In 2024, star Mads Mikkelsen said, “It’s no secret that all of us who were part of the cast and Bryan, we all want to go back.” In 2022, Fuller himself said that “everyone would love to return if we had the opportunity.” That everyone includes both stars, Mikkelsen and Hugh Dancy, and much of the rest of the incredible cast as well. (Put Caroline Dhavernas back on American TV, please!) Recently, though, Fuller has gotten more specific. In September, he talked about wanting to make Silence of the Lambs with Zendaya in the Clarice Starling role—and with Mikkelsen playing Hannibal Lecter again. As Bloody Disgusting reports, Fuller has a lot more to say on the topic in an upcoming episode of the Horror Queers podcast. As is so often the case, it turns out that one big roadblock against making more Hannibal is the rights to the material. “Right now, it’s a little complicated since Martha de Laurentiis’ passing,” Fuller says. “The rights are in the process of reversion to Thomas Harris. MGM/Amazon has some. They’re all being navigated in a way that is going to be a little trickier to iron out now. They’re in process, and I keep on touching base and trying to encourage folks to get back together.” It sounds like part of his interest in Silence of the Lambs is that it may be more clearly available; Fuller says that a Lambs adaptation “may be free of certain obligations to include Gaumont [International Television], who is the studio on Hannibal. You can’t copyright a performance, you know? So there are things that we’re trying to figure out if we can get away with that would make it an easier path that might shake the possibilities loose of things that we might be hindered from doing at this point, given the status of the rights.” But he does have a plan for a fourth season of Hannibal—though he’s understandably somewhat vague about it. Fuller says he was “frustrated” with the show’s first season, which “felt a little more like traditional television.” “I thought Season 2 was better,” he says. “Season 3, I was like, ‘Okay, this is what we should be doing. This is what I want to be doing. This is the type of storytelling that I think the show can do. And there are a lot of people who don’t like Season 3, and I was like, ‘Well then, you really don’t want a Season 4, because that’s it.’ If you’re not down with Season 3, then you’re not going to be grooving on the plan for Season 4 because it’s following that arc.” The show’s third season is, like the rest of Hannibal, complicated, psychological, strange, and more of all of these things than previous seasons. It tackles Thomas Harris’s Red Dragon and ends in such a way that some people might wonder how it would be possible to continue the story at all. (It wouldn’t be the first time someone on this show seemed dead, only to have been artfully pushed to the brink of death, but not over it, by Hannibal.) An Entertainment Weekly review of the final season’s premiere episode gives a pretty solid impression of the whole thing: “The sumptuous cinematography, the abstract imagery, the fluid editing, the jazzy-industrial score, and the deeply felt minimalism of Mads Mikkelsen’s performance work together to create an effect so rich, it’s like mainlining crème brûlée with your eyes.” Please, Bryan Fuller and assorted rights holders and network execs, we would like another serving. Delivering on President Trump’s Call To Strengthen Foster Care: A Home for Every Child

President Donald Trump recently signed the executive order, “Fostering the Future,” a landmark action advancing first lady Melania Trump’s whole-of-government commitment to improving outcomes for children and youth in or at risk of entering foster care. At the Administration for Children and Families (ACF), we are answering this call through “A Home for Every Child,” a new national initiative aimed at right-sizing the ratio of foster homes to the number of kids in the foster care system, because every child deserves a family. The Challenge For too long, America’s foster care system has been stretched thin. For every 100 children in foster care, only 57 licensed foster homes are available. That gap isn’t just a statistic—it means toddlers spending nights in office buildings, teenagers shuttled between hotels, and siblings separated not for safety, but for lack of space. It means overuse of congregate care, such as group home settings. When there aren’t enough homes, states turn to temporary placements that are unstable, costly, and often damaging to a child’s well-being. Every study tells us the same thing: children grow best in families. Our mission at ACF is straightforward: homes waiting for kids—not kids waiting for homes. Lessons from the Field Before coming to Washington D.C., I led Idaho’s child welfare system. Like most states, we once relied on short-term rentals for children because there weren’t enough foster families. It was unacceptable, and we ended it. We focused on one key metric: the number of foster homes per 100 foster children. In just one year, Idaho grew from 74 homes per 100 kids to 104. We no longer place children in short-term rentals, and we reduced reliance on congregate care by more than 