Are China-Linked Organizations Affecting US Environmental Policies?

China-linked entities have their fingerprints on climate lobbying and lawsuits in the U.S., causing alarm among some lawmakers and watchdog organizations.  “I don’t know the intentions. But whatever the intentions, policy after policy demonstrably strengthens China and weakens the United States,” Scott Walter, president of the investigative think tank Capital Research Center, told The Daily Signal of the green policies pushed by environmental groups that work with or receive funding from China.  “The most obvious is forcing green energy and subsidies [for green energy]. China overwhelmingly procures the outputs,” Walter continued. “We are literally subsidizing China’s industry. Americans don’t want electric vehicles and electric stove mandates. And who makes most of the parts for these electric appliances? It’s not the U.S. It’s China.” Though China is one of the world’s biggest polluters, it is also the largest supplier of green energy products. China supplies 78% of the world’s solar cells, 80% of the world’s lithium-ion battery chemicals, and 73% of the world’s finished battery cells, according to Just Facts, a research organization.  But U.S.-based environmental organizations contend their partnerships with these entities make sense because global climate change problems can’t be addressed without working with organizations in China because of the impact of its massive carbon emissions on the rest of the world. Further, the groups stress that China-linked dollars used to fund these organizations are not used to affect U.S. policy.  “We work in China for one reason: There’s not a single global environmental problem that the world can confront unless China is part of the fix,” Natural Resources Defense Council spokesperson Josh Mogerman told The Daily Signal in a statement.  Push for Transparency On June 25, a Senate subcommittee held a hearing titled “Enter the Dragon—China and the Left’s Lawfare Against American Energy Dominance.” Kansas Attorney General Kris Kobach, a Republican, was a witness at the hearing.  In an interview with The Daily Signal, Kobach noted that an organization called the Chinese-American Planning Council lobbied the state of New York to pass the Climate Change Superfund Act to impose retroactive fines on fossil fuel producers. This led to 22 states—including Kansas—to sue New York state over the act and its fines. Plaintiffs argue the superfund would raise energy prices nationally.  “China’s involvement was crystal clear in lobbying for the superfund law in New York,” Kobach told The Daily Signal. “We don’t have a clear picture of who is funding the county and local lawsuits against fossil fuel companies. But China has such a huge interest, it stands to reason they are probably also engaged in state and local litigation.” A spokesperson for the New York-based Chinese-American Planning Council, which was established in 1965, did not respond to phone and email inquiries for this story this week or last week. The group’s website shows it has advocated for the superfund law. Two bills in Congress would require more transparency regarding who is paying for the lawsuits.  Rep. Ben Cline, R-Va., introduced the Protecting Our Courts From Foreign Manipulation Act. Cline’s bill would require the Justice Department’s National Security Division to report on foreign funding in federal litigation. The legislation would also require any foreign person or entity to disclose if it is a third-party funder of a civil lawsuit in federal court. “In recent years, foreign adversaries like the Chinese Communist Party have grown bolder in their efforts to infiltrate and manipulate America’s legal system,” Cline told The Daily Signal in a statement. “Through third-party litigation funding, these actors aim to influence legal outcomes in ways that serve their political interests and threaten our national security.” Cline added, “We must not allow the CCP or any foreign entity to undermine our legal institutions or the rule of law in the United States.” A bipartisan version of the Cline bill was introduced in the Senate in 2023.  Meanwhile, Rep. Darrell Issa, R-Calif., was the lead sponsor earlier this year of the Litigation Transparency Act of 2025, which would require the disclosure of those parties getting payments in civil lawsuits and the disclosure of the financing agreement between investors in and parties to these civil actions. Climate Collaboration Backed by China A big funder of U.S. climate groups has been the Energy Foundation China, based in San Francisco. The foundation’s president and CEO is Ji Zou, a former deputy director general of China’s National Center for Climate Change Strategy and International Cooperation, which is part of the Chinese government’s National Development and Reform Commission, according to the organization.  Zou was also a member of the Chinese climate negotiation team leading up to the Paris Agreement, a multilateral climate deal which the Obama administration entered with China in an attempt to reduce carbon emissions.  