If anyone needs the best weapons in Baldur’s Gate 3‚ it’s Karlach. With the best weapons equipped‚ Karlach becomes a beastly Barbarian who can face any challenge head-on. While Barbarians are proficient in many weapons‚ if you want to create the best Karlach build‚ you need the best weapons which are Greatswords‚ Maces‚ Halberds‚ Clubs‚ Tridents‚ and other large melee weapons. The bigger‚ the better. Best Karlach weapons in BG3 Act 1 – Sussor Greatsword‚ Blood of Lathander The two best Act 1 weapons I found for Karlach are found toward the end of the Act in the Underdark and Creche Y’llek which you get to by going through the Mountain Pass. Before you reach these weapons‚ use whatever you can find that deals high damage. Although you can always return to content you skip over‚ I don’t recommend rushing to get these items in Act 1 because you have to get past some tough enemies that might stop you in your tracks. Federal Judge Vacates Onerous Labor Rule‚ Averting Small-Business Upheaval

A federal district court announced that it will vacate the so-called joint employer rule that threatened to upend the franchise business model and to impose massive new responsibilities and legal liabilities onto businesses for supposed employees over whom they have no direct control.  U.S. District Court Judge J. Campbell Barker’s decision Friday held that enforcement of the National Labor Relations Board’s 2023 joint employer rule “would be contrary to law” and that its rescission of the current 2020 rule was arbitrary and capricious. Beyond just preventing enforcement of the new rule‚ the decision stated that “the court will issue a final judgment vacating the 2023 Rule.” That means that the 2020 rule will remain in effect. The 2023 joint employer rule was set to take effect on Monday. It was contrary to the current 2020 rule‚ which specifies that for a business to be considered a joint employer of an individual that is also employed by another business‚ that entity must exercise direct control over the worker’s essential terms of employment. Under the vacated 2023 rule‚ an entity could be considered a joint employer of another worker who they did not hire‚ fire‚ know‚ or even indirectly control. Instead‚ the mere existence of a reserved right to indirectly control an expansive set of essential terms and conditions of employment could result in a person or corporation being treated as a joint employer. The judge’s decision provided a hypothetical example‚ in which an ice cream shop‚ IceCo‚ contracts with a lawn service‚ MowCo‚ to tend the lawn of the shop once a week. The mere fact that IceCo has a contract with MowCo that allows IceCo to refuse the use of certain fertilizers would‚ under the 2023 rule‚ cause IceCo to be considered a joint employer of the MowCo employee who mows IceCo’s lawn because IceCo has the reserved right to control a component of the employee’s “health or safety.” Most immediately‚ the proposed rule would have affected more than 790‚000 unique franchise establishments that employ 8.4 million workers across the U.S. Although commonly thought of as involving restaurant chains such Dunkin’ and Pizza Hut‚ franchises span dozens of industries. UPS‚ Visiting Angels (senior care)‚ Kumon tutoring‚ Hilton Garden Inn‚ Budget Blinds‚ Orange Theory Fitness‚ Pearle Vision‚ and Servpro home services are just a few of the roughly 4‚000 franchise brands.   Although individual franchise owners are directly responsible for employees’ essential terms and conditions of employment (at least what were traditionally considered essential terms and conditions prior to the 2023 rule’s expansion)‚ the 2023 rule would have enabled something as small as the provision of safety videos from a corporate franchiser to independent franchisees to have caused the corporate franchiser to be considered a joint employers of the independent franchisee’s employees. Even a less expansive definition of joint employer status applied by the NLRB in Browning v. Ferris in 2015 was estimated to have cost franchise businesses as much as $33.3 billion annually‚ reduced employment by 376‚000 jobs‚ and caused a 93% spike in lawsuits against franchises. Franchising’s unique model can reduce barriers to entry for entrepreneurship by providing a known brand along with a network of support and training. It is increasingly attractive to minorities and women‚ who account for a rising share of franchise ownership. Without the franchise model‚ 39% of female franchise owners say they would not have been able to own their business. The court’s ruling is a victory for current small-business owners and equally important‚ it keeps the door open for future entrepreneurs. This joint employer rule is just one of many significant labor rules that will impose undue hardship on workers and employers alike. The Department of Labor’s independent contractor rule also set to take effect Monday could negatively impact many of the 64 million Americans who performed independent work last year‚ and the soon-to-be-finalized overtime rule could take away flexibility and income from millions of employees.  Both of those rules are likely to be litigated in court‚ similar to the joint employer rule. The Biden administration’s National Labor Relations Board‚ which issued the rule‚ said that the court’s decision “is a disappointing setback‚ but is not the last word on our efforts‚” and noted that the board is “actively considering next steps in this case.” If the Biden administration actually wants to help workers‚ it should stop trying to make more workers subject to multiple bosses and should instead protect individuals’ rights to pursue the type of work and compensation that is best for them‚ expand alternative education and job-training opportunities‚ and eliminate barriers to work opportunities and rising incomes. Brazil’s struggles with generally speaking‚ “election integrity” and censorship associated with a particular frame of political mind – and so‚ trying to suppress voices opposed to the country’s dominant political centers‚ look set to continue. The country’s Superior Electoral Court‚ and its powerful president‚ Alexandre de Moraes (who is also a Supreme Court judge)‚ have mandated more rules around elections‚ this time focused on the use of “AI.” These are now tied to anything from “hate speech” and “disinformation” to stripping people running for office of their candidacy – or of their mandate‚ if they had already been elected. The latter scenario would happen if a candidate who has been elected is found to have used deep fakes‚ or if it is decided they had spread “fake news.” It’s crucial how the court defines deep fakes and fake news. The former‚ namely‚ is ALL synthetically generated audio/video that “creates‚ replaces or alters” living