A proposed bill in the California State Senate would require certain vehicles to install speed-limiting devices. State Sen. Wiener used the excuse of traffic injuries and deaths in California to justify the legislation. “The alarming surge in road deaths is unbearable and demands an urgent response‚” Wiener said in a statement. “There is no reason for anyone to be going over 100 miles per hour on a public road‚ yet in 2020‚ California Highway Patrol issued over 3‚000 tickets for just that offense. Preventing reckless speeding is a commonsense approach to prevent these utterly needless and heartbreaking crashes‚” he continued. California would become the first state to require new vehicles be equipped with speed governors — technology that limits how fast they can be driven — under legislation by San Francisco state Sen. Scott Wiener. https://t.co/oZVKvrRXqm — San Francisco Chronicle (@sfchronicle) January 24‚ 2024 The Hill reports: Intelligent speed limiters — which the state senator referred to as “speed governors” — prevent vehicles from surpassing a certain speed‚ by harnessing GPS and on-board camera data to determine limits on a specific roadway. The National Transportation Safety Board‚ Wiener’s office stressed‚ has repeatedly recommended the installation of such technologies in all new passenger vehicles. These devices will also be required in all cars sold in the European Union beginning this July. “Preventing reckless speeding is a commonsense approach to prevent these utterly needless and heartbreaking crashes‚” Wiener said. In addition to its focus on intelligent speed limiters‚ S.B. 961 would also require the installation of side guards on trucks and trailers. Such guards‚ according to Wiener’s office‚ could help “reduce the risk of cars and bikes being pulled underneath the truck during a crash.” This equipment — which would be installed on every truck or trailer that weighs more than 10‚000 pounds — would need to be able to provide crash protection for a midsize car at any angle and any speed up to 40 mph‚ per the bill. The Los Angeles Times explains: The legislation is likely to be met with some opposition from certain trucking groups that have similarly opposed federal legislation regarding speed governors. Todd Spencer‚ president of the Owner-Operator Independent Drivers Assn.‚ opposes the legislation‚ which he believes is not the correct way to make roads safer. Spencer advocates for increased police presence to monitor speeders‚ but said that changes in speed are sometimes necessary to drive safely. “There are times drivers may want to speed up enough to switch lanes‚ to move away from certain unsafe situations. Our preference is for drivers to have the maximum ability to do that. We don’t think technology or even most well-intentioned regulations should obstruct that‚” Spencer said. But Wiener says surging traffic deaths in California — 4‚407 people died in crashes in 2022‚ a 22% increase from 2019 — make the legislation a safety imperative.