David Vance Wagner is the Energy Foundation China vice president for strategic development. He was previously a China counsellor in the Office of the Special Envoy for Climate Change at the State Department, and helped lead U.S.-China collaboration on climate, according to the Energy Foundation China.  “Energy Foundation China (EFC) is an independent grantmaking charitable organization that provides funding for research and capacity building related to climate change and China,” Wagner told Fox News last month amid criticism of the organization. He added, “All grants we make support projects related to climate change and China, and are in no way related to influencing U.S. energy policy. EFC does not accept funding from any government or political party.” Wagner went on to say: “Neither the Chinese government nor the CCP fund, direct, or control EFC or our grant-making decisions. We are compliant with all U.S. and Chinese laws and regulations and do not lobby or support electoral activities in any country.” The Energy Foundation China did not respond to multiple email inquiries for this story last week and this week. The group’s website says over the past 25 years, it funded more than 4,000 projects, with total of more than $500 million.  “Our work is currently focused on China given the scale of its energy sector and its role in global emissions,” the website says. It adds, “Despite geopolitical tensions, meaningful engagement in China on climate change, emissions reductions, and supporting the clean energy transition is in everyone’s interests.” The coordinated campaign of pushing so-called green policies and green litigation in the United States is the strategic alliance of “leftist billionaires, radical environmental organizations, and the Chinese Communist Party,” Sen. Ted Cruz, R-Texas, said at the hearing last week of the Senate Judiciary Subcommittee on Federal Courts, Oversight, Agency Action, and Federal Rights. “One of the primary vehicles for this alliance is Energy Foundation China, which has funneled upwards of $12 million to U.S.-based climate advocacy groups,” Cruz said. “This money isn’t going to tree-planting campaigns or to science fairs. It’s flowing directly to aggressive litigation outfits like the Natural Resources Defense Council, the Rocky Mountain Institute, and the World Resources Institute—organizations that routinely file lawsuits trying to block [oil and gas] pipelines.”  The World Resources Institute denied any role in litigation.  “World Resources Institute is a nonpartisan nonprofit organization that produces data-driven research. WRI does not participate in litigation or direct legal actions by others,” World Resources Institute spokesperson Allison Cinnamond told The Daily Signal.  In 2017, the Rocky Mountain Institute, an environmental think tank, issued a report along with the Chinese government’s National Development and Reform Commission and other organizations. According to the report, the goal was to reach “a common factbase for how China could use energy efficiency and renewable energy to meet the growing demand of its population for a clean, low-carbon, efficient, safe, reliable, and cost-effective modern energy system.” The RMI does not engage in litigation, a spokesperson noted. Further, all of the Energy Foundation China funding that it has received has been focused on tackling pollution in China, not shaping U.S. policy, the spokesperson said.  “All of RMI’s work supported by Energy Foundation China, which is a U.S.-based charitable organization, is focused squarely on the energy transition inside of China,” Rocky Mountain Institute spokesperson Dina Cappiello told The Daily Signal. “It is factually inaccurate to state or imply that any of these funds were related to our U.S.-based work.” The Rocky Mountain Institute works in China for a straightforward reason, she said. “RMI works in China because it is the world’s single largest source of energy demand and the world’s largest emitter of heat-trapping pollution, accounting for roughly a third of each.” “Solving energy resource issues cannot happen without engaging China, nor can solutions solely depend on China,” Capiello continued. “RMI has shared its independent research and analysis with governments all over the world, including the U.S., China, India, and many others; diverse policymakers; corporations; and researchers and fellow nongovernmental entities, in order to accelerate the adoption of market-based solutions for efficient, affordable, resilient, and clean energy.” The Natural Resources Defense Council also denies using China-linked resources to shape U.S. policy.  “When developing our institutional positions—in the United States, India, China, or anywhere else in the world—we rely on our U.S.