or dead persons’ image and/or voice – but also that of “fictitious persons.” So anyone thinking about using 21-century techniques to convey humor or sarcasm over there – forget about it. The Brazilian press says the court has imposed a total ban on deep fakes of any kind in the context of elections‚ while campaigns are under obligation to attach warning labels to other forms of AI-related content. All of this is categorized as electoral propaganda‚ and applies even to material such as videos and photos where AI has been used‚ but which happen to be “neutral” in terms of messaging. After the contentious general elections‚ that included choosing Brazil’s new president in 2022‚ this fall‚ voters will go to the polls to pick mayors and city councilors‚ and this is what’s prompting the Superior Electoral Court to act. Moraes is happy with the outcome‚ touting the new regulation as “the most modern in the world” when it comes to what he calls “the illicit use of AI.” Other than political candidates‚ this also concerns tech companies‚ those with the most influence such as Google and Meta and their platforms. They are under obligation to “immediately remove” any content that is deemed to contain disinformation‚ hate speech‚ or is promoting Nazism‚ fascism‚ racism‚ homophobia‚ or is – (and what a vague term this is‚ wide open to subjective interpretation) – “anti-democratic.” Reports quote the court as stating that these platforms have to “adopt and publicize measures to prevent or reduce the circulation of ‘notoriously untrue or seriously out of context’ facts that affect the integrity of the electoral process.” Plus – “There is also a need for platforms to promote‚ free of charge‚ content that informs or clarifies untrue facts.” The post Brazil’s Supreme Court Approves New Censorship Rules appeared first on Reclaim The Net.

And that’s whether it concerns big-time international policy-makers pushing for total digitization of financial assets – or individual examples that showcase just how serious this threat is. Here’s one such case: Elizabeth Dasburg and two others were denied the right to use cash to pay entry fee to the Fort Pulaski National Monument in Georgia‚ managed by the National Park Service. It’s turned into‚ “parks‚ but no recreation” – because the victims of this violation of US law regulating the use of domestic currency have now opted for litigation. Plain and simple‚ Dasburg and the two others believe it is still illegal in the US to refuse to accept the country’s legal tender. Or is it? That’s the question the US District Court for the District of Columbia will have to spell out. Judging by the filing‚ the Fort Pulaski employees were equally indoctrinated against accepting cash‚ as they were trying to be helpful. The visitors were first told in no uncertain terms that only cards are accepted. We obtained a copy of the complaint for you here. And then‚ if – say they had no cards (that they might not want to use them doesn’t seem to have been a consideration) – they were instructed to go to a grocery chain like Walmart and buy a gift card. However bizarrely and unnecessarily complicated this might sound – all the more ironic‚ because it appears the “explanation” for this policy is that cards are more “convenient” – that’s what Fort Pulaski wanted. Cards. Of any sort. Things that can be tracked and tied to a person‚ in other words. “By forcing people to use credit cards or digital wallets‚ under the guise of convenience‚ the National Park Service becomes a player in the surveillance state‚ undermining park visitors’ privacy right‚” Children’s Health Defense (CHD) General Counsel Mack Rosenberg commented on the case – and the state of affairs. CDH has decided to put its money where its mouth is and support the defendants’ case financially. The National Park Service is said to have been working on cashless-only payment options for some years‚ the scheme now in effect in to close to 30 national parks‚ historic sites and monuments. While those behind such things are always happy to present themselves as champions of “equality and diversity‚” the reality looks quite different. “Only half of low-income households have access to a credit card‚ according to a March 2022 Federal Reserve Bank of New York report‚” CHD President Laura Bono said in a letter to the Park and Service CEO. In late January‚ the Bureau of Industry and Security of the US Department of Commerce published a formal proposal for a new KYC (Know Your Customer) rule regulating infrastructure as a service (IaaS) products‚ i.e.‚ cloud infrastructure providers. The KYC component in question here is the Customer Identification Program (CIP)‚ among other requirements related to IaaS. In the notice‚ which also calls for comments to be submitted by the end of April‚ the government agency cites the January 2021 Cyber Executive Order on “Taking Additional Steps To Address the National Emergency With Respect to Significant Malicious Cyber-Enabled Activities” and claims that a proposal is “a significant step” toward implementing it. This order was issued by the Trump administration; but in the fall of last year‚ Biden’s White House issued its AI Executive Order that reports said requires foreign resellers of US IaaS services “to undertake almost identical KYC activities to those proposed in the Cyber Executive in relation to US providers.” The department claims that the proposed rule was prompted by the desire to advance US national security interests‚ specifically targeting malicious foreign actors and hackers that cause damage either to critical infrastructure or said national interests. If adopted‚ the rule would require US IaaS providers and those reselling their services abroad to “verify the identity of their foreign customers” and report to the department if those products are used to train large AI language models. The minimum identification requirements include name‚ address‚ means and source of payment‚ email address‚ phone number‚ and IP address of a customer. US IaaS providers who are found to violate the rule will face civil (money fines) and criminal penalties envisaged in the International Emergency Economic Powers Act – either a quarter of a million dollars or twice the value of a violating transaction‚ whichever is higher‚ while criminal consequences range from a fine of up to one million to 20 years in prison – or both. The US government claims that US-run cloud servers are being used by malicious foreign actors for espionage‚ intellectual property theft‚ and targeting of critical infrastructure‚ and uses this argument to justify drafting the upcoming new rule. It also complains that temporary registration “and ease of replacement for such services” makes it difficult for the government to track its targets.
