Morgan Wallen and Post Malone had a massive hit with “I Had Some Help,” their first collab together that was released last year on Posty’s debut country album F-1 Trillion. The song debuted at the top of the all-genre Billboard Hot 100 chart, where it would spend 6 weeks at #1, as well as the Hot Country Songs chart, where it remained for 7 weeks. The song is also nominated for Song of the Year, Single of the Year and Musical Event of the Year at the upcoming ACM Awards. So it’s no wonder they decided to team up for another one. Earlier this week, Morgan teased their next collaboration, a song called “I Ain’t Comin’ Back” from his upcoming album I’m the Problem.  But he didn’t make fans wait long for the new single, which dropped tonight. The theme of this song is actually a lot like “I Had Some Help,” in that it finds the singer accepting his own faults during a breakup but seeming to hint that it wasn’t entirely his fault either: “You called mе the devil Then you told mе where to go Go throw your pebbles I’ll be somewhere gettin’ stoned Girl, it ain’t my fault Ain’t no need to wait three days I might be a lot of things But I ain’t your savin’ grace” And like their last collab, this one has a pretty catchy chorus that’s sure to go viral all over social media: “Yeah, the night I said “I’m leavin'” I turned into Richard Petty Broke my heart, so I got even in my ’97 Chevy Now I’m walkin’ on this water, mixed with Johnnie Walker Black There’s a lot of reasons I ain’t Jesus But the main one is that I ain’t comin’ back” Not gonna lie, I think I may actually like this one even more than “I Had Some Help.” Written by Morgan and Post Malone along with Hardy, Ernest, Louis Bell and Ryan Vojtesak, the song is one of just 37 that will be included on his upcoming album, which will be released on May 16. Politics To Protect America, Fix our Defense Industrial Base Simple steps would bring significant economic benefits for manufacturers, veterans, and young people. Credit: Karolis Kavolelis/Shutterstock U.S. jets are hammering Houthi targets in Yemen. The campaign is meant to stop Houthi attacks in the Red Sea, which began in October 2023 after the start of the Israel–Hamas war. Since then, the Eisenhower Carrier Strike Group alone has expended over 770 munitions to degrade and deter the Houthis. That number includes 155 Standard-series missiles—almost as many as the U.S. produces each year. At a time when the U.S. faces a threat environment worse than anything it’s seen since WWII, this should serve as a stark reminder of the sheer inadequacy of the American defense industrial base (DIB). Increasing DIB output isn’t just a strategic necessity, but an economic opportunity. Workers, including veterans and young people, can benefit from an increased number of manufacturing jobs—if the federal and state governments take the steps necessary for such an industrial program to succeed. In order to create defense manufacturing jobs, it is important to realign the DIB’s broken incentive structure, a proposition outlined in a recent report, co-authored by me, from The Heritage Foundation. As we explain in the report, the congressional appropriations process is inconsistent, which creates unpredictability for industry. This inconsistency deters defense manufacturers from investing in new manufacturing capacity and workers. One way to create a sustained demand signal is for Congress to authorize an output-based grant program. Under such a scheme, the Department of Defense (DoD) would set target production capacity numbers per year. Whenever procurement fell short of the target capacity for a given year, the DoD would issue a grant covering the fixed costs involved in maintaining latent capacity. For example, if the DoD wanted a manufacturer to produce 300 Tomahawk missiles in a year, but it only ordered 250 in a given year, it would grant the manufacturer an amount equal to the costs associated with maintaining the latent capacity to produce the 50 unordered missiles. This would mean that the manufacturer wouldn’t lose money by maintaining that latent capacity, removing the incentive to reduce—and in the future not build—new capacity and workforce. But creating new jobs in the defense manufacturing base won’t achieve much if there aren’t workers to fill them. Currently, the U.S. suffers from a significant shortage of workers for the manufacturing base—something partially attributable to the decay of America’s educational system. Solving this problem requires training more workers and restoring accountability to post-secondary education, especially in trades and degrees relevant to the defense industrial base. One way to do this is by states adopting returned-value formulas. Such formulas, already in use by the Texas Technical College system, distribute funding based on student outcomes like post-graduation earnings. By structuring school funding this way, states can incentivize educational institutions to teach the skills most relevant to success in the workforce—something that would benefit both workers and job creators. Another way to ensure there are enough skilled workers for the DIB—and also to help veterans—is by improving SkillBridge, a DoD program that eases transition to civilian life by allowing members of the military to work and acquire skills at approved private companies toward the end of their service. Currently, companies aren’t allowed to reimburse servicemembers for housing or transportation relevant to participation in SkillBridge unless all their workers are offered that benefit. This biases participation in SkillBridge to companies located near military bases. SkillBridge should be revised to allow employers to reimburse SkillBridge participants for costs associated with participation. This will not only increase the size of the defense industrial base workforce, but also increase veteran employment.  