain the most severe in recorded U.S. history.” (Today’s “reporting” would give you no indication that this is the case.)¹⁶ 17. Mainstream science is unanimous that the warming impact of CO2 diminishes (“logarithmically”) as it increases in concentration. Every new molecule of CO2 we add to the atmosphere has less of a warming effect than the previous one.¹⁷ Unreliable solar and wind are not anywhere near able to replace fossil fuels. 18. Battery backup for solar and wind is so expensive that just 3 days of global backup using Elon Musk’s Megapacks would cost $570 trillion‚ about 6X global GDP.¹⁸ 19. Solar and wind never provide the exact amount of electricity that is needed. Electricity requires exactly matching supply and demand‚ and solar and wind on their own exactly match supply with demand 0% of the time.¹⁹ 20. Even mild increases in demand for critical minerals involving solar and wind have led to scaling issues and cost increases. (What will the unprecedented demand increases of “net zero” plans lead to?)²⁰ 21. “Net zero” plans to scale solar and wind involve more than doubling the supply of half a dozen major mined materials per decade—even though they can’t point to any examples of any major mined mineral doubling that fast‚ even with pro-development governments.²¹ 22. 6 days after pledging to go all-EVs‚ California Governor Gavin Newsom told residents there wasn’t enough power to charge their EVs.²² 23. 80% of the world’s energy is not electricity. For non-electricity energy‚ solar and wind either can’t do what fossil fuel can—e.g.‚ airplanes or cargo ships—or are far more expensive.²³ 24. Our dependence on China for key components of solar‚ wind‚ and batteries is far greater than our dependence on Russia for fossil fuels.²⁴ Geographical distribution of the global EV battery supply chain 25.