WASHINGTON — A military panel at Guantanamo Bay‚ Cuba‚ recommended 23 years in detention Friday for two Malaysian men in connection with deadly 2002 bombings in Bali‚ a spokesperson for the military commission said. However‚ under a previously secret provision of the plea agreement disclosed after the panel's recommendation Friday‚ and a separate sentence reduction Friday by the presiding judge‚ both men may face a far shorter sentence: about five years. Mohammed Farik Bin Amin and Mohammed Nazir Bin Lep already have spent about 17 years awaiting trial at Guantanamo. The winding down of the case against them marks comparatively rare convictions in the two decades of proceedings by the U.S. military commission at Guantanamo. The extremist group Jemaah Islamiyah killed 202 Indonesians‚ foreign tourists and others in two nearly simultaneous bombings at nightspots on the resort island of Bali in October 2002. The two defendants denied any role or advance knowledge of the attacks but under the plea bargains admitted they had over the years conspired with the network of militants responsible. The sentence recommendation still requires approval by the senior military authority over Guantanamo. The two are among a total of 780 detainees brought to military detention at Guantanamo under the George W. Bush administration's "war on terror" following the Sept. 11‚ 2001‚ attacks on the U.S. There have been only a handful of convictions over the years — eight‚ according to one advocacy group‚ Reprieve. Defendants in some of the biggest attacks‚ including 9/11‚ remain in pretrial hearings. Prosecutors are seeking negotiated agreements to close that case and some others. Overall‚ the prosecutions at Guantanamo have been plagued by logistical difficulties‚ frequent turnover of judges and others‚ and legal questions surrounding the torture of detainees during CIA custody in the first years of their detention. The military's head of defense for the Guantanamo prosecutions on Friday blamed the Bush administration's early handling of the detainees — which included holding at secret "black sites" and torture in CIA custody — for the more than 20-year delay in the trial. The slow pace "was extremely distressing and frustrated the desire of everyone for accountability and justice‚" Brig. Gen. Jackie Thompson said in a statement. Thirty detainees remain at Guantanamo. Sixteen of them have been cleared and are eligible for transfer if a stable country agrees to take them. "The time for repatriating or transferring the cleared men is now‚" Thompson said. He said the same for three others held at Guantanamo but never charged. As part of their plea bargains‚ the two Malaysian men have agreed to provide testimony against a third Guantanamo detainee‚ an Indonesian man known as Hambali‚ in the Bali bombings. Under military court rules‚ Bin Amin and Bin Lep normally would receive no credit for the roughly two decades they have already spent in detention. The pretrial agreement disclosed Friday would spare them from serving the much longer recommended sentence on top of their years awaiting trial‚ the defense lawyers for the two men said. Relatives of some of those killed in the Bali bombings testified Wednesday in a hearing in advance of sentencing‚ with the two accused in the courtroom and listening attentively. A panel of five military officers delivered the recommendation after listening to the sentencing testimony. The U.S. and Malaysia may agree to transferring the two to their home country‚ said Brian Bouffard‚ the attorney for Bin Lep.

U.S. To Move Nuclear Weapons To U.K. Amid Increasing Threat Of Russian Aggression: Report

The U.S. is reportedly planning to relocate nuclear weapons to the U.K. for the first time in nearly two decades to counter the threat of Russian aggression engulfing the European continent. The Telegraph reported that it gained access to sensitive Pentagon documents that said the U.S. has “procurement contracts for a new facility at RAF Lakenheath in Suffolk” that confirms the U.S. “intends to place nuclear warheads three times the strength of the Hiroshima bomb at the air base.” The U.S. stored nuclear weapons at RAF Lakenheath during the Cold War. The base is now expected to carry B61-12 nuclear gravity bombs‚ which are more than three times more powerful than the nuclear bomb dropped on Hiroshima. The bombs are small and can be delivered by F-16s‚ F-15s‚ and F-35s. The threat from Russia is so serious that Admiral Rob Bauer (Royal Netherlands Navy)‚ Chairman of the Military Committee of the North Atlantic Treaty Organization (NATO)‚ warned last week that Europeans needed to be mentally ready to fight a major war against the Russians in the next two decades. “The Pentagon had refused to comment on speculation that a new ‘surety dormitory’‚ first revealed in budget documents last year‚ was intended for the base‚ which is run by the US Air Force under British regulations and laws‚ to allow the US to house tactical nuclear weapons that can be deployed by F-35 fighter jets‚” the report said. “The term ‘surety’ is used by the Pentagon to refer to the need to keep nuclear weapons safe when they are not being used.” The U.S. Department of Defense has ordered new equipment for the base‚ the report said‚ including “ballistic shields designed to protect military personnel from attacks on ‘high value assets.'” CLICK HERE TO GET THE DAILYWIRE+ APP Russia reportedly threatened to escalate the situation if the U.S. moves the nuclear weapons back to the U.K. “If this step is ever made‚ we will view it as escalation‚ as a step toward escalation that would take things to a direction that is quite opposite to addressing the pressing issue of pulling all nuclear weapons out of European countries‚” said Maria Zakharova‚ a Russian foreign ministry spokesman. “In the context of the transition of the United States and Nato to an openly confrontational course of inflicting a ‘strategic defeat’ on Russia‚ this practice and its development force us to take compensating countermeasures designed to reliably protect the security interests of our country and its allies.” A Pentagon spokesman told the newspaper that it would not “confirm nor deny the presence or absence of nuclear weapons at any general or specific location.”
