Dismembered body parts found in plastic bags inside fridge of Bronx apartment‚ police say

New York City police are putting back together a man whose body parts were found in a refrigerator at a Bronx apartment and whose neighbors said that everyone knew he had been killed. NYPD chief of detectives Joseph Kenny said police were tipped off to the presence of a dead body at the fourth-story apartment on Nostrand Avenue‚ and when they investigated on Monday at about 7:10 p.m.‚ they found the body parts wrapped in black plastic. The victim was identified as 39-year-old Kawsheen Gelzer. A woman who lives at the apartment was identified as 45-year-old Heather Stines‚ and her husband was identified as 45-year-old Nicholas McGee. Neighbors told the New York Post that Gelzer went into the apartment in September and never came out‚ leading them to suspect that he had been murdered. “Everybody in the building knew it‚” said Dorothy Williams‚ a tenant of the apartment. “Everybody knew he went in there and never came back out. We all talked about it.” Law enforcement sources told the Post that the victim was a sex offender with a long rap sheet. He had been convicted of molesting a 12-year-old boy in 2005 and had at least five other arrests‚ including an assault on a police officer. Sources told the Post that Stines admitted to police that her husband killed Gelzer after an argument over a drug deal. She also reportedly told police that McGee was incarcerated in Virginia for allegedly trying to cash a fraudulent check. Another neighbor told PIX-TV that Stines had often fought with other residents of the building. A medical examiner will determine the cause of death. Tattoos reportedly found on the body parts matched with those known to be on Gelzer. Stines was taken to Brookdale Hospital for psychiatric observation. Nanny state: California state senator proposes mandating tech to block vehicles from going more than 10mph over speed limit

California state Sen. Scott Wiener‚ a Democrat‚ has proposed a bill that would‚ in part‚ require that vehicles manufactured or sold in the Golden State block the driver from going more than 10 miles per hour above the speed limit."Commencing with the 2027 model year‚ every passenger vehicle‚ motortruck‚ and bus manufactured or sold in the state shall be equipped with an intelligent speed limiter system‚" the measure states. "An intelligent speed limiter system required by this section shall operate passively and shall only be capable of being temporarily disabled by the driver of the vehicle."The vehicle's GPS location data could be utilized in conjunction with a speed limit database in determining the top speed the vehicle would be able to travel."As used in this article‚ 'intelligent speed limiter system' means an integrated vehicle system that uses‚ at minimum‚ the GPS location of the vehicle compared with a database of posted speed limits‚ to determine the speed limit‚ and electronically limits the speed of the vehicle to prevent the driver from exceeding the speed limit by more than 10 miles per hour‚" the measure notes.The mandate for the speed-limiting tech would not apply to emergency vehicles. "The alarming surge in road deaths is unbearable and demands an urgent response‚" Wiener said‚ according to a press release. "There is no reason for anyone to be going over 100 miles per hour on a public road‚ yet in 2020‚ California Highway Patrol issued over 3‚000 tickets for just that offense. Two baristas who beat up two men who allegedly tried to rob a Starbucks in Missouri were fired by the coffee chain for their heroic efforts. St. Louis police said 37-year-old Joshua Noe and 35-year-old Marquise Porter-Doyle rushed into a Starbucks on Dec. 17 with what looked like real handguns and demanded the employees hand over cash in the register. When the employee said he wasn't able to open the safe‚ Noe allegedly hit the employee in the head with his gun‚ but the gun shattered‚ and that's when the victims realized they had fake guns. Two of the baristas and some of the customers beat down the two would-be robbers and held Noe until police arrived. Porter-Doyle was able to escape‚ but police caught up with him later and arrested him. The two alleged robbers are facing a combined 20 felony charges for robbery‚ attempted robbery‚ and assault Instead of thanking the two employees‚ the company fired them.An attorney for the former barista Michael Harris says they are filing a lawsuit against Starbucks‚ according to the St. Louis Riverfront Times. The other fired barista was Devin Jones-Ransom. "Michael and Devin were promptly fired by the company without any explanation as to what‚ if any policy they violated‚ or what they should have done differently about the situation‚" said attorney Ryan Krupp. "Harris complied with the robbers' demands until it was no longer an option for himself and others‚" he explained. Krupp says that Harris acted out of fear that he might be killed. “I just wanted to do the right thing as a person and as an employee‚" said Harris in a statement. A representative for Starbucks released a statement about the lawsuit. "The safety and wellbeing of our partners (employees) and customers is always our first concern‚" the statement read. Stunning video captured the moment an alleged carjacker pulled over and abandoned a 2-year-old boy who was in the car he stole during an incident in Oakland. Bystanders took care of the boy until police could arrive and reunite him with his mother. The car with the boy was allegedly stolen outside of the mother's home in Oakland on Tuesday. The video that was obtained by KGO-TV showed the alleged carjacker carry the boy out of the car and drop him off on the street outside a warehouse in San Leandro. A minute later‚ a bus stops near the child and a bus driver comes out to help him. Other bystanders are seen taking care of the child. The boy was found four miles away from his mother's home in Oakland. KGO also captured the moment police reunited the boy with his mother. The mother was able to help the police by realizing that she had left her cellphone and Airpods in the stolen car. She was able to obtain the location of the stolen vehicle by signing in to the Find My Phone application. Police found the car in the parking lot of a McDonald's fast food restaurant. "The mother was able to give us continuous updates‚ at one point showing that the device appeared to be on Tiburon Boulevard‚" said Marin County Sheriff Adam Schermerhorn. "The security camera footage showed a male and a female exit the stolen vehicle and then leave going northbound behind the McDonald's." Police said they were able to find the two suspects sitting a nearby bus stop. Law enforcement records say that 34-year-old Viorel Andrei Morari of Oakland was arrested on suspicion of kidnapping‚ child abuse‚ and carjacking‚ among other offenses.