30% by focusing on putting the right youth, in the right place, for the right amount of time. How did Idaho right size the ratio? We cut through the clutter and focused on what truly matters. Sure, we faced skepticism about the measure. “It’s too simple.” “It lacks nuance.” “You should focus on placement stability, caregiver retention, or social worker caseloads.” But we succeeded by guiding every decision with two questions: How do we increase the right number and types of high-quality foster homes? How do we safely reduce the number of children entering foster care and speed time to permanency for those already in care? The answers led us down a path of action and rapid cycle innovation. First, we got out of our own way by revising outdated rules that discouraged families from stepping forward. Then, we expanded prevention services, strengthened legal advocacy, shortened adoption timelines, and used data to accelerate permanency. We streamlined foster family licensing, supported kin caregivers, and launched faith-based outreach. We built partnerships with other departments within the state, local businesses, and nonprofits to celebrate foster families—offering free park passes, fishing licenses, and other community perks. These small gestures helped turn a system often associated with crisis into one associated with purpose and pride. A single, visible measure–the number of foster homes per 100 foster children–focused our entire agency. Some ideas worked, some didn’t, but we tracked progress, adjusted course, and made real change. That same clarity and resolve must now guide our national approach. ACF’s Organizing Principle “A Home for Every Child” is more than a slogan—it’s our organizing principle. It will drive our every action. We will align federal funding, technical assistance, and policy guidance with this goal. We’ll break down silos, so housing, behavioral health, and workforce supports work together rather than at cross-purposes. And we’ll double down on prevention to keep families intact whenever it’s safe to do so. We’ll also hold ourselves accountable to a primary benchmark, “Does a state have more foster homes available than foster children in need of placement?” while also working with states on wraparound measures to ensure the safety and well-being of children. To that end, ACF will leverage all $12 billion of its annual federal funding for foster care and child welfare to advance this mission. ACF will empower states and tribes with broader latitude to develop community-specific interventions to achieve this goal. And when outdated bureaucracy stands in the way, we’ll clear it away. We’ll rethink 300-page annual reports that mostly recycle old content. We will ask if “Program Improvement Plans (PIP)” have not produced measurable success in 25 years, should the PIP itself be placed on a PIP? And with each program we will continue to ask why or how. Why do we silo child welfare funding into so many programs with so many strings attached? Why do we pay more to administer the foster care program than we pay foster parents in monthly maintenance payments? Why do we require states to submit more than 200 data points annually on child welfare but not the most basic of measures: the number of foster families in each state? Why do we allow Social Security survivor benefits to be stolen from foster youth who are rightly entitled to them? How do we ensure youth who age out of foster care don’t end up homeless? How do we improve policies to ensure the safety of substance-exposed infants? As Trump directed in his executive order, we will eliminate “high-cost, low-value” mandates so states can focus on what matters most—the children. We’ll promote best practices to improve outcomes, and we will make sure all foster youth know which resources are available to them, and how to access them. A CALL TO ACTION This is a moment of opportunity. With leadership from the president and first lady, we can transform the child welfare system to one that is family-centered, data-driven, and results-focused. We can clear away the clutter and give states flexibility to truly focus on their highest order needs. But the federal government cannot do it alone. We need to work with states, counties, tribes, nonprofits, private partners, faith communities—and most importantly, families willing to open their homes and hearts. The first lady’s initiative creates a pathway for everyone to participate, in whatever way they can, to improve the lives of foster youth across the nation. At ACF, we are all in. Rep. Eric Swalwell, D-Calif., has announced he is running for California governor in 2026 election, pitching himself as the candidate who will go after the “corrupt” President Donald Trump. Swalwell announced his campaign on “Jimmy Kimmel Live!” Thursday night. “I love California. It’s the greatest country in the world,” Swalwell told the comedian. “But that’s why it pisses me off to see Californians running through the fields where they work from ICE agents or troops in our streets. It’s horrifying.” After announcing his bid on the controversial late-night show, Swalwell posted a video on X early Friday morning that focuses