-based senior leadership and board of independent trustees, and no one else. We do the bidding of no government, in this country or any other,” said Mogerman, the spokesperson for the Natural Resources Defense Council. “NRDC does not take money from the Chinese government. NRDC used grant funding from the Energy Foundation China exclusively for work to help China cut pollution, not for U.S. advocacy or litigation,” Mogerman said. “Any assertion to the contrary is false.” The California-China Climate Institute Former California Gov. Jerry Brown launched the Californian China-Climate Institute at the University of California, Berkeley in 2019. The California-based institute partners with the Institute of Climate Change and Sustainable Development at China’s Tsinghua University, according to the Capital Research Center. That is the same Chinese university where hackers probed U.S. companies and government offices for espionage purposes in 2018, Reuters reported. “The [California-China Climate Institute] was established to study and recommend actions to reverse catastrophic global warming, which can only be done if China—the world’s largest climate polluter—does its part,” an institute spokesperson told The Daily Signal in a statement.  The California institute is affiliated with both the University of California Berkeley School of Law and the Rausser College of Natural Resources. Varginha UFO Incident: New Witnesses and a $200,000 Reward for Alien Video

Courtesy of James FoxIn 1996, the quiet Brazilian city of Varginha became the center of global attention after locals reported sightings of strange creatures and a UFO crash—an event that would come to be known as the ‘Varginha Incident,’ often referred to as Brazil’s Roswell. Filmmaker James Fox has been digging into this case for years, and his 2022 documentary, Moment of Contact, brought fresh attention to it with firsthand accounts from witnesses, including military officers, firefighters, and civilians. Now Fox is working on a director’s cut of the film, promising new revelations that could be even more shocking. The story began on January 20, 1996, when three young women, aged 14 to 22, claimed they saw a creature with brown, oily skin, a large head, and glowing red eyes in a vacant lot. They described it as about four feet tall, with three bumps on its head and V-shaped feet. Soon after, reports surfaced of a UFO crash, with witnesses like university professor Carlos de Sousa describing a damaged, submarine-shaped object the size of a school bus, leaking white smoke as it lost altitude. The Brazilian military quickly cordoned off parts of the city, and rumors spread that they captured one or more creatures and transported them to a hospital in Varginha. Fox’s documentary includes interesting details, like the story of military police officer Marco Chereze, who allegedly captured one of these beings with his bare hands. Shortly after, he developed a mysterious infection and died at age 23. “After he captured the creature he was smelly — he had this strange feeling of something greasy or sticky over his body that came from the creature,” Fox said. “He developed this infection that wouldn’t go away, and for two or three weeks it was getting worse and worse and worse … and that infection killed him.” Credit: labeurb.unicamp.br Two forensic pathologists who examined Chereze later spoke to Fox, describing a strange bacteria in his body that acted like a “lethal weapon” to his immune system. These doctors, along with a neurosurgeon who claims to have seen a 20-second video of the creature, are among the new witnesses Fox is featuring in his upcoming director’s cut. The neurosurgeon, Italo Venturelli, said the video showed a weak, non-communicative being that matched the descriptions given by other witnesses. Fox has uncovered testimony suggesting U.S. involvement A Brazilian flight controller, Carlos Feres, reported an unauthorized U.S. Air Force plane landing in Campinas, a city in São Paulo, on the same day as the incident. Witnesses claim this plane, along with two helicopters, may have transported the creatures or debris out of Brazil. Fox says he’s spoken to U.S. witnesses connected to this operation, who confirmed something extraordinary happened, though they’ve stayed tight-lipped on specifics. Perhaps the most tantalizing claim is about a video. Fox says he’s spoken to three people in Brazil who’ve seen photographic evidence, including a 35-second clip of the creature. One of them, ufologist Vitorio Pacaccini, described watching a clear video in 2012 showing a frail being that didn’t respond when offered food or water. Fox is so confident this footage exists that he’s offering $200,000 to anyone who leaks it, along with any video of the USAF plane. He believes it’s only a matter of time before someone comes forward. In a 1999 Discovery Channel documentary, Major Calza claimed the whole thing was a misunderstanding. According to him, the “creatures” were just a pregnant dwarf woman and her husband, mistaken for aliens because of their appearance. He said military trucks were in Varginha for routine maintenance, and the hospital staff, seeing the couple, got spooked and thought they were dealing with extraterrestrials. To avoid a public scandal, the military supposedly stepped in to handle the situation discreetly, allowing only one doctor to treat the woman. Calza even slipped up in the interview, calling the woman a “creature” before correcting himself. This explanation has holes, though. For one, there are no hospital records of a dwarf couple or a baby born that day. Then there’s the claim about X-rays. The military said X-rays taken at the hospital were of a local criminal’s exhumed body, part