In the DOGE era, minimizing taxpayer burden is vital. Fortunately, both widespread adoption of returned-value formulas at the state level and SkillBridge modifications are cost-neutral and pro-growth. And while output-based grant programs may entail some short-term costs, the long-term savings from increased predictability will at least partially (if not fully) offset those costs. The economic benefits that these changes would provide would be in addition to the national security advantages. In an increasingly perilous world, it’s paramount that the U.S. fosters a DIB capable of providing for America’s defense. However, success in this endeavor hinges on action by policymakers to fix the DIB’s broken incentive structure and fix America’s broken education system. To protect our country, we must do better. Foreign Affairs Trump Should Just Set a Ukraine Ceasefire Date The president is apparently frustrated that European states are sabotaging his peace process with Russia. There is a simple solution to that. Immediately prior to the Munich Security Conference, the Trump administration did what might be considered a quiet diplomatic masterstroke. It sent letters to European capitals asking them two specific questions: What they would be willing to provide to Ukraine, in order to contribute to the negotiation process and to be, in their own words, the adults in the room? And what they would be interested in doing, once the war ends, provided that the U.S. isn’t willing to provide peacekeeping forces to keep the peace in Ukraine? The result was chaotic, from European condescension about American isolationism and unilateralism—even though they are somewhat contradictory—to a European attempt towards a “coalition of the willing” trip-wire force to provide peacekeeping in Ukraine post-armistice, which has not so far materialized due to the minor but notable disadvantage of American unwillingness to oversee the process.  Yet the Europeans have managed to do something to wreck the peace process so far. While they cannot wage the war, they are perfectly capable of continuing to fund Ukrainian war aims, and thus far they have continued to do so, frustrating the American attempts towards a grand bargain with Russia. A recent report from the Economist demonstrates this tension: Another sign of the times is that Pentagon figures recently questioned one ally about why it was still supplying weapons to Ukraine—a challenge that was ignored. Diplomats in Washington also report that some Trump aides say privately that they are “fed up” with Europe’s effort to strengthen Ukraine. It shouldn’t be so, but it is, for a few reasons. The administration wanted an easy win in Ukraine, but the president is hamstrung by two competing interests in this case. In his own cabinet, other than Vice President J.D. Vance and his special envoy Steve Witkoff, no one seems to share his appetite for a grand bargain with Russia and a retrenchment from Europe. In fact, time and time again it appears he is being second-guessed by everyone from Secretary of State Marco Rubio to National Security Advisor Mike Waltz to the special envoy Keith Kellogg, almost all of whom are more hawkish on Russia than the president. The bellum omnium contra omnes onslaught against Europe on trade didn’t help either. Sticks should usually be accompanied by carrots. Instead, his tariff hostility was all sticks and no carrots, and resulted in Europe banding together to frustrate his peace initiative with Russia.  Finally, the Russians don’t trust Americans anyway, and are rightly worried about American domestic volatility and public passions; any peace deal negotiated by this administration might be discarded by the next without an act of Congress. As Hans Morgenthau noted, a rational grand strategy of a great power is incompatible with public passions. Autocratic states do not face that issue, and can determine their long-term grand strategy without having to worry about public opinion. Democratic states cannot do that without a treaty or an act of legislature. Trump is therefore at a disadvantage, trying to navigate diplomacy in a feudal way, but from within the confines of a legislative democracy.  Nevertheless, there is a way out. There are two logical ways to regain the peace momentum. First is the current approach, in which negotiations are ongoing while the war continues. One cannot be very optimistic about the end result. The process has too many cooks who can spoil the broth. A simpler solution is to set a date for a ceasefire—the Korean War or First World War model of peace. President Trump needs a win before the midterms. He can order his envoys to send another letter to European capitals, Kiev, and Moscow, setting a date for a ceasefire.  July 4, American Independence Day, is a good date. The process is simple. There will be a ceasefire and troop pullout from both sides, creating what would be a de facto DMZ along the line of contact. The occupied areas by Russia will remain as they are. The U.S. will stop any further aid, martial or financial, to Ukraine. The war will stop on a date and time fixed, similar to the First World War, and the negotiations will continue after about a future order and peacekeeping. If either Europe or Russia refuses to follow through, the U.S. will follow the advice of one of the greatest IR grand-strategists of this country, Kelly Clarkson, and “just walk away.” The structural reality is this: Europe isn’t capable of continuing the war without America, and, without America, European unity will split. If the Europeans do attempt to continue the war, the burden of the peace process should be on them as well. On the other hand, Russia is incapable of conquering the entirety of Ukraine.  It is not an American burden to bring all parties to the table and satiate their whims and changing war aims. The American president came to power committing to peace in Ukraine, but more than that, his commitment was to extricating American from the conflicts in Europe and the Middle East. There’s no potential loss here for him. If there is a ceasefire, he can claim that he achieved peace as he promised, and any breakdown of the ceasefire in future will not be on him. If there is no ceasefire, he can still blame Europe and Russia for not accepting his peace overtures. In 1904, President Theodore Roosevelt made a “proclamation of neutrality” during the war between Russia and Japan, arguing that “the United States are on terms of friendship and amity with both the contending powers.” It was a beautiful strategy executed well; it eventually compelled Japan and Russia to seek American stewardship of the peace process. But in order for them to come to that point, the U.S. had to let them wage war for a while first without interfering. It is time to return to that sage wisdom.