on his efforts to oppose Trump. The next governor of California will have only “two jobs,” according to Swalwell. The first is to “keep the worst president in our history out of our homes, out of our streets, and out our lives.” The ad shows scenes from “No Kings” protests as Swalwell claims, “No one will keep Californians safer. No one.” “Californians will never bend the knee,” the California congressman adds. Swalwell also touted his efforts to impeach Trump in the president’s first term. “Nancy Pelosi selected me for the Intelligence Committee and to help lead the impeachment of a corrupt president,” Swalwell boasts. The congressman, along with now Sen. Adam Schiff, D-Calif., were both removed from their roles on that Intelligence Committee at the start of the 118th Congress in 2023. Swalwell was also an impeachment manager for the second failed impeachment effort. The second job of the next governor is to “bring us a new California.” California needs a fighter and protector. California’s 14th Congressional District, which he represents, is a D+20 district and the 59th most liberal district in the country, according to The Cook Political Report. Even without former Vice President Kamala Harris running, Swalwell isn’t the only Democrat in the field. Former California Rep. Katie Porter is also running. Sheriff Chad Bianco of Riverside County, as well as political commentator Steve Hilton, are running as Republicans. A campaign spokesperson for the Bianco clashed out against Swalwell and current Democratic Gov. Gavin Newsom in a statement to The Daily Signal. “Eric Swalwell lacks the integrity and judgment that will be critical to restore California after 8 years of Gavin Newsom’s disastrous leadership. The latest public polling has shown that Californians are rallying to Sheriff Bianco’s campaign because they know they need a sheriff as their next Governor,” the spokesperson said. The Daily Signal reached out to the Swalwell campaign, the Porter campaign, and the Hilton campaign, but did not receive comment upon publication. Looks like Morning Joe forgot to lug along the seven-second-delay machine when it moved from MSNBC to MS NOW. Back in 2008, we noted that Morning Joe had instituted the seven-second delay two days after Joe Scarborough dropped an F-bomb. Scarborough went potty mouth again today. It came in response to Speaker Mike Johnson's and White House press secretary Karoline Leavitt's comments on the video released by six congressional Democrats telling members of the US military they can refuse to obey illegal orders. Leavitt said: "So these members knew what they were doing. They were leaning into their credentials as former members of our military, as veterans, as former members of the national security apparatus, to signal to people serving under this Commander-in-Chief, Donald Trump, that you can defy him and you can betray your oath of office." Johnson said: "It was a wildly inappropriate thing for so-called leaders in Congress to do, to encourage young troops to disobey orders. I mean, think of what the threat that is to our national security and what it means to our institutions. We have got to raise the bar in Congress. This is out of control and is wildly inappropriate. Scarborough said: "He lies so pretty. I mean, it's too easy for him to lie." Willie Geist added "clutching the pearls," like a good sidekick. Then Scarborough added:  "They're lying through their f---ing teeth."   Scarborough pronounced the first four letters of the F-bomb out loud, only stopping himself before completing the word with the "-ing." Scarborough's vulgar outburst elicited raised eyebrows [see screencap] from his wife and co-host Mika Brzezinski. But she quickly transitioned to playing defense for Joe: "He didn't say it. It was just half."  Scarborough repeatedly referred to Speaker Mike Johnson as "Mikey," and mocked his Christianity: "I guess the Bible said, bear false witness against your brother. Is that what Mike's Bible says? Bear false witness, keep the illegal word out of there, so it means just the opposite of what Mikey knows it means?" How bravely transgressive—right up there with dropping f-bombs! Here's the transcript. MS NOW Morning Joe 11/21/25 6:14 am ET JOE SCARBOROUGH: This was a guy, I think, I can't remember, was he the one that said that he was going to be ruling by the Bible, what the Bible said?  WILLIE GEIST: He is. SCARBOROUGH: I guess the Bible said, bear false witness against your brother. Is that what Mike's Bible says? Bear false witness, keep the illegal word out of there, so it means just the opposite of what Mikey knows it means?  GEIST: And you had Karoline Leavitt, from the podium yesterday, saying that these Democrats are telling troops that they can betray their oath. No, the call was to uphold the oath and not to commit illegal acts.  SCARBOROUGH: Once again, just the opposite. They are literally saying, this is Orwellian. They're literally saying just the opposite of what is true. They're lying to the American people. People on other news channels are lying to the American people. They are literally saying, you have to uphold your oath. . . .   