of an unrelated investigation. But legal documents from the cemetery and hospital, uncovered by an investigative reporter, show the exhumation happened on January 30, not January 20. So, what was being X-rayed that day? The military’s story doesn’t add up. In an interview with American journalist Bruce Burgess, Major Calza claimed that a “couple of dwarfs” were mistaken for ETs in Varginha – the pregnant dwarf was allegedly taken to Varginha Hospital on January 20, 1996. He also unintentionally claims that the “creature” was captured by the military. The excerpt posted is from the documentary shown in Brazil on May 13, 1999 on the Discovery Channel, in the “Week of the Extraterrestrial Invasion”. “[…] In reality, there were no apparitions of extraterrestrials or UFOs because there was no proof. What really happened was this: on January 20th, it was raining very heavily in Varginha, there was a storm, and we were having a ceremony here in Três Corações. […] We sent two trucks to Varginha to carry out the planned maintenance. As a result, there was a series of coincidences as the whole story unfolded. There was a couple of dwarfs in Varginha Hospital, where the lady was pregnant to give birth. This coincides with the fact that the ESA picked up this creature, put it in the truck and took it to Varginha Hospital, where the staff said they had found a couple of ETs.” Yes, he actually slips up and calls the supposed pregnant dwarf lady a “creature” in the original video. One piece of the Varginha Incident puzzle comes from Carlos Feres, a Brazilian flight controller who witnessed an unusual event at Campinas airport on January 20, 1996. Feres reported that a U.S. Air Force plane landed without prior authorization, a highly irregular occurrence that raised red flags among air traffic control. Accompanied by two helicopters, the plane’s sudden appearance coincided with the alleged UFO crash and creature capture in Varginha,prompting questions that it was used to transport the mysterious beings or debris out of Brazil. He described the operation as secretive and outside standard protocol, with no official explanation ever provided by Brazilian or U.S. authorities. Fox’s new witnesses—doctors, a police chief, and possibly U.S. insiders—could bring us closer to answers. The street chaos that erupted in Los Angeles last month — when Immigration and Customs Enforcement agents moved to arrest illegal-alien criminals — wasn’t random. Anyone surprised by the outburst hasn’t been paying attention.The moral fervor driving these riots doesn’t come from thin air. Just look at the rhetoric in far-left media coverage of immigration. One outlet in particular, In These Times, offers a window into the revolutionary mindset of the #AbolishICE crowd and the broader young left. I reviewed dozens of the outlet's immigration pieces. What I found wasn’t cherry-picked — it was consistent, radical, and dangerous.Illegal aliens are the oppressed. ICE is the villain. Any action — including violence — is excused as righteous resistance. It’s about fighting evil.The left’s project has always aimed to smash moral, legal, and natural distinctions. That same instinct was on full display in L.A. earlier this month. As G.K. Chesterton warned: “Don’t ever take a fence down until you know the reason it was put up.” The left wants all fences gone.Erasing distinctionsTo a doctrinaire leftist, distinctions between rich and poor, citizen and foreigner, criminal and non-criminal, man and woman, even adult and child are “oppressive.” In immigration, the lines between legal and illegal, citizen and noncitizen, felon and guest worker get erased. Right-leaning Americans may only just be waking up to this. The rioters in Los Angeles already live it.In These Times doesn’t hide its radicalism. A few representative quotes from its pages:“We must stop thinking about citizenship for [illegal] immigrants in terms of who deserves it. Individuals should be granted citizenship simply because they are human and they are here.”“Having our [legal and illegal immigrant] community arbitrarily divided into those deserving of rights and those who are expendable reflects a system that never was meant to acknowledge our community’s full humanity in the first place.”“[Restrictionists falsely claim] job competition would slack off [with reduced immigration], and wages would go up because ‘they’ wouldn’t be taking ‘our’ jobs.”The message is unmistakable: If you support immigration enforcement, you oppose humanity itself. Never mind the stolen Social Security numbers or the abuse of American goodwill. Illegal immigrants, we’re told, deserve the same rights as citizens — simply for existing. This rhetoric escalates quickly.One article chastises American workers for blaming illegal immigrants for undercutting strikes: “Blaming Mexican workers for lost strikes is playing the employers’ game. ... In a previous era, there would have been accusations against Black workers, or Italians, etc.”Elsewhere: “We will need to resist local and national immigration enforcement against all marginalized communities.”This isn’t about labor or policy. It’s about framing illegal aliens as the next great oppressed