KAROLINE LEAVITT: So these members knew what they were doing. They were leaning into their credentials as former members of our military, as veterans, as former members of the national security apparatus, to signal to people serving under this Commander-in-Chief, Donald Trump, that you can defy him and you can betray your oath of office.  . . .  MIKE JOHNSON: It was a wildly inappropriate thing for so-called leaders in Congress to do, to encourage young troops to disobey orders. I mean, it's too easy for him to lie.  GEIST: Clutching the pearls.  SCARBOROUGH: Clutching the pearls. Yep. The fainting couch. You know, it was very rude of those press members to be standing all around. He had a fainting couch. It was beautiful. Beautiful pink satin fainting couch with all the frills. He was going to just [puts on deep South accent] flop over. I tell you, he was so shocked and stunned.  These people are lying through their f---ing, through their teeth. Infamous YouTube prankster Jack Doherty faces serious jail time after a run-in with police in Miami Beach last weekend.The charges — which include possession of a controlled substance, possession of 20 grams or less of marijuana, and resisting an officer without violence — could get the baby-faced boor up to seven years in prison.'After we duel, sir.'After going viral with his "flipping" videos as a teen, Doherty has amassed a huge following — and a reputation for obnoxious public behavior — over the last decade.Doherty was filming content for his over 15 million YouTube subscribers while parked in the middle of the street in Miami when local police asked him to move. That's when the trouble began.In a video uploaded to TikTok, Doherty is heard responding to the request by telling police, "I challenge y'all to a duel," as he plays a gambling app on his phone. Repeated requests by the police were met with the same response. Another misdemeanor, resisting an officer without violence, was also charged.The Populist Times reported, however, that Doherty was charged with possession of amphetamines and cited another video where police were visibly upset with the young male."You think you’re funny?" a uniformed officer asked Doherty. Despite numerous setbacks, President Donald Trump remains committed to ending the war between Russia and Ukraine — a war that has resulted in over a million casualties and turned much of Eastern Ukraine into drone-netted wasteland.To this end, his administration has drafted a 28-point peace plan that would give both warring parties something they want: for Russia, concessions to much of the land it presently occupies in Eastern Ukraine; and for Ukraine, a NATO-style security guarantee from the United States.'We're back to square one.'Ukrainian President Volodymyr Zelenskyy initially expressed a willingness to work with the administration on the plan, which was presented to him in writing on Thursday by U.S. Army Secretary Dan Driscoll, but he has since joined others in casting doubt on its workability.The planSecretary of State Marco Rubio noted on Wednesday evening, "Ending a complex and deadly war such as the one in Ukraine requires an extensive exchange of serious and realistic ideas. "That's how you get to a peace negotiation."The plan's 28 points as of Thursday are as follows, according to Axios and Agence France-Presse:Ukraine's sovereignty will be affirmed.A comprehensive non-aggression agreement between Russia, Ukraine, and Europe will be established, thereby settling all ambiguities of the last 30 years.The expectations that Russia will not invade neighboring countries and that NATO will not continue its expansion will be codified.A U.S.-mediated dialogue will be scheduled between Russia and NATO in order "to resolve all security issues and create conditions for de-escalation in order to ensure global security and increase opportunities for cooperation and future economic development."Ukraine will receive an explicit security guarantee — apparently from the United States.Ukraine's military will be limited to 600,000 personnel.Ukraine will codify in its constitution a prohibition on its joining NATO, and NATO will agree to statutorily forbid Ukraine's admission in the future.NATO will agree not to station troops in Ukraine.European fighter jets will be stationed in neighboring Poland.The U.S. will receive compensation for its guarantee; invalidate the guarantee if Ukraine invades Russia or fires a missile at Moscow or St. Petersburg without cause; and revoke recognition of the new territory and respond both militarily as well as with global sanctions if Russia invades.Ukraine will be eligible for membership to the European Union and enjoy special access to the European market in the meantime.The U.S. and other parties will help rebuild Ukraine.Russia will be reintegrated in the the global economy.Frozen Russian assets will be poured into American-led efforts to rebuild Ukraine — a venture from which the U.S. will receive 50% of profits.A U.S.