class — and erasing the moral and legal categories that make self-government possible.Twisting moral languageAt the AFL-CIO convention, In These Times published a poem titled “america” (lowercase intentional), written by the daughter of an illegal immigrant. It closed with a familiar cudgel from the left:“While my father’s hands blister from work all day and he doesn’t feel like he has a say in this nation dedicated to the proposition that all men are created equal.”The left routinely abuses that line from the Declaration of Independence to indict “hypocritical America” — meaning anyone who disagrees with the left. Enforcement of immigration law becomes the new Jim Crow. Homeland Security agents are cast as the KKK.Another article accuses the Trump administration of using deportation raids to intimidate “Black and Brown” voters and suppress turnout — echoing the claim that the DHS was “race-baiting” by displaying wanted posters of criminal aliens.Righteous violenceIn this framing, the old civil rights movement becomes the template for modern street violence. Hollywood, legacy media, and academia glamorize past “moral” resistance. The left applies the same playbook to immigration.Illegal aliens are the oppressed. ICE is the villain. Any action — including violence — is excused as righteous resistance. It’s not about the law. Making the not-uncommon comparison of ICE to Nazis, one piece quotes a Jewish anti-borders activist from a group called Never Again Action: “Imprisoning people in concentration camps, vilifying and rounding up people who are deemed ‘outsiders,’ and turning away asylum seekers and immigrants hits close to home for Jews. … We’ve seen this before, and we won’t wait for it to get worse to take action.” Another calls U.S. immigration enforcement “ethnic cleansing,” “crimes against humanity,” and a system “designed to brutalize.” Yet another calls deportations “state violence.” ICE, we’re told, merely enforces “unauthorized” immigration. The goal, of course, is to abolish ICE and “the entire deportation and incarceration system.”Stripping responsibility, shifting blameIn another rhetorical sleight of hand, the left denies all moral responsibility for illegal immigrants. Even President Obama’s “no fault of their own” line about Dreamers isn’t enough. In These Times insists that no illegal alien — child or adult — is to blame for anything. Poverty and violence “left them no alternative.”Even criminal aliens get a pass. The outlet laments that while the left now emphasizes conditions for detained women and children, “there is a glaring failure to examine the violence against men, including those with criminal convictions.”Illegal immigrants, it turns out, are “disposable” in the eyes of the U.S. government. Because we were there.Illegal aliens “are here because we were there,” they contend. “Their need to leave their homes can be traced to the United States — its corporations, its government, its military, and its enormous footprint in the climate crisis.”Immigration becomes “restitution.” Another open-borders activist writes: “People from Europe and the U.S. crossed our borders to come to Guatemala, and took over our land and economy. … Now it’s our turn to cross borders.”Don’t call this immigration. It’s revenge masquerading as justice. Illegal immigration is really just “fighting back.”Obliterating orderBy inventing past and present grievances, the left justifies lawbreaking as moral resistance and calls it justice. Amnesty becomes the “long-overdue first step.” What’s at the root of all this supposed suffering? Us.The idea that illegal immigrants are “owed” citizenship — that lawbreakers are the victims — is morally perverse. But it’s vital for a movement bent on erasing the line between citizen and noncitizen.The left doesn’t want to stop at amnesty. The left wants the obliteration of law, order, borders, and the moral framework that makes all of that possible.Chesterton’s warning about fences applies now more than ever. The Arizona Diamondbacks’ recent 4-1 win over the White Sox in Chicago wasn’t all fun and games, after second baseman Ketel Marte appeared to break down in tears at second base after a fan reportedly heckled him about his late mother.The heckling took place during Marte’s at-bat in the seventh inning, before he was then consoled by manager Torey Lovullo and shortstop Geraldo Perdomo.The spectator is alleged to have made a derogatory remark about Marte’s mother, who passed away after a car accident in 2017.After the incident, Lovullo and Diamondbacks bench coach Jeff Banister asked security to remove the fan from the stadium, and security complied. Now, the White Sox organization has banned the fan from the ballpark.While BlazeTV host Pat Gray, who has lost both his parents, is sympathetic to the passing of Marte's mother, he and his panel don’t believe there’s a place in baseball for tears over the past.“So a 31-year-old male, playing in Major League Baseball, who signed a $119 million contract begins crying over something a fan yelled at him,” Jeffy says, before playing the “There’s no crying in baseball” clip from the classic film “A League of Their Own.”“I lost my mom eight years ago as well.