-Russian working group on security issues will be established to ensure compliance with all provisions of the agreement.Russia will codify a policy of non-aggression toward Europe and Ukraine.The U.S. and Russia will "agree to extend the validity of treaties on the non-proliferation and control of nuclear weapons, including the START I Treaty."Ukraine will agree not to acquire or develop nuclear bombs.The Zaporizhzhia Nuclear Power Plant will be launched under the supervision of the International Atomic Energy Agency and distribute electricity equally between Russia and Ukraine.In addition to both nations implementing educational anti-discrimination programs and guaranteeing the rights of Ukrainian and Russian media and education, Ukraine will deal with its Nazi infestation and adopt EU rules on religious tolerance and the protection of linguistic minorities.The U.S. will recognize Crimea, Luhansk, and Donetsk as de facto Russian; Kherson and Zaporizhzhia will be divided along the current line of contact; Russia will cede other territories under its control outside the five regions; and Ukrainian forces with abandon the part of Donetsk Oblast currently under their control, which will become a neutral demilitarized buffer zone.Once the territorial arrangements are settled, neither Russia nor Ukraine will attempt to change them by force.Russia will not prevent Ukraine from using the Dnieper River for commercial activities, and agreement will be made on the free transport of grain across the Black Sea.A humanitarian committee will be established to deal with prisoner exchanges as well as the return of remains, hostages, and civilian detainees. A family reunification program will also be implemented.Ukraine will hold elections in 100 days.All parties involved in the conflict will receive full amnesty for their actions during the war and agree not to consider any complaints in the future.The agreement will be legally binding, and sanctions will be imposed for violations.The ceasefire will take effect immediately after both sides retreat to agreed points and begin implementing the terms of the agreement.Flies in the ointmentEuropean diplomats and other establishmentarians immediately began clutching pearls over the plan, apparently convinced that there is yet a better way to resolve or win what is effectively an 11-year-old war."We're back to square one," one senior European official told the Financial Times.Another European diplomat working on a response to Trump's plan said, "It basically means capitulation [to Moscow].""For any plan to work, it needs Ukrainians and Europeans on board," said European Union foreign policy chief Kaja Kallas. "We haven't heard of any concessions on the Russian side."RELATED: Orbán emphasizes to Trump that Hungary survives today as Christian 'island of difference in a liberal ocean' Photo by Anna Moneymaker/Getty ImagesFrench Foreign Minister Jean-Noel Barrot said, "Peace cannot be a capitulation."'Our red lines are clear and unwavering.'Former House Speaker Newt Gingrich, for instance, suggested that the plan was a "surrender agreement," adding that "Ukrainian courage and patriotism should not be betrayed by Americans growing tired of stopping evil."Douglas Murray, a gay neoconservative who complained last year that the West was "drunk on peace," wrote in his New York Post column, "Perhaps this is just an opening gambit, but it must be clear to any observer that these are not terms that any Ukrainian government could agree to."The Institute for the Study of War said that "the stipulations of the reported 28-point Russia-U.S. peace plan amount to Ukraine's full capitulation to Russia's original war demands."Zelenskyy, whose presidential term officially ended 18 months ago, initially broke from the naysayers, tweeting on Thursday, "Our teams — of Ukraine and the United States — will work on the provisions of the plan to end the war. We are ready for constructive, honest and swift work."However, in a 10-minute address on Friday to his beleaguered nation, Zelenskyy framed the choice of accepting the peace plan in dire terms."Now the pressure on Ukraine is one of the most difficult. Now Ukraine may find itself facing a very difficult choice: either the loss of dignity or the risk of losing a key partner," Zelenskyy said. "Either [Trump's] 28 points or an extremely difficult winter, the most difficult and further risks — life without freedom, without dignity, without justice."The previous day, Zelenskyy stated, "It is important that the outcome be a dignified peace."Kristina Gayovishin, Ukraine's deputy permanent representative to the U.N., effectively told the globalist body's security council that concessions to Moscow and military reductions were off the table."While Ukraine stands ready to engage in meaningful negotiations to end this war, our red lines are clear and unwavering," Gayovishin said. "There will never be any recognition, formal or otherwise, of Ukrainian territory temporarily occupied by the Russian Federation as Russian. Our land is not for sale.""We will not accept any limits on our right to self-defense or on the size and capabilities of our armed force," the Ukrainian diplomat continued. "Nor will we tolerate any infringement on our sovereignty, including our sovereign right to choose the alliances we want to join."Gayovishin added, "Nothing about Ukraine without Ukraine.
